<section id="d65951e104" identifier="/us/pl/117/214/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Global Malnutrition Prevention and Treatment Act of 2021</shortTitle>”.</content></section>
<section id="d65951e114" identifier="/us/pl/117/214/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>AUTHORIZATION OF EFFORTS TO PREVENT AND TREAT MALNUTRITION GLOBALLY.</heading><subsection class="firstIndent0 fontsize10" id="y8955c04d-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>The Administrator, in coordination with the heads of other relevant Federal departments and agencies, is authorized and encouraged to support efforts to prevent and treat malnutrition globally, including by—</chapeau><paragraph class="fontsize10" id="y8955c04e-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s2/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>targeting resources and nutrition interventions to support the most vulnerable populations susceptible to severe malnutrition, including children under the age of 5 and pregnant and lactating women;</content></paragraph>
<paragraph class="fontsize10" id="y8955c04f-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s2/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>increasing coverage, particularly in priority countries, of nutrition interventions that include coordinated deployment of prenatal nutrient supplements, breastfeeding support, vitamin A supplementation, specialized nutritious food products for the treatment of acute malnutrition, and other evidence-based interventions, as appropriate;</content></paragraph>
<paragraph class="fontsize10" id="y8955c050-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s2/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>increasing the use of context and country-appropriate fortification of staples and condiments with essential nutrients;</content></paragraph>
<paragraph class="fontsize10" id="y8955c051-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s2/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>advancing evidence-based programs and interventions carried out using data-driven approaches, best practices, and targeted to country-specific contexts and needs;</content></paragraph>
<paragraph class="fontsize10" id="y8955c052-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s2/a/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>supporting partner governments to develop policies to prevent and treat malnutrition;</content></paragraph>
<paragraph class="fontsize10" id="y8955c053-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s2/a/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>leveraging investments to strengthen health systems, including to support community health workers to advance improved nutrition outcomes;</content></paragraph>
<paragraph class="fontsize10" id="y8955c054-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s2/a/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>improve diets through safe, affordable, nutritious foods in the food system; and</content></paragraph>
<paragraph class="fontsize10" id="y8955c055-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s2/a/8" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><content>ensuring rigorous monitoring and evaluation of such efforts.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y8955c056-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">External Coordination Efforts Related to Nutrition Programs</inline>.—</heading><chapeau>The Administrator, in coordination with the heads of other relevant Federal departments and agencies, should coordinate, as appropriate, with bilateral and multilateral donors, governments <page identifier="/us/stat/136/2253">136 STAT. 2253</page>
of partner countries, United Nations agencies, civil society organizations, nongovernmental organizations, including faith-based organizations, and the private sector to prevent and treat malnutrition globally, including by supporting efforts to—</chapeau><paragraph class="fontsize10" id="y8955c057-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>build the capacity of local and community-based organizations and governments of partner countries to ensure sustainability of nutrition interventions;</content></paragraph>
<paragraph class="fontsize10" id="y8955c058-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>expand research and innovation to identify and increase effective and evidence-based nutrition interventions based on country-specific contexts;</content></paragraph>
<paragraph class="fontsize10" id="y8955c059-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s2/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>improve coordination and structure of supply chains for nutrition interventions;</content></paragraph>
<paragraph class="fontsize10" id="y8955c05a-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s2/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>expand domestic resource mobilization and domestic financing for nutrition interventions; and</content></paragraph>
<paragraph class="fontsize10" id="y8955c05b-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s2/b/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>seek to leverage additional resources and encourage investment into innovative and multi-stakeholder finance partnerships to advance burden sharing in nutrition-related assistance.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y8955c05c-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Interagency Efforts</inline>.—</heading><chapeau>In carrying out subsections (a) and (b), the Administrator, in coordination with the heads of other relevant Federal departments and agencies, consistent with the Global Nutrition Coordination Plan, shall seek to leverage additional resources to prevent and treat malnutrition globally, including by—</chapeau><paragraph class="fontsize10" id="y8955c05d-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s2/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>increasing cooperation among relevant Federal departments and agencies represented in the Global Nutrition Coordination Plan to better leverage grants, technical assistance, debt, equity, loan guaranties, and public-private partnerships; and</content></paragraph>
<paragraph class="fontsize10" id="y8955c05e-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s2/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>utilizing the Administrator’s role as a member of the Board of Directors of the United States International Development Finance Corporation to consider opportunities within the Corporation’s development impact framework that support improved nutrition outcomes.</content></paragraph>
</subsection>
</section>
<section id="d65951e227" identifier="/us/pl/117/214/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>SELECTION OF PRIORITY COUNTRIES.</heading><subsection class="firstIndent0 fontsize10" id="y8956358f-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>The Administrator, in coordination with the Nutrition Leadership Council, shall select foreign countries as priority countries for purposes of targeting programs to prevent and treat malnutrition globally.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y89563590-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Criteria</inline>.—</heading><chapeau>The selection of priority countries under subsection (a) shall be based on the following:</chapeau><paragraph class="fontsize10" id="y89563591-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s3/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>The prevalence of severe malnutrition among children under the age of 5 and pregnant and lactating women.</content></paragraph>
<paragraph class="fontsize10" id="y89563592-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s3/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>The presence of high-need, underserved, marginalized, vulnerable, or impoverished communities.</content></paragraph>
<paragraph class="fontsize10" id="y89563593-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s3/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>The enabling environment for improved nutrition, including presence of national nutrition plans and demonstration of strong political commitment.</content></paragraph>
<paragraph class="fontsize10" id="y89563594-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s3/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>Any other criteria that the Administrator determines to be appropriate.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y89563595-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s3/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x89563596-e819-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Updates</inline>.—</heading><content>The Administrator shall update the selection of priority countries under subsection (a) not later than 5 years after the date of the enactment of this Act.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y89563597-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s3/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Sense of Congress</inline>.—</heading><content>It is the sense of Congress that the Administrator should continue to undertake nutrition interventions in countries not selected as priority countries, particularly <page identifier="/us/stat/136/2254">136 STAT. 2254</page>
in contexts in which opportunities are identified to advance multi-sectoral development programming and integrate efforts to prevent and treat global malnutrition with other priority areas and program objectives.</content></subsection>
</section>
<section id="d65951e296" identifier="/us/pl/117/214/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>NUTRITION LEADERSHIP COUNCIL.</heading><subsection class="firstIndent0 fontsize10" id="y8956aac8-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Establishment</inline>.—</heading><content>The Administrator is authorized to establish in the United States Agency for International Development the Nutrition Leadership Council (in this section referred to as the “Council”), which shall coordinate Agency efforts to prevent and treat malnutrition globally.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y8956aac9-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Duties</inline>.—</heading><chapeau>The duties of the Council shall include—</chapeau><paragraph class="fontsize10" id="y8956aaca-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s4/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>advancing United States Agency for International Development efforts to prevent and treat malnutrition globally;</content></paragraph>
<paragraph class="fontsize10" id="y8956aacb-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s4/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>ensuring nutrition interventions, particularly in priority countries, are carried out in close coordination with other relevant United States Government strategies and policies and provisions of law, including—</chapeau><subparagraph class="fontsize10" id="y8956aacc-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s4/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Global Food Security Act of 2016 (<ref href="/us/usc/t22/s9301/etseq">22 U.S.C. 9301 et seq.</ref>);</content></subparagraph>
<subparagraph class="fontsize10" id="y8956aacd-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s4/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Senator Paul Simon Water for the World Act of 2014 (<ref href="/us/usc/t22/s2151">22 U.S.C. 2151 note</ref>);</content></subparagraph>
<subparagraph class="fontsize10" id="y8956aace-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s4/b/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>the Global Child Thrive Act of 2020 (<ref href="/us/pl/116/283/dA/tXII/stI">subtitle I of title XII of division A of Public Law 116–283</ref>); and</content></subparagraph>
<subparagraph class="fontsize10" id="y8956aacf-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s4/b/2/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>the Global Fragility Act of 2019 (<ref href="/us/usc/t22/s9801/etseq">22 U.S.C. 9801 et seq.</ref>); and</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y8956aad0-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s4/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>ensuring nutrition interventions are coordinated with nutrition programs carried out by other relevant Federal departments and agencies.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y8956aad1-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s4/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Membership</inline>.—</heading><chapeau>The Council shall include representatives of the following bureaus and independent offices of the United States Agency for International Development:</chapeau><paragraph class="fontsize10" id="y8956aad2-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s4/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>The Bureau for Global Health.</content></paragraph>
<paragraph class="fontsize10" id="y8956aad3-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s4/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>The Bureau for Resilience and Food Security.</content></paragraph>
<paragraph class="fontsize10" id="y8956aad4-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s4/c/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>The Bureau for Humanitarian Assistance.</content></paragraph>
<paragraph class="fontsize10" id="y8956aad5-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s4/c/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>Any other relevant bureau or independent office that the Administrator determines to be appropriate.</content></paragraph>
</subsection>
</section>
<section id="d65951e399" identifier="/us/pl/117/214/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>IMPLEMENTATION PLAN.</heading><subsection class="firstIndent0 fontsize10" id="y8956f8f6-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x8956f8f7-e819-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>Not later than 260 days after the date of the enactment of this Act, the Administrator, in coordination with the heads of other relevant Federal departments and agencies, shall develop and submit to the appropriate congressional committees an implementation plan for programs to prevent and treat malnutrition globally described in section 2.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y8956f8f8-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Matters To Be Included</inline>.—</heading><chapeau>The implementation plan required by subsection (a) shall include the following:</chapeau><paragraph class="fontsize10" id="y8956f8f9-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s5/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>A description of specific and measurable goals, objectives, and performance metrics with respect to such programs, including clear benchmarks and intended timelines for achieving such goals and objectives.</content></paragraph>
<paragraph class="fontsize10" id="y8956f8fa-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s5/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>A description of monitoring and evaluation plans with respect to such programs, as appropriate.<page identifier="/us/stat/136/2255">136 STAT. 2255</page></content></paragraph>
<paragraph class="fontsize10" id="y8956f8fb-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s5/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>In priority countries, a description of efforts to ensure that nutrition is adequately addressed in the Country Development Cooperation Strategy to the extent practicable and identify opportunities to expand efforts to prevent and treat malnutrition, including through leveraging existing health and development programs and other ongoing activities.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y8956f8fc-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s5/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Consultation</inline>.—</heading><content>The implementation plan required by subsection (a) shall be developed in consultation with, as appropriate and to the extent possible, representatives of nongovernmental organizations, including faith-based organizations, civil society organizations, multilateral organizations and donors, relevant private, academic, and philanthropic entities, and the appropriate congressional committees.</content></subsection>

<section id="d65951e452" identifier="/us/pl/117/214/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><heading>REPORT.</heading><subsection class="firstIndent0 fontsize10" id="y89576e2d-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s6/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x89576e2e-e819-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Time period.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>Not later than one year after the date of the enactment of this Act, and annually thereafter for 5 years, the Administrator shall submit to the appropriate congressional committees a report that describes progress made towards preventing and treating malnutrition globally.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y89576e2f-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s6/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x89576e30-e819-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Summaries.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Matters To Be Included</inline>.—</heading><chapeau>The report required by subsection (a) shall include the following:</chapeau><paragraph class="fontsize10" id="y89576e31-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s6/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>A summary of progress made towards achieving the specific and measurable goals, objectives, and performance metrics towards ending global malnutrition.</content></paragraph>
<paragraph class="fontsize10" id="y89576e32-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s6/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>In priority countries—</chapeau><subparagraph class="fontsize10" id="y89576e33-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s6/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>a detailed summary of nutrition programs and activities in the previous fiscal year, including a breakdown of the countries to which nutrition resources have been allocated and an estimated number of people reached through nutrition interventions; and</content></subparagraph>
<subparagraph class="fontsize10" id="y89576e34-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s6/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>an description of the coordination of nutrition programs with other health and development programs and priorities.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y89576e35-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s6/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>A summary of efforts to expand research and innovation to development and scale up new tools to prevent and treat malnutrition globally.</content></paragraph>
<paragraph class="fontsize10" id="y89576e36-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s6/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x89576e37-e819-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Assessment.</p></sidenote><content>An assessment of the collaboration and coordination of nutrition efforts of the United States Agency for International Development with United Nations agencies, the World Bank, other donor governments, host country governments, civil society, and the private sector, as appropriate.</content></paragraph>
<paragraph class="fontsize10" id="y89576e38-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s6/b/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>A description of other donor country and host country financial commitments and efforts to prevent and treat malnutrition.</content></paragraph>
<paragraph class="fontsize10" id="y89576e39-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s6/b/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>An identification of constraints on implementation of programs and activities and lessons learned from programs and activities from the previous fiscal years.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y89576e3a-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s6/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Inclusion in Other Reports</inline>.—</heading><content>The Administrator may include the report required by subsection (a) as a component of other congressionally mandated reports provided to appropriate congressional committees, as appropriate.</content></subsection>

<section id="d65951e534" identifier="/us/pl/117/214/s7" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="7">SEC. 7. </num><heading>COMPLIANCE WITH THE FOREIGN AID TRANSPARENCY AND ACCOUNTABILITY ACT OF 2016.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x8957954b-e819-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Section 2(3) of the Foreign Aid Transparency and Accountability Act of 2016 (<ref href="/us/usc/t22/s2394c">22 U.S.C. 2394c note</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="y8957954c-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s7/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>in subparagraph (C), by <amendingAction type="delete">striking</amendingAction> “<quotedText>and</quotedText>” at the end;<page identifier="/us/stat/136/2256">136 STAT. 2256</page></content></paragraph>

<section id="d65951e586" identifier="/us/pl/117/214/s8" style="-uslm-lc:I658141"><num class="fontsize12" value="8">SEC. 8. </num><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x8957bb60-e819-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  In this Act:</chapeau><paragraph class="fontsize10" id="y8957bb61-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s8/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Administrator</inline>.—</heading><content>The term “<term>Administrator</term>” means the Administrator of the United States Agency for International Development.</content></paragraph>
<paragraph class="fontsize10" id="y8957bb62-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s8/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Appropriate congressional committees</inline>.—</heading><chapeau>The term “<term>appropriate congressional committees</term>” means—</chapeau><subparagraph class="fontsize10" id="y8957bb63-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s8/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives; and</content></subparagraph>
<subparagraph class="fontsize10" id="y8957bb64-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s8/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Committee on Foreign Relations and the Committee on Appropriations of the Senate.</content></subparagraph>

<paragraph class="fontsize10" id="y8957e275-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s8/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Nutrition leadership council</inline>.—</heading><content>The term “<term>Nutrition Leadership Council</term>” means Nutrition Leadership Council established by section 4.</content></paragraph>
<paragraph class="fontsize10" id="y8957e276-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/214/s8/4" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Priority country</inline>.—</heading><content>The term “<term>priority country</term>” means a foreign country selected under section 3 for purposes of targeting programs to prevent and treat malnutrition globally.</content></paragraph>

<section id="d65951e639" identifier="/us/pl/117/214/s9" style="-uslm-lc:I658141"><num class="fontsize12" value="9">SEC. 9. </num><heading>SUNSET.</heading><content style="-uslm-lc:I658120">  The requirements of this Act and the amendments made by this Act shall terminate on the date that is 7 years after the date of the enactment of this Act.</content></section>
