<section id="d118868e88" identifier="/us/pl/117/203/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd7872519-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t49/s40101">49 USC 40101 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Advanced Air Mobility Coordination and Leadership Act</shortTitle>”</content></section>
<section id="d118868e103" identifier="/us/pl/117/203/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd7874c2a-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadlines.</p><p class="leftAlign firstIndent0 fontsize8" id="xd7874c2b-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t49/s40101">49 USC 40101 note</ref>.</p></sidenote><heading>ADVANCED AIR MOBILITY WORKING GROUP.</heading><subsection class="firstIndent0 fontsize10" id="yd78920ec-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd78920ed-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Establishment.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>Not later than 120 days after the date of enactment of this Act, the Secretary of Transportation shall establish an advanced air mobility interagency working group (in this section referred to as the “working group”).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yd78920ee-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Purpose</inline>.—</heading><chapeau>Advanced Air Mobility represents a key area of sustainable transportation and economic growth for the United States and it is imperative that the Federal Government foster leadership and interagency collaboration in the adoption and deployment of this technology. <sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd78947ff-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Plan.</p><p class="leftAlign firstIndent0 fontsize8" id="xd7894800-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Coordination.</p></sidenote>The purpose of the working group established under this section shall be to plan for and coordinate efforts related to safety, operations, infrastructure, physical security and cybersecurity, and Federal investment necessary for maturation of the AAM ecosystem in the United States, particularly passenger-carrying aircraft, in order to—</chapeau><paragraph class="fontsize10" id="yd7894801-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>grow new transportation options;</content></paragraph>
<paragraph class="fontsize10" id="yd7894802-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>amplify economic activity and jobs;</content></paragraph>
<paragraph class="fontsize10" id="yd7894803-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>advance environmental sustainability and new technologies; and</content></paragraph>
<paragraph class="fontsize10" id="yd7894804-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>support emergency preparedness and competitiveness.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yd7894805-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd7894806-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Designations.</p></sidenote><inline class="smallCaps">Membership</inline>.—</heading><chapeau>Not later than 60 days after the establishment of the working group under subsection (a), the Secretary of Transportation shall—</chapeau><paragraph class="fontsize10" id="yd7894807-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd7894808-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Appointment.</p></sidenote>appoint the Under Secretary of Transportation for Policy to chair the working group;</content></paragraph>
<paragraph class="fontsize10" id="yd7894809-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>designate not less than 1 additional representative to participate on the working group from each of—</chapeau><subparagraph class="fontsize10" id="yd789480a-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/c/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Department of Transportation; and</content></subparagraph>
<subparagraph class="fontsize10" id="yd789480b-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/c/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Federal Aviation Administration; and</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yd789480c-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/c/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><chapeau>invite the heads of each of the following departments or agencies to designate not less than 1 representative to participate on the working group, including—</chapeau><subparagraph class="fontsize10" id="yd789480d-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/c/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the National Aeronautics and Space Administration;</content></subparagraph>
<subparagraph class="fontsize10" id="yd789480e-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/c/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Department of Commerce;<page identifier="/us/stat/136/2228">136 STAT. 2228</page></content></subparagraph>
<subparagraph class="fontsize10" id="yd789480f-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/c/3/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>the Department of Defense;</content></subparagraph>
<subparagraph class="fontsize10" id="yd7894810-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/c/3/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>the Department of Energy;</content></subparagraph>
<subparagraph class="fontsize10" id="yd7894811-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/c/3/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>the Department of Homeland Security;</content></subparagraph>
<subparagraph class="fontsize10" id="yd7894812-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/c/3/F" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="F">(F) </num><content>the Department of Agriculture;</content></subparagraph>
<subparagraph class="fontsize10" id="yd7894813-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/c/3/G" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="G">(G) </num><content>the Department of Labor;</content></subparagraph>
<subparagraph class="fontsize10" id="yd7894814-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/c/3/H" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="H">(H) </num><content>the Federal Communications Commission; and</content></subparagraph>
<subparagraph class="fontsize10" id="yd7894815-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/c/3/I" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>such other departments or agencies as the Secretary of Transportation determines appropriate.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yd7894816-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Coordination</inline>.—</heading><paragraph class="fontsize10" id="yd7894817-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd7894818-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Determination.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>The working group shall engage with State, local, and Tribal governments, aviation industry and labor stakeholders, stakeholder associations, and others determined appropriate by the Secretary of Transportation and the Administrator of the Federal Aviation Administration, including—</chapeau><subparagraph class="fontsize10" id="yd7894819-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/d/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>manufacturers of aircraft, avionics, propulsion systems, structures, and air traffic management systems;</content></subparagraph>
<subparagraph class="fontsize10" id="yd789481a-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/d/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>commercial air carriers, commercial operators, unmanned aircraft system operators, and general aviation operators, including helicopter operators;</content></subparagraph>
<subparagraph class="fontsize10" id="yd789481b-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/d/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>intended operators of AAM aircraft;</content></subparagraph>
<subparagraph class="fontsize10" id="yd789481c-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/d/1/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>airports, heliports, fixed-base operators;</content></subparagraph>
<subparagraph class="fontsize10" id="yd789481d-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/d/1/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>certified labor representatives for pilots associations, air traffic control specialists employed by the Federal Aviation Administration, aircraft mechanics, and aviation safety inspectors;</content></subparagraph>
<subparagraph class="fontsize10" id="yd789481e-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/d/1/F" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="F">(F) </num><content>State, local, and Tribal officials or public agencies, with representation from both urban and rural areas;</content></subparagraph>
<subparagraph class="fontsize10" id="yd789481f-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/d/1/G" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="G">(G) </num><content>first responders;</content></subparagraph>
<subparagraph class="fontsize10" id="yd7894820-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/d/1/H" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="H">(H) </num><content>groups representing environmental interests;</content></subparagraph>
<subparagraph class="fontsize10" id="yd7894821-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/d/1/I" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>electric utilities, energy providers and energy market operators;</content></subparagraph>
<subparagraph class="fontsize10" id="yd7894822-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/d/1/J" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="J">(J) </num><content>academia with experience working with industry on new technology and commercialization;</content></subparagraph>
<subparagraph class="fontsize10" id="yd7894823-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/d/1/K" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="K">(K) </num><content>groups representing the telecommunications industry; and</content></subparagraph>
<subparagraph class="fontsize10" id="yd7894824-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/d/1/L" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="L">(L) </num><content>aviation training and maintenance providers.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yd7894825-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Advisory committees</inline>.—</heading><content>The Secretary of Transportation and Administrator of the Federal Aviation Administration may use such Federal advisory committees as may be appropriate to coordinate with the entities listed in paragraph (1).</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yd7894826-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Review and Examination</inline>.—</heading><chapeau>Not later than 1 year after the working group is established under subsection (a), the working group shall complete a review and examination of, at a minimum—</chapeau><paragraph class="fontsize10" id="yd7894827-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/e/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the steps that will mature AAM aircraft operations, concepts, and regulatory frameworks beyond initial operations;</content></paragraph>
<paragraph class="fontsize10" id="yd7894828-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/e/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the air traffic management and safety concepts that might be considered as part of evolving AAM to higher levels of traffic density;</content></paragraph>
<paragraph class="fontsize10" id="yd7894829-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/e/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>current Federal programs and policies that could be leveraged to advance the maturation of the AAM industry;</content></paragraph>
<paragraph class="fontsize10" id="yd789482a-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/e/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>infrastructure, including aviation, cybersecurity, telecommunication, multimodal, and utility infrastructure, necessary to accommodate and support expanded operations of AAM after initial implementation;<page identifier="/us/stat/136/2229">136 STAT. 2229</page></content></paragraph>
<paragraph class="fontsize10" id="yd789482b-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/e/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>steps needed to ensure a robust and secure domestic supply chain;</content></paragraph>
<paragraph class="fontsize10" id="yd789482c-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/e/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>anticipated benefits associated with AAM aircraft operations, including economic, environmental, emergency and natural disaster response, and transportation benefits;</content></paragraph>
<paragraph class="fontsize10" id="yd789482d-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/e/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>the interests, roles, and responsibilities of Federal, State, local, and Tribal governments affected by AAM aircraft operations; and</content></paragraph>
<paragraph class="fontsize10" id="yd789482e-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/e/8" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><content>other factors that may limit the full potential of the AAM industry, including community acceptance or restrictions of such operations.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yd789482f-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/f" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">(f) </num><heading class="fontsize10"><inline class="smallCaps">AAM National Strategy</inline>.—</heading><chapeau>Based on the review and examination performed under subsection (e), the working group shall develop an AAM National Strategy that includes—</chapeau><paragraph class="fontsize10" id="yd7894830-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/f/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd7894831-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="xd7894832-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">tions.</p></sidenote><content>recommendations regarding the safety, operations, security, infrastructure, air traffic concepts, and other Federal investment or actions necessary to support the evolution of early AAM to higher levels of activity and societal benefit; and</content></paragraph>
<paragraph class="fontsize10" id="yd7894833-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/f/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd7894834-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Plan.</p></sidenote>a comprehensive plan detailing the roles and responsibilities of each Federal department and agency, and of State, local, and Tribal governments, necessary to facilitate or implement the recommendations developed under paragraph (1).</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yd7894835-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/g" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="g">(g) </num><heading class="fontsize10"><inline class="smallCaps">Report</inline>.—</heading><chapeau>Not later than 180 days after the completion of the review and examination performed under subsection (e), the working group shall submit to the appropriate committees of Congress a report—</chapeau><paragraph class="fontsize10" id="yd7894836-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/g/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>detailing findings from the review and examination performed under subsection (e); and</content></paragraph>
<paragraph class="fontsize10" id="yd7894837-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/g/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>providing the AAM National Strategy, including the plan and associated recommendations developed under subsection (f).</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yd7894838-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/h" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="h">(h) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd7894839-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Notification.</p></sidenote><inline class="smallCaps">Evaluation of Termination of Working Group</inline>.—</heading><content>Not later than 30 days after the date on which the working group submits the report required under subsection (g), the Secretary of Transportation shall evaluate and decide whether to terminate the working group and shall notify the appropriate committees of Congress of such decision.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yd789483a-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/i" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>For purposes of this section and section 3:</chapeau><paragraph class="fontsize10" id="yd789483b-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/i/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Advanced air mobility; aam</inline>.—</heading><content>The terms “advanced air mobility” and “AAM” mean a transportation system that transports people and property by air between two points in the United States using aircraft with advanced technologies, including electric aircraft or electric vertical take-off and landing aircraft, in both controlled and uncontrolled airspace.</content></paragraph>
<paragraph class="fontsize10" id="yd789483c-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/i/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Appropriate committees of congress</inline>.—</heading><chapeau>The term “<term>appropriate committees of Congress</term>” means—</chapeau><subparagraph class="fontsize10" id="yd789483d-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/i/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Committee on Commerce, Science, and Transportation of the Senate; and</content></subparagraph>
<subparagraph class="fontsize10" id="yd789483e-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/i/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Committee on Transportation and Infrastructure of the House of Representatives.</content></subparagraph>

<paragraph class="fontsize10" id="yd789483f-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/i/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Electric aircraft</inline>.—</heading><content>The term “<term>electric aircraft</term>” means an aircraft with a fully electric or hybrid (fuel and electric) driven propulsion system used for flight.</content></paragraph>
<paragraph class="fontsize10" id="yd7894840-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/i/4" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Fixed-base operator</inline>.—</heading><content>The term “<term>fixed-base operator</term>” means a business granted the right by an airport sponsor or heliport sponsor to operate on an airport or heliport and <page identifier="/us/stat/136/2230">136 STAT. 2230</page>
provide aeronautical services, including fueling and charging, aircraft hangaring, tiedown and parking, aircraft rental, aircraft maintenance, and flight instruction.</content></paragraph>
<paragraph class="fontsize10" id="yd7894841-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/i/5" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><heading class="fontsize10"><inline class="smallCaps">State</inline>.—</heading><content>The term “<term>State</term>” has the meaning given such term in <ref href="/us/usc/t49/s47102">section 47102 of title 49, United States Code</ref>.</content></paragraph>
<paragraph class="fontsize10" id="yd7894842-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s2/i/6" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><heading class="fontsize10"><inline class="smallCaps">Vertical take-off and landing</inline>.—</heading><content>The term “<term>vertical take-off and landing</term>” means an aircraft with lift/thrust units used to generate powered lift and control and with two or more lift/thrust units used to provide lift during vertical take-off or landing.</content></paragraph>

<section id="d118868e539" identifier="/us/pl/117/203/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>GAO STUDY AND REPORT.</heading><subsection class="firstIndent0 fontsize10" id="yd7899663-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>Not later than 180 days after the date of enactment of this Act, the Comptroller General of the United States shall—</chapeau><paragraph class="fontsize10" id="yd7899664-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s3/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>conduct a study on the interests, roles, and responsibilities of Federal, State, local, and Tribal governments affected by AAM aircraft and operations; and</content></paragraph>
<paragraph class="fontsize10" id="yd7899665-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s3/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>submit to the appropriate committees of Congress a report on the study, including the Comptroller General’s findings and conclusions.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yd7899666-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd7899667-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Review.</p></sidenote><inline class="smallCaps">Requirements</inline>.—</heading><chapeau>In conducting the study required under subsection (a), the Comptroller General shall review the following:</chapeau><paragraph class="fontsize10" id="yd7899668-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s3/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>The state of the law as of the enactment of this Act with respect to Federal authority over operations of AAM aircraft systems in the national airspace system.</content></paragraph>
<paragraph class="fontsize10" id="yd7899669-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s3/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>The state of the law as of the enactment of this Act with respect to State, local, and Tribal authority over operations of AAM aircraft in the national airspace system.</content></paragraph>
<paragraph class="fontsize10" id="yd789966a-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s3/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>Potential gaps between authorities under paragraphs (1) and (2).</content></paragraph>
<paragraph class="fontsize10" id="yd789966b-e819-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/203/s3/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>Proposals to facilitate the safe and financially viable growth and development of the AAM industry and integration of AAM aircraft into the national airspace system.</content></paragraph>
