<section id="d70668e89" identifier="/us/pl/117/189/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x5033f03d-e81a-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s5121">42 USC 5121 note</ref>.<?q03?></p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Small Project Efficient and Effective Disaster Recovery Act</shortTitle>” or the “<shortTitle role="act">SPEED Recovery Act</shortTitle>”.<?q02?></content></section>
<section id="d70668e109" identifier="/us/pl/117/189/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>SIMPLIFIED PROCEDURE.<?q03?></heading><subsection class="firstIndent0 fontsize10" id="y50343e5e-e81a-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/189/s2/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>Section 422 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<ref href="/us/usc/t42/s5189">42 U.S.C. 5189</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="y50343e5f-e81a-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/189/s2/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>in subsection (a) by <amendingAction type="delete">striking</amendingAction> “<quotedText>$35,000</quotedText>” each place it appears and <amendingAction type="insert">inserting</amendingAction> “<quotedText>$1,000,000</quotedText>”; and</content></paragraph>
<paragraph class="fontsize10" id="y50343e60-e81a-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/189/s2/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>in subsection (b)(3)—</chapeau><subparagraph class="fontsize10" id="y50343e61-e81a-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/189/s2/a/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>in the heading by <amendingAction type="insert">inserting</amendingAction> “<quotedText><headingText class="smallCaps">and Report</headingText></quotedText>” after “<quotedText><headingText class="smallCaps">Review</headingText></quotedText>”; and</content></subparagraph>
<subparagraph class="fontsize10" id="y50343e62-e81a-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/189/s2/a/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x50343e63-e81a-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Reports.</p><p class="leftAlign firstIndent0 fontsize8" id="x50343e64-e81a-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="x50343e65-e81a-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">tions.</p></sidenote><content>by <amendingAction type="insert">inserting</amendingAction> “<quotedText>and submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate a report regarding such review, including any recommendations developed pursuant to such review</quotedText>” after “<quotedText>under this section</quotedText>”.</content></subparagraph>

<subsection class="firstIndent0 fontsize10" id="y50343e66-e81a-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/189/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x50343e67-e81a-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s5189">42 USC 5189 note</ref>.<?q02?></p></sidenote><heading class="fontsize10"><inline class="smallCaps">Applicability</inline>.—</heading><content>The amendments made by subsection (a) shall apply with respect to any amounts appropriated after the date of enactment of this Act.</content></subsection>

<section id="d70668e195" identifier="/us/pl/117/189/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x50343e68-e81a-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Reports.<?q03?></p></sidenote><heading>AUDIT AND REVIEW.</heading><content style="-uslm-lc:I658120">  Not later than 3 years after the date of enactment of this Act, the Inspector General of the Department of Homeland Security shall conduct an audit, and submit to Congress a report, on whether there has been waste and abuse as a result of the amendment made under section 2(a)(1).<?q04?></content></section>
