<section id="d66063e92" identifier="/us/pl/117/212/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Planning for Animal Wellness Act</shortTitle>” or the “<shortTitle role="act">PAW Act</shortTitle>”.</content></section>
<section id="d66063e105" identifier="/us/pl/117/212/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>WORKING GROUP GUIDELINES.</heading><subsection class="firstIndent0 fontsize10" id="y9847207d-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/212/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this section:</chapeau><paragraph class="fontsize10" id="y9847207e-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/212/s2/a/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Administrator</inline>.—</heading><content>The term “<term>Administrator</term>” means the Administrator of the Federal Emergency Management Agency.</content></paragraph>
<paragraph class="fontsize10" id="y9847207f-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/212/s2/a/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Working group</inline>.—</heading><content>The term “<term>working group</term>” means the advisory working group established under subsection (b).</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y98472080-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/212/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x98472081-e819-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote><inline class="smallCaps">Working Group</inline>.—</heading><content>Not later than 180 days after the date of enactment of this Act, the Administrator shall establish an advisory working group.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y98472082-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/212/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Membership</inline>.—</heading><chapeau>The working group shall consist of—</chapeau><paragraph class="fontsize10" id="y98472083-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/212/s2/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>not less than 2 representatives of State governments with experience in animal emergency management;</content></paragraph>
<paragraph class="fontsize10" id="y98472084-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/212/s2/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>not less than 2 representatives of local governments with experience in animal emergency management;</content></paragraph>
<paragraph class="fontsize10" id="y98472085-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/212/s2/c/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>not less than 2 representatives from academia;</content></paragraph>
<paragraph class="fontsize10" id="y98472086-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/212/s2/c/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>not less than 2 veterinary experts;</content></paragraph>
<paragraph class="fontsize10" id="y98472087-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/212/s2/c/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>not less than 2 representatives from nonprofit organizations working to address the needs of households pets and service animals in emergencies or disasters;</content></paragraph>
<paragraph class="fontsize10" id="y98472088-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/212/s2/c/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>representatives from the Federal Animal Emergency Management Working Group; and</content></paragraph>
<paragraph class="fontsize10" id="y98472089-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/212/s2/c/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>any other members determined necessary by the Administrator.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y9847208a-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/212/s2/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Duties</inline>.—</heading><chapeau>The working group shall—</chapeau><paragraph class="fontsize10" id="y9847208b-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/212/s2/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>encourage and foster collaborative efforts among individuals and entities working to address the needs of household pets, service and assistance animals, and captive animals, as appropriate, in emergency and disaster preparedness, response, and recovery; and</content></paragraph>
<paragraph class="fontsize10" id="y9847208c-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/212/s2/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>review best practices and Federal guidance, as of the date of enactment of this Act, on congregate and noncongregate sheltering and evacuation planning relating to the needs of household pets, service and assistance animals, and captive <page identifier="/us/stat/136/2250">136 STAT. 2250</page>
animals, as appropriate, in emergency and disaster preparedness, response, and recovery.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y9847208d-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/212/s2/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">No Compensation</inline>.—</heading><content>The members of the working group shall serve on the working group on a voluntary basis.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y9847208e-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/212/s2/f" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">(f) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x9847208f-e819-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote><inline class="smallCaps">Guidance Determination</inline>.—</heading><content>Not later than 1 year after the date of enactment of this Act, the working group shall determine whether the best practices and Federal guidance described in subsection (d)(2) are sufficient.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y984747a0-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/212/s2/g" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="g">(g) </num><heading class="fontsize10"><inline class="smallCaps">New Guidance</inline>.<sidenote><p class="leftAlign firstIndent0 fontsize8" id="x984747a1-e819-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="x984747a2-e819-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Consultation.</p><p class="leftAlign firstIndent0 fontsize8" id="x984747a3-e819-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Determination.</p><p class="leftAlign firstIndent0 fontsize8" id="x984747a4-e819-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Publication.</p></sidenote>—</heading><content>Not later than 540 days after the date of enactment of this Act, if the Administrator, in consultation with the working group, determines that the best practices and Federal guidance described in subsection (d)(2) are insufficient, the Administrator, in consultation with the working group, shall publish updated Federal guidance.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y984747a5-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/212/s2/h" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="h">(h) </num><heading class="fontsize10"><inline class="smallCaps">Sunset</inline>.—</heading><paragraph class="fontsize10" id="y984747a6-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/212/s2/h/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Subject to paragraph (2), the working group shall terminate on the date that is 4 years after the date of enactment of this Act.</content></paragraph>
<paragraph class="fontsize10" id="y984747a7-e819-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/212/s2/h/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x984747a8-e819-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Determination.</p></sidenote><inline class="smallCaps">Extension</inline>.—</heading><content>The Administrator may extend the date described in paragraph (1) if the Administrator determines an extension is appropriate.</content></paragraph>
