<section id="d117683e90" identifier="/us/pl/117/219/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x6339bd2e-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t31/s6101">31 USC 6101 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Metropolitan Areas Protection and Standardization Act of 2021</shortTitle>” or the “<shortTitle role="act">MAPS Act of 2021</shortTitle>”.</content></section>
<section id="d117683e108" identifier="/us/pl/117/219/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x6339e43f-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t31/s6102">31 USC 6102 note</ref>.</p></sidenote><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x633a0b50-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Congress finds the following:</chapeau><paragraph class="fontsize10" id="y633a0b51-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>Federal programs use core-based statistical area delineations to determine the delivery of Federal services, benefits, and funding to people in the United States, such as in criteria for eligibility or distribution.</content></paragraph>
<paragraph class="fontsize10" id="y633a0b52-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>Core-based statistical area delineations provide a nationally consistent set of standards for collecting, tabulating, and publishing Federal statistics for geographic areas, and they are not intended for any public or private sector non-statistical uses such as program administration or service delivery.</content></paragraph>
<paragraph class="fontsize10" id="y633a0b53-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>Updates to core-based statistical area delineations may cause widespread disruption to the delivery of Federal services, benefits, and funding to people in the United States based on the reliance of Federal programs on these delineations.</content></paragraph>
<paragraph class="fontsize10" id="y633a0b54-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>There does not exist any comprehensive list of Federal programs that rely on core-based statistical area delineations. Such a list is valuable for the study of how Federal services, benefits, and funding are distributed to people in the United States.</content></paragraph>
<paragraph class="fontsize10" id="y633a0b55-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s2/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>Increased transparency on the impacts of any update to core-based statistical area delineations may be overly burdensome due to the anticipated variety of Federal programs that rely on these delineations. Any requirement for complete disclosure of these impacts prior to implementation of new delineations may unintentionally cause the existing delineations to ossify.</content></paragraph>
<paragraph class="fontsize10" id="y633a0b56-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s2/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>In order to prevent any disruption to service delivery of Federal programs based on updates to core-based statistical area delineations, and ensure the independence of Federal <page identifier="/us/stat/136/2272">136 STAT. 2272</page>
statistical policymaking, Congress must sever the link between future updates to core-based statistical area delineations and any automatic impact on Federal programs that rely on these delineations.</content></paragraph>
</section>
<section id="d117683e155" identifier="/us/pl/117/219/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x633a3267-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t31/s6102">31 USC 6102 note</ref>.</p></sidenote><heading>PURPOSE.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x633a3268-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  This purpose of this Act is to ensure—</chapeau><paragraph class="fontsize10" id="y633a3269-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>transparency in how core-based statistical area delineations are used in domestic assistance programs; and</content></paragraph>
<paragraph class="fontsize10" id="y633a326a-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>independence of the Office of Management and Budget in establishing and updating core-based statistical area delineations.</content></paragraph>

<section id="d117683e178" identifier="/us/pl/117/219/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x633a326b-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t31/s6102">31 USC 6102 note</ref>.</p></sidenote><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x633a808c-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  In this Act:</chapeau><paragraph class="fontsize10" id="y633a808d-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s4/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Agency</inline>.—</heading><content>The term “<term>agency</term>” has the meaning given the term in <ref href="/us/usc/t5/s551">section 551 of title 5, United States Code</ref>.</content></paragraph>
<paragraph class="fontsize10" id="y633a808e-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s4/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Comptroller general</inline>.—</heading><content>The term “<term>Comptroller General</term>” means the Comptroller General of the United States.</content></paragraph>
<paragraph class="fontsize10" id="y633a808f-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s4/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Core-based statistical area</inline>.—</heading><content>The term “<term>core-based statistical area</term>” has the meaning given the term by the Office of Management and Budget in the Notice of Decision entitled “2020 Standards for Delineating Core-Based Statistical Areas”, published in the Federal Register on July 16, 2021 (<ref href="/us/fr/86/37770">86 Fed. Reg. 37770</ref>), or any successor to that Notice.</content></paragraph>
<paragraph class="fontsize10" id="y633a8090-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s4/4" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Director</inline>.—</heading><content>The term “<term>Director</term>” means the Director of the Office of Management and Budget.</content></paragraph>
<paragraph class="fontsize10" id="y633a8091-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s4/5" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><heading class="fontsize10"><inline class="smallCaps">Domestic assistance program</inline>.—</heading><content>The term “<term>domestic assistance program</term>” has the meaning given the term in <ref href="/us/usc/t31/s6101">section 6101 of title 31, United States Code</ref>.</content></paragraph>
<paragraph class="fontsize10" id="y633a8092-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s4/6" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><heading class="fontsize10"><inline class="smallCaps">Open government data asset</inline>.—</heading><content>The term “<term>open Government data asset</term>” has the meaning given the term in <ref href="/us/usc/t44/s3502">section 3502 of title 44, United States Code</ref>.</content></paragraph>

<section id="d117683e261" identifier="/us/pl/117/219/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>NON-PROPAGATION OF CORE-BASED STATISTICAL AREA DELINEATIONS.</heading><subsection class="firstIndent0 fontsize10" id="y633aa7a3-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s5/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Amendment</inline>.—</heading><content><ref href="/us/usc/t31/ch63">Chapter 63 of title 31, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><section class="centered fontsize12" id="y633aceb4-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658164"><num class="fontsize12" value="6309">“§ 6309.</num><heading class="fontsize12"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x633aceb5-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t31/s6309">31 USC 6309</ref>.</p></sidenote> Non-propagation of core-based statistical area delineations</heading><subsection class="firstIndent0 fontsize10" id="y633aceb6-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">“(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x633af5c7-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Effective date.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>Beginning on the date of enactment of the MAPS Act of 2021, and notwithstanding any other provision of law, any change to the standards of core-based statistical area delineations pursuant to section 3504(e) of title 44—</chapeau><paragraph class="fontsize10" id="y633af5c8-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><chapeau>shall not propagate automatically for any non-statistical use by any domestic assistance program, including any such use as required through—</chapeau><subparagraph class="fontsize10" id="y633af5c9-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>statutory reference to any core-based statistical area delineation; or</content></subparagraph>
<subparagraph class="fontsize10" id="y633af5ca-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>administrative or regulatory reference to any core-based statistical area delineation; and</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y633af5cb-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><chapeau>shall propagate for any non-statistical use by any domestic assistance program only—</chapeau><subparagraph class="fontsize10" id="y633af5cc-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x633af5cd-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Determination.</p></sidenote><chapeau>if a relevant agency determines that such a propagation—</chapeau><clause class="fontsize10" id="y633af5ce-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>supports the purposes of the program; and</content></clause>
<clause class="fontsize10" id="y633af5cf-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>is in the public interest; and<page identifier="/us/stat/136/2273">136 STAT. 2273</page></content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y633af5d0-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>through affirmative adoption through notice-and-comment rulemaking pursuant to section 553 of title 5.</content></subparagraph>

<subsection class="firstIndent0 fontsize10" id="y633af5d1-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x633af5d2-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Applicability.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><content>The definitions in section 4 of the MAPS Act of 2021 shall apply to this section.”</content></subsection>

<section id="d117683e401" identifier="/us/pl/117/219/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><heading>TRANSPARENCY OF NON-STATISTICAL USES OF CORE-BASED STATISTICAL AREA DELINEATIONS.</heading><subsection class="firstIndent0 fontsize10" id="y633b9215-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s6/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau><ref href="/us/usc/t31/s6102/a/2">Section 6102(a)(2) of title 31, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="y633b9216-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s6/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>by <amendingAction type="redesignate">redesignating</amendingAction> subparagraph (G) as subparagraph (H);</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="y633b921a-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s6/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x633b921b-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t31/s6102">31 USC 6102 note</ref>.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Content Requirements</inline>.—</heading><chapeau>In collecting and reviewing the information required under <ref href="/us/usc/t31/s6102/a/2/G">section 6102(a)(2)(G) of title 31, United States Code</ref>, as amended by subsection (a) of this section, the Director shall include as standardized categories—</chapeau><paragraph class="fontsize10" id="y633b921c-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s6/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>whether the most current core-based statistical area delineation has been affirmatively adopted pursuant to <ref href="/us/usc/t31/s6309">section 6309 of title 31, United States Code</ref>d, as added by this Act;</content></paragraph>
<paragraph class="fontsize10" id="y633b921d-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s6/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>which historical core-based statistical area delineation was maintained, in cases where an updated delineation has not been affirmatively adopted pursuant to <ref href="/us/usc/t31/s6309">section 6309 of title 31, United States Code</ref>d, as added by this Act;</content></paragraph>
<paragraph class="fontsize10" id="y633b921e-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s6/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x633bb92f-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Determinations.</p></sidenote><chapeau>what purpose the core-based statistical area delineation serves, including—</chapeau><subparagraph class="fontsize10" id="y633bb930-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s6/b/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>to determine eligibility for any Federal service, benefit, or funding;</content></subparagraph>
<subparagraph class="fontsize10" id="y633bb931-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s6/b/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>to determine distribution of any Federal service, benefit, or funding; and</content></subparagraph>

<paragraph class="fontsize10" id="y633bb933-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s6/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><chapeau>whether the use of core-based statistical area delineation directly concerns any—</chapeau><subparagraph class="fontsize10" id="y633bb934-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s6/b/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>prime recipient of any Federal service, benefit, or funding; and</content></subparagraph>
<subparagraph class="fontsize10" id="y633bb935-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s6/b/4/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>subrecipient of any Federal service, benefit, or funding; and</content></subparagraph>

<paragraph class="fontsize10" id="y633bb93c-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s6/c/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>easily discoverable by the public on relevant government websites; and</content></paragraph>
<paragraph class="fontsize10" id="y633bb93d-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s6/c/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x633bb93e-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Updates.</p><p class="leftAlign firstIndent0 fontsize8" id="x633bb93f-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadlines.</p></sidenote><content>updated not less frequently than once every year.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y633bb940-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s6/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x633bb941-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t31/s6102">31 USC 6102 note</ref>.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Implementation Timeline</inline>.—</heading><content>The requirements of this section shall be fully implemented not later than 2 years after the date of enactment of this Act.</content></subsection>

<section id="d117683e597" identifier="/us/pl/117/219/s7" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="7">SEC. 7. </num><heading>INDEPENDENCE, INTEGRITY, AND ACCOUNTABILITY OF CORE-BASED STATISTICAL AREA DELINEATIONS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x633be052-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  <ref href="/us/usc/t44/s3504/e">Section 3504(e) of title 44, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction> by—</chapeau><paragraph class="fontsize10" id="y633be053-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s7/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>in paragraph (8)(B)(ii), by <amendingAction type="delete">striking</amendingAction> “<quotedText>and</quotedText>” at the end;</content></paragraph>
<paragraph class="fontsize10" id="y633be054-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s7/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>in paragraph (9)(B), by <amendingAction type="delete">striking</amendingAction> the period at the end and <amendingAction type="insert">inserting</amendingAction> “<quotedText>; and</quotedText>”; and</content></paragraph>
<paragraph class="fontsize10" id="y633be055-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s7/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><paragraph class="indentUp0 fontsize10" id="y633c0766-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="10">“(10) </num><chapeau>ensure that any change to the standards of core-based statistical area (as defined in section 4 of the MAPS Act of 2021) delineations pursuant to this subsection shall—</chapeau><subparagraph class="fontsize10" id="y633c0767-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x633c0768-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Public information.</p><p class="leftAlign firstIndent0 fontsize8" id="x633c0769-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Reports.</p></sidenote><chapeau>be accompanied by a public report that explains—</chapeau><clause class="fontsize10" id="y633c076a-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>the scientific basis, criteria, and methodology for such change to existing standards, including clear quantitative thresholds for determining any future statistical re-delineations; and</content></clause>
<clause class="fontsize10" id="y633c076b-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>the opinions of domestic and international experts in statistics and demographics, including government experts at the Bureau of the Census and other relevant agencies, who were consulted regarding such change to existing standards;</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y633c076c-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>not be influenced by any non-statistical considerations such as impact on program administration or service delivery; and</content></subparagraph>
<subparagraph class="fontsize10" id="y633c076d-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>not propagate automatically for any non-statistical use by any domestic assistance program (as defined in section 4 of the MAPS Act of 2021).”</content></subparagraph>

<section id="d117683e677" identifier="/us/pl/117/219/s8" style="-uslm-lc:I658141"><num class="fontsize12" value="8">SEC. 8. </num><heading>COMPTROLLER GENERAL REPORT.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x633c2e7e-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Not later than 3 years after the date of enactment of this Act, the Comptroller General shall submit to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Oversight and Reform of the House of Representatives a report that—</chapeau><paragraph class="fontsize10" id="y633c2e7f-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s8/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x633c2e80-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Assessments.</p></sidenote><content>assesses the completeness, timeliness, quality, accuracy, accessibility, and usefulness of the information reported pursuant to section 6 and the amendment made by section 6; and</content></paragraph>
<paragraph class="fontsize10" id="y633c2e81-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s8/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>identifies any Federal programs, including any domestic assistance programs or other programs, that—</chapeau><subparagraph class="fontsize10" id="y633c2e82-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s8/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>use core-based statistical area delineations for any non-statistical purpose; and</content></subparagraph>
<subparagraph class="fontsize10" id="y633c2e83-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/219/s8/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>as of the date of the report, are not reported pursuant to section 6 and the amendment made by section 6; and<page identifier="/us/stat/136/2275">136 STAT. 2275</page></content></subparagraph>
</paragraph>
