<section id="d118971e88" identifier="/us/pl/117/201/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe6eb9372-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t17/s101">17 USC 101 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Artistic Recognition for Talented Students Act</shortTitle>” or the “<shortTitle role="act">ARTS Act</shortTitle>”.</content></section>
<section id="d118971e106" identifier="/us/pl/117/201/s2" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>WAIVER OF FEES FOR WINNERS OF CERTAIN COMPETITIONS.</heading><content class="firstIndent0 fontsize10" id="xe6ebba83-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  <ref href="/us/usc/t17/s708">Section 708 of title 17, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><subsection class="firstIndent0 fontsize10" id="ye6ebe194-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">“(e)</num><paragraph class="inline" id="ye6ebe195-e819-11f0-bc57-ad3ac4b1618c" role="definitions"><num value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe6ebe196-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Definition.</p></sidenote><chapeau>In this subsection, the term ‘<term>covered competition</term>’ means—</chapeau><subparagraph class="fontsize10" id="ye6ebe197-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>an art competition sponsored by the Congressional Institute that is open only to high school students; or</content></subparagraph>
<subparagraph class="fontsize10" id="ye6ebe198-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>the competition established under section 3 of House Resolution 77, 113th Congress, agreed to February 26, 2013.</content></subparagraph>

<paragraph class="indentUp0 firstIndent0 fontsize10" id="ye6ebe199-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><chapeau>With respect to a work that wins a covered competition, the Register of Copyrights—</chapeau><subparagraph class="fontsize10" id="ye6ebe19a-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe6ebe19b-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote><content>shall waive the requirement under subsection (a)(1) with respect to an application for registration of a copyright claim for that work if that application is submitted to the Copyright Office not later than the last day of the calendar year following the year in which the work claimed by the application wins the covered competition (referred to in this paragraph as the ‘covered year’); and</content></subparagraph>
<subparagraph class="fontsize10" id="ye6ebe19c-e819-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>may waive a fee described in subparagraph (A) for an application submitted after the end of the covered year if the fee would have been waived under that subparagraph <page identifier="/us/stat/136/223">136 STAT. 223</page>
had the application been submitted before the last day of the covered year.”</content></subparagraph>
