<section id="d116383e85" identifier="/us/pl/117/236/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xddcc5468-e818-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Congress finds the following:</chapeau><paragraph class="fontsize10" id="yddcc5469-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/236/s1/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>Luke Joseph Weathers, Jr., was born December 16, 1922, in Grenada, Mississippi, then moved to Memphis, Tennessee, at age five.</content></paragraph>
<paragraph class="fontsize10" id="yddcc546a-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/236/s1/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>Luke Joseph Weathers, Jr., graduated from Booker T. Washington High School and is an alumnus of Xavier University in New Orleans.</content></paragraph>
<paragraph class="fontsize10" id="yddcc546b-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/236/s1/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>Upon his graduation, Luke Joseph Weathers, Jr., enlisted in one of the first training programs for Black pilots, beginning his journey as a Tuskegee Airman.</content></paragraph>
<paragraph class="fontsize10" id="yddcc546c-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/236/s1/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>Within his first few years active in the war, Luke Joseph Weathers, Jr., named his plane “Spirit of Beale Street”, in honor of his hometown, Memphis, Tennessee. He flew this plane with the “Red Tails”.</content></paragraph>
<paragraph class="fontsize10" id="yddcc546d-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/236/s1/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>He was credited with shooting down German planes while protecting United States Army Air Corps bombers and shooting down two Messerschmitt 109s in Italy while escorting a damaged B–24 Liberator bomber.</content></paragraph>
<paragraph class="fontsize10" id="yddcc546e-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/236/s1/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>During his military service, he rose to the rank of Lieutenant Colonel.</content></paragraph>
<paragraph class="fontsize10" id="yddcc546f-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/236/s1/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>Luke Joseph Weathers, Jr., received numerous honors and awards throughout his long and distinguished career.</content></paragraph>
<paragraph class="fontsize10" id="yddcc5470-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/236/s1/8" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><content>Among them, he was presented with an Air Medal with 7 clusters and an American Theater Ribbon Victory Medal during his military service.</content></paragraph>
<paragraph class="fontsize10" id="yddcc5471-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/236/s1/9" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="9">(9) </num><content>Following the war, Luke Joseph Weathers, Jr., returned to Memphis, receiving a hero’s welcome and a key to the city.</content></paragraph>
<paragraph class="fontsize10" id="yddcc5472-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/236/s1/10" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="10">(10) </num><content>On July 13, 1947, he married LaVerne Nailling at St. Therese-Little Flowers Catholic Church in Memphis.</content></paragraph>
<paragraph class="fontsize10" id="yddcc5473-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/236/s1/11" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="11">(11) </num><content>In 1960, he accepted a job with the Federal Aviation Administration (hereinafter, the “FAA”) as an air traffic control specialist in Anchorage, Alaska.</content></paragraph>
<paragraph class="fontsize10" id="yddcc5474-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/236/s1/12" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="12">(12) </num><content>In 1965, Luke Joseph Weathers, Jr., moved back to Memphis, becoming the first Black air traffic controller in Memphis.</content></paragraph>
<paragraph class="fontsize10" id="yddcc5475-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/236/s1/13" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="13">(13) </num><content>Weathers later held positions with the FAA in Atlanta, Georgia, and the District of Columbia, where he eventually <page identifier="/us/stat/136/2325">136 STAT. 2325</page>
retired in 1985, after serving as a reservist in the military for 23 years.</content></paragraph>
<paragraph class="fontsize10" id="yddcc5476-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/236/s1/14" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="14">(14) </num><content>During retirement, Luke Joseph Weathers, Jr., remained active with the Tuskegee Airmen, Inc. and continued to support African Americans in the military.</content></paragraph>
<paragraph class="fontsize10" id="yddcc5477-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/236/s1/15" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="15">(15) </num><content>In 1995, Luke Joseph Weathers, Jr., moved to Tucson, Arizona, shortly after marrying Jacqueline Moore Weathers.</content></paragraph>
<paragraph class="fontsize10" id="yddcc7b88-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/236/s1/16" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="16">(16) </num><content>In 2007, Luke Joseph Weathers, Jr., and the Tuskegee Airmen were honored with a Congressional Gold Medal.</content></paragraph>
<paragraph class="fontsize10" id="yddcc7b89-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/236/s1/17" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="17">(17) </num><content>On October 15, 2011, Luke Joseph Weather, Jr., died in Tucson, Arizona, at the age of 90, leaving behind his wife, two sons and daughters, 12 grandchildren, and 10 great-grandchildren as well as a legacy of countless lives he touched.</content></paragraph>
<paragraph class="fontsize10" id="yddcc7b8a-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/236/s1/18" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="18">(18) </num><content>On January 20, 2012, Lieutenant Colonel Luke Joseph Weathers, Jr., was interred at Arlington National Cemetery.</content></paragraph>

<section id="d116383e189" identifier="/us/pl/117/236/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>DESIGNATION OF THE LT. COL. LUKE WEATHERS, JR. VA MEDICAL CENTER.</heading><content style="-uslm-lc:I658120">  The medical center of the Department of Veterans Affairs located in Memphis, Tennessee, shall, after the date of the enactment of this Act, be known and designated as the “Lt. Col. Luke Weathers, Jr. VA Medical Center”. Any reference in any law, regulation, map, document, paper, or other record of the United States to such medical center shall be considered to be a reference to the Lt. Col. Luke Weathers, Jr. VA Medical Center.</content></section>
