<enactingFormula style="-uslm-lc:I658120"><i>  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</i></enactingFormula>
<section id="d91850e85" identifier="/us/pl/116/77/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>DEFINITIONS.</heading><paragraph class="fontsize10" id="yd4e22aab-e81e-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/77/s1/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Appropriate congressional committees</inline>.—</heading><chapeau>The term “<term>appropriate congressional committees</term>” means—</chapeau><subparagraph class="fontsize10" id="yd4e22aac-e81e-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/77/s1/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Committee on Banking, Housing, and Urban Affairs and the Committee on Foreign Relations of the Senate; and</content></subparagraph>
<subparagraph class="fontsize10" id="yd4e22aad-e81e-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/77/s1/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Committee on Foreign Affairs of the House of Representatives.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yd4e22aae-e81e-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/77/s1/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Covered munitions items</inline>.—</heading><content>The term “<term>covered munitions items</term>” means tear gas, pepper spray, rubber bullets, foam rounds, bean bag rounds, pepper balls, water cannons, handcuffs, shackles, stun guns, and tasers.</content></paragraph>
<paragraph class="fontsize10" id="yd4e22aaf-e81e-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/77/s1/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Hong kong</inline>.—</heading><content>The term “<term>Hong Kong</term>” has the meaning given such term in section 3 of the United States-Hong Kong Policy Act of 1992 (<ref href="/us/usc/t22/s5702">22 U.S.C. 5702</ref>).</content></paragraph>
<paragraph class="fontsize10" id="yd4e22ab0-e81e-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/77/s1/4" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Hong kong police force</inline>.—</heading><chapeau>The term “<term>Hong Kong Police Force</term>” means—</chapeau><subparagraph class="fontsize10" id="yd4e22ab1-e81e-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/77/s1/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Hong Kong Police Force; and</content></subparagraph>
<subparagraph class="fontsize10" id="yd4e22ab2-e81e-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/77/s1/4/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Hong Kong Auxiliary Police Force.</content></subparagraph>

<section id="d91850e150" identifier="/us/pl/116/77/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd4e22ab3-e81e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">President.</p></sidenote><heading>PROHIBITION ON COMMERCIAL EXPORT OF COVERED MUNITIONS ITEMS TO THE HONG KONG POLICE FORCE.</heading><subsection class="firstIndent0 fontsize10" id="yd4e278d4-e81e-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/77/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd4e278d5-e81e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Effective date.</p><p class="leftAlign firstIndent0 fontsize8" id="xd4e278d6-e81e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Time period.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>Except as provided in subsection (b), beginning on the date that is 30 days after the date of the enactment of this Act, the President shall prohibit the issuance of licenses to export covered munitions items to the Hong Kong Police Force.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yd4e278d7-e81e-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/77/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd4e278d8-e81e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="xd4e278d9-e81e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Notice.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Exceptions</inline>.—</heading><chapeau>The prohibition set forth in subsection (a) shall not apply to the issuance of a license with respect to which the President submits to the appropriate congressional committees, not fewer than 30 days before the date of such issuance, a written notice—</chapeau><paragraph class="fontsize10" id="yd4e278da-e81e-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/77/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd4e278db-e81e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Certification.</p></sidenote><content>certifying that the exports to be covered by such license are important to the national interests and foreign policy goals of the United States; and</content></paragraph>
<paragraph class="fontsize10" id="yd4e278dc-e81e-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/77/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>describing the manner in which such exports will promote such interests and goals.<page identifier="/us/stat/133/1174">133 STAT. 1174</page></content></paragraph>

<section id="d91850e202" identifier="/us/pl/116/77/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>SUNSET.</heading><content style="-uslm-lc:I658120">  The prohibition under section 2 shall expire one year after the date of the enactment of this Act.</content></section>
