<section id="d82486e90" identifier="/us/pl/117/125/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe2787a2b-e81c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t5/app101">5 USC app. 101</ref> note.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Courthouse Ethics and Transparency Act</shortTitle>”.</content></section>
<section id="d82486e105" identifier="/us/pl/117/125/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>PERIODIC TRANSACTION REPORTS AND ONLINE PUBLICATION OF FINANCIAL DISCLOSURE REPORTS OF FEDERAL JUDGES.</heading><subsection class="firstIndent0 fontsize10" id="ye2793d7c-e81c-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/125/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Periodic Transaction Reporting Requirement for Federal Judges</inline>.—</heading><paragraph class="fontsize10" id="ye2793d7d-e81c-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/125/s2/a/1" role="instruction" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Section 103(l) of the Ethics in Government Act of 1978 (<ref href="/us/usc/t5/app">5 U.S.C. App.</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><paragraph class="indentUp0 fontsize10" id="ye2793d7e-e81c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="11">“(11) </num><content>Each judicial officer.</content></paragraph>
<paragraph class="indentUp0 fontsize10" id="ye2793d7f-e81c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="12">“(12) </num><content>Each bankruptcy judge appointed under <ref href="/us/usc/t28/s152">section 152 of title 28, United States Code</ref>.</content></paragraph>
<paragraph class="indentUp0 fontsize10" id="ye2793d80-e81c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="13">“(13) </num><content>Each United States magistrate judge appointed under <ref href="/us/usc/t28/s631">section 631 of title 28, United States Code</ref>.”</content></paragraph>

<paragraph class="fontsize10" id="ye2793d81-e81c-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/125/s2/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe2793d82-e81c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Applicability.</p><p class="leftAlign firstIndent0 fontsize8" id="xe2793d83-e81c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="xe2793d84-e81c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t5/app103">5 USC app. 103</ref> note.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Effective date</inline>.—</heading><content>The amendment made by paragraph (1) shall apply to applicable transactions occurring on or after the date that is 90 days after the date of enactment of this Act.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ye2793d85-e81c-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/125/s2/b" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Online Publication of Financial Disclosure Reports of Federal Judges</inline>.—</heading><chapeau>Section 105 of the Ethics in Government Act of 1978 (<ref href="/us/usc/t5/app">5 U.S.C. App.</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="ye2793d86-e81c-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/125/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>by <amendingAction type="redesignate">redesignating</amendingAction> subsections (c) and (d) as subsections (d) and (e), respectively; and</content></paragraph>
<paragraph class="fontsize10" id="ye2796497-e81c-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/125/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>by <amendingAction type="insert">inserting</amendingAction> after subsection (b) the following:<quotedContent><subsection class="indentDown1 firstIndent0 fontsize10" id="ye2798ba8-e81c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">“(c) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe2798ba9-e81c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadlines.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Online Publication of Financial Disclosure Reports of Federal Judges</inline>.—</heading><paragraph class="fontsize10" id="ye2798baa-e81c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">Establishment of database</inline>.<sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe2798bab-e81c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Website.</p></sidenote>—</heading><content>Subject to paragraph (4), not later than 180 days after the date of enactment of the Courthouse Ethics and Transparency Act, the Administrative Office of the United States Courts shall establish a searchable internet database to enable public access to any report required to be filed under this title by a judicial officer, bankruptcy judge, or magistrate judge.</content></paragraph>
<paragraph class="fontsize10" id="ye2798bac-e81c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Availability</inline>.—</heading><content>Not later than 90 days after the date on which a report is required to be filed under this title by a judicial officer, bankruptcy judge, or magistrate judge, the <page identifier="/us/stat/136/1206">136 STAT. 1206</page>
Administrative Office of the United States Courts shall make the report available on the database established under paragraph (1) in a full-text searchable, sortable, and downloadable format for access by the public.</content></paragraph>
<paragraph class="fontsize10" id="ye2798bad-e81c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><heading class="fontsize10"><inline class="smallCaps">Redaction</inline>.<sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe2798bae-e81c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Web posting.</p></sidenote>—</heading><content>Any report made available on the database established under paragraph (1) shall not contain any information that is redacted in accordance with subsection (b)(3).</content></paragraph>
<paragraph class="fontsize10" id="ye2798baf-e81c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><heading class="fontsize10"><inline class="smallCaps">Additional time</inline>.—</heading><subparagraph class="fontsize10" id="ye2798bb0-e81c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Subject to subparagraph (B), the requirements of this subsection may be implemented after the date described in paragraph (1) if the Administrative Office of the United States Courts identifies in writing to the relevant committees of Congress the additional time needed for that implementation.</content></subparagraph>
<subparagraph class="fontsize10" id="ye2798bb1-e81c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><heading class="fontsize10"><inline class="smallCaps">Publication requirement</inline>.—</heading><content>The Administrative Office of the United States Courts shall continue to make the reports described in paragraph (1) available to the public during the period in which the Administrative Office of the United States Courts establishes the database under this subsection.”</content></subparagraph>

<subsection class="firstIndent0 fontsize10" id="ye2798bb2-e81c-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/125/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Technical and Conforming Amendments</inline>.—</heading><paragraph class="fontsize10" id="ye2798bb3-e81c-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/125/s2/c/1" role="instruction" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>Section 103(l) of the Ethics in Government Act of 1978 (<ref href="/us/usc/t5/app">5 U.S.C. App.</ref>) (as amended by subsection (a)(1)) <amendingAction type="amend">is amended</amendingAction>—</chapeau><subparagraph class="fontsize10" id="ye2798bb4-e81c-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/125/s2/c/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>in paragraph (9), by <amendingAction type="delete">striking</amendingAction> “<quotedText>, as defined under section 109(12)</quotedText>”; and</content></subparagraph>
<subparagraph class="fontsize10" id="ye2798bb5-e81c-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/125/s2/c/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>in paragraph (10), by <amendingAction type="delete">striking</amendingAction> “<quotedText>, as defined under section 109(13)</quotedText>”.</content></subparagraph>

<paragraph class="fontsize10" id="ye2798bb6-e81c-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/125/s2/c/2" role="instruction" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>Section 105 of the Ethics in Government Act of 1978 (<ref href="/us/usc/t5/app">5 U.S.C. App.</ref>) (as amended by subsection (b)) <amendingAction type="amend">is amended</amendingAction>—</chapeau><subparagraph class="fontsize10" id="ye2798bb7-e81c-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/125/s2/c/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>in subsection (a)(1), by <amendingAction type="delete">striking</amendingAction> “<quotedText>be revealing</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>by revealing</quotedText>”; and</content></subparagraph>
