<enactingFormula style="-uslm-lc:I658120"><i>  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</i></enactingFormula><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xaf260c9a-e81c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Homeland Security for Children Act.</p></sidenote>
<section id="d125614e88" identifier="/us/pl/117/130/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xaf260c9b-e81c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t6/s101">6 USC 101 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Homeland Security for Children Act</shortTitle>”.</content></section>
<section id="d125614e103" identifier="/us/pl/117/130/s2" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>RESPONSIBILITIES OF SECRETARY OF HOMELAND SECURITY.</heading><content class="firstIndent0 fontsize10" id="xaf260c9c-e81c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Section 102 of the Homeland Security Act of 2002 (<ref href="/us/usc/t6/s112">6 U.S.C. 112</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end of the following new subsection:<quotedContent><subsection class="firstIndent0 fontsize10" id="yaf2633ad-e81c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="h">“(h) </num><heading class="fontsize10"><inline class="smallCaps">Planning Requirements</inline>.—</heading><content>The Secretary shall ensure the head of each office and component of the Department takes into account the needs of children, including children within under-served communities, in mission planning and mission execution. In furtherance of this subsection, the Secretary shall require each such head to seek, to the extent practicable, advice and feedback from organizations representing the needs of children. The Federal Advisory Committee Act (<ref href="/us/usc/t5/app">5 U.S.C. App.</ref>) shall not apply whenever such advice or feedback is sought in accordance with this subsection.”</content></subsection>

<section id="d125614e135" identifier="/us/pl/117/130/s3" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>TECHNICAL EXPERT AUTHORIZED.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xaf265abe-e81c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Paragraph (2) of section 503(b) of the Homeland Security Act (<ref href="/us/usc/t6/s313/b">6 U.S.C. 313(b)</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="yaf265abf-e81c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/130/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>in subparagraph (G), by <amendingAction type="delete">striking</amendingAction> “<quotedText>and</quotedText>” at the end;</content></paragraph>
<paragraph class="fontsize10" id="yaf265ac0-e81c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/130/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>in subparagraph (H), by <amendingAction type="delete">striking</amendingAction> the period at the end and <amendingAction type="insert">inserting</amendingAction> “<quotedText>; and</quotedText>”; and</content></paragraph>
<paragraph class="fontsize10" id="yaf265ac1-e81c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/130/s3/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>by <amendingAction type="add">adding</amendingAction> at the end the following new subparagraph:<quotedContent><subparagraph class="fontsize10" id="yaf265ac2-e81c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">“(I) </num><content>identify, integrate, and implement the needs of children, including children within under-served communities, into activities to prepare for, protect against, respond to, recover from, and mitigate against the risk of natural disasters, acts of terrorism, and other disasters, including catastrophic incidents, including by appointing a technical expert, who may consult with relevant outside organizations and experts, as necessary, to coordinate such integration, as necessary.”</content></subparagraph>

<section id="d125614e186" identifier="/us/pl/117/130/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>REPORT.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xaf2681d3-e81c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Not<sidenote><p class="leftAlign firstIndent0 fontsize8" id="xaf2681d4-e81c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Time period.</p><p class="leftAlign firstIndent0 fontsize8" id="xaf2681d5-e81c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Reviews.</p></sidenote> later than one year after the date of the enactment of this Act and annually thereafter for five years, the Secretary of Homeland Security shall submit to the Committee on Homeland <page identifier="/us/stat/136/1230">136 STAT. 1230</page>
Security and the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate a report describing the efforts the Department has undertaken to review and incorporate feedback from organizations representing the needs of children, including children within under-served communities, into Department policy in accordance with subsection (h) of section 102 of the Homeland Security Act of 2002 (as amended by section 2 of this Act), including information on the following:</chapeau><paragraph class="fontsize10" id="yaf2681d6-e81c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/130/s4/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>The designation of any individual responsible for carrying out such subsection (h).</content></paragraph>
<paragraph class="fontsize10" id="yaf2681d7-e81c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/130/s4/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>Any review, formal or informal, of Department policies, programs, or activities to assess the suitability of such policies, programs, or activities for children and where feedback from organizations representing the needs of children should be reviewed and incorporated.</content></paragraph>
<paragraph class="fontsize10" id="yaf2681d8-e81c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/130/s4/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>Any review, change, modification, or promulgation of Department policies, programs, or activities to ensure that such policies, programs, or activities are appropriate for children.</content></paragraph>
<paragraph class="fontsize10" id="yaf2681d9-e81c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/130/s4/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xaf2681da-e81c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"> Coordination.</p></sidenote><content>Coordination with organizations or experts outside the Department pursuant to such subsection (h) conducted to inform any such review, change, modification, or promulgation of such policies, programs, or activities.</content></paragraph>
