<section id="d118625e105" identifier="/us/pl/117/207/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Artificial Intelligence Training for the Acquisition Workforce Act</shortTitle>” or the “<shortTitle role="act">AI Training Act</shortTitle>”.</content></section>
<section id="d118625e118" identifier="/us/pl/117/207/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>ARTIFICIAL INTELLIGENCE TRAINING PROGRAMS.</heading><subsection class="firstIndent0 fontsize10" id="ybf7e0966-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this section:</chapeau><paragraph class="fontsize10" id="ybf7e0967-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/a/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">AI</inline>.—</heading><content>The term “<term>AI</term>” has the meaning given the term “<term>artificial intelligence</term>” in section 238(g) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (<ref href="/us/usc/t10/s2358">10 U.S.C. 2358 note</ref>).</content></paragraph>
<paragraph class="fontsize10" id="ybf7e0968-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/a/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">AI training program</inline>.—</heading><content>The term “<term>AI training program</term>” means the training program established under subsection (b)(1).</content></paragraph>
<paragraph class="fontsize10" id="ybf7e0969-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/a/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Covered workforce</inline>.—</heading><chapeau>The term “<term>covered workforce</term>” means—</chapeau><subparagraph class="fontsize10" id="ybf7e096a-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/a/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><chapeau>employees of an executive agency who are responsible for—</chapeau><clause class="fontsize10" id="ybf7e096b-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/a/3/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>program management;</content></clause>
<clause class="fontsize10" id="ybf7e096c-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/a/3/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>the planning, research, development, engineering, testing, and evaluation of systems, including quality control and assurance;</content></clause>
<clause class="fontsize10" id="ybf7e096d-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/a/3/A/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>procurement and contracting;</content></clause>
<clause class="fontsize10" id="ybf7e096e-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/a/3/A/iv" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">(iv) </num><content>logistics; or</content></clause>
<clause class="fontsize10" id="ybf7e096f-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/a/3/A/v" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="v">(v) </num><content>cost estimating; and</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="ybf7e0970-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/a/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>other personnel of an executive agency designated by the head of the executive agency to participate in the AI training program.</content></subparagraph>

<paragraph class="fontsize10" id="ybf7e0971-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/a/4" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Director</inline>.—</heading><content>The term “<term>Director</term>” means the Director of the Office of Management and Budget.</content></paragraph>
<paragraph class="fontsize10" id="ybf7e0972-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/a/5" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><heading class="fontsize10"><inline class="smallCaps">Executive agency</inline>.—</heading><chapeau>The term “<term>executive agency</term>”—</chapeau><subparagraph class="fontsize10" id="ybf7e0973-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/a/5/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>has the meaning given the term in <ref href="/us/usc/t41/s133">section 133 of title 41, United States Code</ref>; and</content></subparagraph>
<subparagraph class="fontsize10" id="ybf7e0974-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/a/5/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><chapeau>does not include—</chapeau><clause class="fontsize10" id="ybf7e0975-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/a/5/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>the Department of Defense or a component of the Department of Defense; or</content></clause>
<clause class="fontsize10" id="ybf7e0976-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/a/5/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>the National Nuclear Security Administration or a component of the National Nuclear Security Administration.</content></clause>

</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ybf7e0977-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Requirement</inline>.—</heading><page identifier="/us/stat/136/2239">136 STAT. 2239</page>
<paragraph class="fontsize10" id="ybf7e0978-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xbf7e0979-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="xbf7e097a-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Coordination.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Not later than 1 year after the date of enactment of this Act, and not less frequently than annually thereafter, the Director, in coordination with the Administrator of General Services and any other person determined relevant by the Director, shall develop and implement or otherwise provide an AI training program for the covered workforce.</content></paragraph>
<paragraph class="fontsize10" id="ybf7e097b-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Purpose</inline>.—</heading><content>The purpose of the AI training program shall be to ensure that the covered workforce has knowledge of the capabilities and risks associated with AI.</content></paragraph>
<paragraph class="fontsize10" id="ybf7e097c-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Topics</inline>.—</heading><chapeau>The AI training program shall include information relating to—</chapeau><subparagraph class="fontsize10" id="ybf7e097d-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/b/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the science underlying AI, including how AI works;</content></subparagraph>
<subparagraph class="fontsize10" id="ybf7e097e-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/b/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>introductory concepts relating to the technological features of artificial intelligence systems;</content></subparagraph>
<subparagraph class="fontsize10" id="ybf7e097f-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/b/3/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>the ways in which AI can benefit the Federal Government;</content></subparagraph>
<subparagraph class="fontsize10" id="ybf7e0980-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/b/3/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>the risks posed by AI, including discrimination and risks to privacy;</content></subparagraph>
<subparagraph class="fontsize10" id="ybf7e0981-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/b/3/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>ways to mitigate the risks described in subparagraph (D), including efforts to create and identify AI that is reliable, safe, and trustworthy; and</content></subparagraph>
<subparagraph class="fontsize10" id="ybf7e0982-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/b/3/F" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="F">(F) </num><content>future trends in AI, including trends for homeland and national security and innovation.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ybf7e3093-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xbf7e3094-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Time period.</p></sidenote><inline class="smallCaps">Updates</inline>.—</heading><chapeau>Not less frequently than once every 2 years, the Director shall update the AI training program to—</chapeau><subparagraph class="fontsize10" id="ybf7e3095-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/b/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>incorporate new information relating to AI; and</content></subparagraph>
<subparagraph class="fontsize10" id="ybf7e3096-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/b/4/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>ensure that the AI training program continues to satisfy the requirements under paragraph (3).</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ybf7e3097-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/b/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><heading class="fontsize10"><inline class="smallCaps">Format</inline>.—</heading><chapeau>The Director is encouraged to develop and implement or otherwise include under the AI training program interactive learning with—</chapeau><subparagraph class="fontsize10" id="ybf7e3098-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/b/5/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>technologists;</content></subparagraph>
<subparagraph class="fontsize10" id="ybf7e3099-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/b/5/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>scholars; and</content></subparagraph>
<subparagraph class="fontsize10" id="ybf7e309a-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/b/5/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>other experts from the private, public, and nonprofit sectors.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ybf7e309b-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/b/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><heading class="fontsize10"><inline class="smallCaps">Metrics</inline>.—</heading><chapeau>The Director shall ensure the existence of a means by which to—</chapeau><subparagraph class="fontsize10" id="ybf7e309c-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/b/6/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>understand and measure the participation of the covered workforce; and</content></subparagraph>
<subparagraph class="fontsize10" id="ybf7e309d-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/b/6/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>receive and consider feedback from participants in the AI training program to improve the AI training program.<page identifier="/us/stat/136/2240">136 STAT. 2240</page></content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ybf7e309e-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/207/s2/b/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><heading class="fontsize10"><inline class="smallCaps">Sunset</inline>.—</heading><content>Effective 10 years after the date of enactment of this Act, this section shall have no force or effect.</content></paragraph>
