<enactingFormula style="-uslm-lc:I658120"><i>  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</i></enactingFormula><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x4ab3ac6a-e81d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Shadow Wolves Enhancement Act.</p></sidenote>
<section id="d126612e88" identifier="/us/pl/117/113/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Shadow Wolves Enhancement Act</shortTitle>”.</content></section>
<section id="d126612e98" identifier="/us/pl/117/113/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>RECLASSIFICATION OF SHADOW WOLVES AS GS–1811 SPECIAL AGENTS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x4ab3fa8b-e81d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  The Director of U.S. Immigration and Customs Enforcement is authorized—</chapeau><paragraph class="fontsize10" id="y4ab3fa8c-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/113/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>to reclassify the GS–1801 tactical enforcement officers (commonly known as “Shadow Wolves”) assigned to the Homeland Security Investigations tactical patrol unit operating on the lands of the Tohono O’odham Nation, as of the date of the enactment of this Act, as GS–1811 special agents, upon the successful completion of—</chapeau><subparagraph class="fontsize10" id="y4ab3fa8d-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/113/s2/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Federal Law Enforcement Training Center’s Criminal Investigator Training Program; and</content></subparagraph>
<subparagraph class="fontsize10" id="y4ab3fa8e-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/113/s2/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B)</num><clause class="inline" id="y4ab3fa8f-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/113/s2/1/B/i"><num value="i">(i) </num><content>Customs Basic Enforcement School, if the officer was hired before March 2003; or</content></clause>
<clause class="indentUp0 fontsize10" id="y4ab3fa90-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/113/s2/1/B/ii" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>U.S. Immigration and Customs Enforcement Homeland Security Investigations Special Agent Training, if the officer was hired during or after March 2003;</content></clause>
</subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y4ab3fa91-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/113/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>to classify any Shadow Wolves who are assigned to the unit referred to in paragraph (1) after such date of enactment as GS–1811 special agents upon the successful completion of the training described in paragraph (1); and</content></paragraph>
<paragraph class="fontsize10" id="y4ab3fa92-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/113/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>to classify as GS–1811 special agents upon the successful completion of the training described in paragraph (1) any Shadow Wolves who are hired as part of a comparable unit (regardless of location) established after such date of enactment with the approval and consent of the appropriate Indian tribe.</content></paragraph>

<section id="d126612e139" identifier="/us/pl/117/113/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>EXPANSION OF SHADOW WOLVES PROGRAM.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x4ab421a3-e81d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Not later than 90 days<sidenote><p class="leftAlign firstIndent0 fontsize8" id="x4ab421a4-e81d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="x4ab421a5-e81d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Strategy.</p></sidenote> after the date of the enactment of this Act, the Secretary of Homeland Security shall submit to the Comptroller General of the United States, the Committee on Homeland Security and Governmental Affairs of the Senate, and the <page identifier="/us/stat/136/1174">136 STAT. 1174</page>
Committee on Homeland Security of the House of Representatives a strategy for—</chapeau><paragraph class="fontsize10" id="y4ab421a6-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/113/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>retaining existing Shadow Wolves;</content></paragraph>
<paragraph class="fontsize10" id="y4ab421a7-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/113/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>recruiting new Shadow Wolves; and</content></paragraph>
<paragraph class="fontsize10" id="y4ab421a8-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/113/s3/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>expanding comparable units referred to in section 2(3) to appropriate areas near the international border between the United States and Canada or the international border between the United States and Mexico, with the approval and consent of the appropriate Indian tribe.</content></paragraph>

<section id="d126612e171" identifier="/us/pl/117/113/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>GAO REPORT.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x4ab448b9-e81d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Not later than 1 year<sidenote><p class="leftAlign firstIndent0 fontsize8" id="x4ab448ba-e81d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Time period.</p></sidenote> after receiving the strategy required under section 3 and annually thereafter for the following two years, the Comptroller General of the United States shall submit to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Homeland Security of the House of Representatives—</chapeau><paragraph class="fontsize10" id="y4ab448bb-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/113/s4/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x4ab448bc-e81d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Assessment.</p></sidenote><content>an assessment of the effectiveness of such strategy; and</content></paragraph>
<paragraph class="fontsize10" id="y4ab448bd-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/113/s4/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x4ab448be-e81d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="x4ab448bf-e81d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">tions.</p></sidenote><content>any recommendations for improvements to the strategy that the Comptroller General determines to be appropriate.</content></paragraph>
