<section id="d141389e88" identifier="/us/pl/116/99/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Columbia River In-Lieu and Treaty Fishing Access Sites Improvement Act</shortTitle>”.</content></section>
<section id="d141389e98" identifier="/us/pl/116/99/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>SANITATION AND SAFETY CONDITIONS AT CERTAIN BUREAU OF INDIAN AFFAIRS FACILITIES.</heading><subsection class="firstIndent0 fontsize10" id="yf9cfdbd5-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/99/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf9cfdbd6-e81d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Consultation.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Assessment of Conditions</inline>.—</heading><chapeau>The Secretary of the Interior, acting through the Bureau of Indian Affairs, in consultation with the affected Columbia River Treaty tribes, may assess current sanitation and safety conditions on lands held by the United States for the benefit of the affected Columbia River Treaty tribes, including all permanent Federal structures and improvements on those lands, that were set aside to provide affected Columbia River Treaty tribes access to traditional fishing grounds—</chapeau><paragraph class="fontsize10" id="yf9cfdbd7-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/99/s2/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>in accordance with the Act of March 2, 1945 (<ref href="/us/stat/59/10/ch19">59 Stat. 10, chapter 19</ref>) (commonly known as the “River and Harbor Act of 1945”); or</content></paragraph>
<paragraph class="fontsize10" id="yf9cfdbd8-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/99/s2/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>in accordance with <ref href="/us/pl/100/581/tIV">title IV of Public Law 100–581</ref> (<ref href="/us/stat/102/2944">102 Stat. 2944</ref>).</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf9cfdbd9-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/99/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Exclusive Authorization; Contracts</inline>.—</heading><chapeau>The Secretary of the Interior, acting through the Bureau of Indian Affairs—</chapeau><paragraph class="fontsize10" id="yf9cfdbda-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/99/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>subject to paragraph (2)(B), shall be the only Federal agency authorized to carry out the activities described in this section; and</content></paragraph>
<paragraph class="fontsize10" id="yf9cfdbdb-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/99/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>may delegate the authority to carry out activities described in paragraphs (1) and (2) of subsection (d)—</chapeau><subparagraph class="fontsize10" id="yf9cfdbdc-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/99/s2/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>through one or more contracts entered into with an Indian Tribe or Tribal organization under the Indian Self-Determination and Education Assistance Act (<ref href="/us/usc/t25/s5301/etseq">25 U.S.C. 5301 et seq.</ref>); or</content></subparagraph>
<subparagraph class="fontsize10" id="yf9cfdbdd-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/99/s2/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>to include other Federal agencies that have relevant expertise.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf9cfdbde-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/99/s2/c" role="definitions" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Definition of Affected Columbia River Treaty Tribes</inline>.—</heading><content>In this section, the term “<term>affected Columbia River Treaty tribes</term>” means the Nez Perce Tribe, the Confederated Tribes of Umatilla Indian Reservation, the Confederated Tribes of the Warm Springs <page identifier="/us/stat/133/3255">133 STAT. 3255</page>
Reservation of Oregon, and the Confederated Tribes and Bands of the Yakama Nation.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf9cfdbdf-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/99/s2/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Authorization of Appropriations</inline>.—</heading><chapeau>There are authorized to be appropriated to the Secretary of the Interior $11,000,000 for the period of fiscal years 2020 through 2025, to remain available until expended—</chapeau><paragraph class="fontsize10" id="yf9cfdbe0-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/99/s2/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>for improvements to existing structures and infrastructure to improve sanitation and safety conditions assessed under subsection (a); and</content></paragraph>
<paragraph class="fontsize10" id="yf9cfdbe1-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/99/s2/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>to improve access to electricity, sewer, and water infrastructure, where feasible, to reflect needs for sanitary and safe use of facilities referred to in subsection (a).</content></paragraph>

<section id="d141389e201" identifier="/us/pl/116/99/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>STUDY OF ASSESSMENT AND IMPROVEMENT ACTIVITIES.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xf9d002f2-e81d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  The<sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf9d002f3-e81d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Consultation.</p></sidenote> Comptroller General of the United States, in consultation with the Committee on Indian Affairs of the Senate, shall—</chapeau><paragraph class="fontsize10" id="yf9d002f4-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/99/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf9d002f5-e81d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Evaluation.</p></sidenote><content>conduct a study to evaluate whether the sanitation and safety conditions on lands held by the United States for the benefit of the affected Columbia River Treaty tribes (as defined in section 2(c)) have improved as a result of the activities authorized in section 2; and</content></paragraph>
<paragraph class="fontsize10" id="yf9d002f6-e81d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/99/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf9d002f7-e81d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Reports.</p></sidenote><content>prepare and submit to the Committee on Indian Affairs of the Senate and the Committee on Natural Resources of the House of Representatives a report containing the results of that study.</content></paragraph>
