<section id="d70850e94" identifier="/us/pl/117/185/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Russia and Belarus SDR Exchange Prohibition Act of 2022</shortTitle>”.</content></section>
<section id="d70850e104" identifier="/us/pl/117/185/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>SPECIAL DRAWING RIGHTS EXCHANGE PROHIBITION.</heading><subsection class="firstIndent0 fontsize10" id="y9cc00901-e81a-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/185/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>The Secretary of the Treasury may not engage in any transaction involving the exchange of Special Drawing Rights issued by the International Monetary Fund that are held by the Russian Federation or Belarus.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y9cc00902-e81a-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/185/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Advocacy</inline>.—</heading><chapeau>The Secretary of the Treasury shall—</chapeau><paragraph class="fontsize10" id="y9cc00903-e81a-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/185/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>vigorously advocate that the governments of the member countries of the International Monetary Fund, to the extent that the member countries issue freely usable currencies, prohibit transactions involving the exchange of Special Drawing Rights held by the Russian Federation or Belarus and</content></paragraph>
<paragraph class="fontsize10" id="y9cc00904-e81a-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/185/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>direct the United States Executive Director at each international financial institution (as defined in section 1701(c)(2) of the International Financial Institutions Act) to use the voice and vote of the United States to oppose the provision of financial assistance to the Russian Federation and Belarus, except to address basic human needs of the civilian population.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y9cc00905-e81a-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/185/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Termination</inline>.—</heading><chapeau>The preceding provisions of this section shall have no force or effect on the earlier of—</chapeau><paragraph class="fontsize10" id="y9cc00906-e81a-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/185/s2/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the date that is 5 years after the date of the enactment of this Act; or</content></paragraph>
<paragraph class="fontsize10" id="y9cc00907-e81a-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/185/s2/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x9cc00908-e81a-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">President.</p><p class="leftAlign firstIndent0 fontsize8" id="x9cc00909-e81a-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Reports.</p></sidenote><content>30 days after the date that the President reports to the Congress that the governments of the Russian Federation and Belarus have ceased destabilizing activities with respect to the sovereignty and territorial integrity of Ukraine.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y9cc0090a-e81a-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/185/s2/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x9cc0090b-e81a-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">President.</p><p class="leftAlign firstIndent0 fontsize8" id="x9cc0090c-e81a-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Reports.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Waiver</inline>.—</heading><content>The President may waive the application of this section if the President reports to the Congress that the waiver <page identifier="/us/stat/136/2198">136 STAT. 2198</page>
is in the national interest of the United States and includes an explanation of the reasons therefor.</content></subsection>
