<section id="d92202e92" identifier="/us/pl/116/71/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Women’s Suffrage Centennial Commemorative Coin Act</shortTitle>”.</content></section>
<section id="d92202e102" identifier="/us/pl/116/71/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>FINDINGS; PURPOSE.</heading><subsection class="firstIndent0 fontsize10" id="y0295b105-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Findings</inline>.—</heading><chapeau>Congress finds the following:</chapeau><paragraph class="fontsize10" id="y0295b106-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s2/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>Elizabeth Cady Stanton and Lucretia Mott organized the first Women’s Rights Convention in Seneca Falls, New York. 68 women and 32 men signed the Declaration of Sentiments at the Convention in July 1848.</content></paragraph>
<paragraph class="fontsize10" id="y0295b107-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s2/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>The Declaration of Sentiments was modeled after the Declaration of Independence and declared that “all men and women are created equal”, linking women’s rights directly to the founding ideals of the United States.</content></paragraph>
<paragraph class="fontsize10" id="y0295b108-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s2/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>Suffrage activists, including Elizabeth Cady Stanton, Susan B. Anthony, Harriet Tubman, Sojourner Truth, Ida B. Wells, Jovita Idar, Inez Millholland, Mary Church Terrell, Anne Dallas Dudley, Carrie Chapman Catt, Alice Paul, Lucy Burns, Esther Hobart Morris, and many others, conducted over 900 local, State, and Federal campaigns over a 72-year time span to win women the right to vote.</content></paragraph>
<paragraph class="fontsize10" id="y0295d819-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s2/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>On November 6, 1917, New York granted women the right to vote, which was an act that created momentum for the national movement that culminated in the ratification of the <ref href="/us/cons/amd19">19th Amendment to the Constitution of the United States</ref> 3 years later.</content></paragraph>
<paragraph class="fontsize10" id="y0295d81a-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s2/a/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>The <ref href="/us/cons/amd19">19th Amendment to the Constitution of the United States</ref> (“The Susan B. Anthony Amendment”) guarantees all United States women the right to vote and was passed by the 66th Congress of the United States on June 4, 1919.</content></paragraph>
<paragraph class="fontsize10" id="y0295d81b-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s2/a/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>On August 9, 1920, right before the ratification period was set to expire, Governor Albert H. Roberts called a special session of the Tennessee General Assembly to consider the amendment. Pro-suffrage and anti-suffrage activists from around the country descended on Nashville, Tennessee, intent on influencing the legislature.</content></paragraph>
<paragraph class="fontsize10" id="y0295d81c-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s2/a/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>After the amendment was defeated in a 48–48 tie vote, Tennessee State Representative Harry T. Burn from McMinn <page identifier="/us/stat/133/1148">133 STAT. 1148</page>
County cast the deciding favorable vote after receiving a note from his mother, Phoebe Ensminger Burn, imploring him to vote yes for ratification.</content></paragraph>
<paragraph class="fontsize10" id="y0295d81d-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s2/a/8" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><content>On August 18, 1920, Tennessee became the 36th and final State needed to pass the 19th Amendment, ensuring its ratification pursuant to <ref href="/us/cons/aV">Article V of the Constitution of the United States</ref>.</content></paragraph>
<paragraph class="fontsize10" id="y0295d81e-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s2/a/9" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="9">(9) </num><content>The 19th Amendment was ratified on August 26, 1920, when Secretary of State Bainbridge Colby issued a proclamation announcing it has become part of the Constitution of the United States.</content></paragraph>
<paragraph class="fontsize10" id="y0295d81f-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s2/a/10" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="10">(10) </num><content>The ratification of the 19th Amendment marked the single largest extension of voting rights in United States history, enfranchising 27,000,000 American women in the United States.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y0295d820-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Purpose</inline>.—</heading><chapeau>The purpose of this Act is—</chapeau><paragraph class="fontsize10" id="y0295d821-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>to honor and commemorate the work of women suffrage activists in the late 19th and early 20th centuries;</content></paragraph>
<paragraph class="fontsize10" id="y0295d822-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>to increase public awareness and appreciation for the history of the women’s suffrage movement; and</content></paragraph>
<paragraph class="fontsize10" id="y0295d823-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s2/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>to encourage all women in the United States to exercise their hard-won franchise and to become involved in civic life if they so choose.</content></paragraph>
</subsection>
</section>
<section id="d92202e207" identifier="/us/pl/116/71/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>COIN SPECIFICATIONS.</heading><subsection class="firstIndent0 fontsize10" id="y0295ff34-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">$1 Silver Coins</inline>.—</heading><chapeau>The Secretary of the Treasury (hereafter in this Act referred to as the “Secretary”) shall mint and issue not more than 400,000 $1 coins, which shall—</chapeau><paragraph class="fontsize10" id="y0295ff35-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s3/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>weigh 26.73 grams;</content></paragraph>
<paragraph class="fontsize10" id="y0295ff36-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s3/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>have a diameter of 1.500 inches; and</content></paragraph>
<paragraph class="fontsize10" id="y0295ff37-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s3/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>contain at least 90 percent silver.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y0295ff38-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Legal Tender</inline>.—</heading><content>The coins minted under this Act shall be legal tender, as provided in <ref href="/us/usc/t31/s5103">section 5103 of title 31, United States Code</ref>.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y0295ff39-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s3/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Numismatic Items</inline>.—</heading><content>For purposes of sections 5134 and 5136 of <ref href="/us/usc/t31">title 31, United States Code</ref>, all coins minted under this Act shall be considered to be numismatic items.</content></subsection>

<section id="d92202e263" identifier="/us/pl/116/71/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>DESIGN OF COIN.</heading><subsection class="firstIndent0 fontsize10" id="y0296746a-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Design Requirements</inline>.—</heading><paragraph class="fontsize10" id="y0296746b-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s4/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The design of the coins minted under this Act shall be emblematic of the women who played a vital role in rallying support for the <ref href="/us/cons/amd19">19th Amendment to the Constitution of the United States</ref>.</content></paragraph>
<paragraph class="fontsize10" id="y0296746c-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s4/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Designations and inscriptions</inline>.—</heading><chapeau>On each coin minted under this Act, there shall be—</chapeau><subparagraph class="fontsize10" id="y0296746d-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s4/a/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>a designation of the value of the coin;</content></subparagraph>
<subparagraph class="fontsize10" id="y0296746e-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s4/a/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>an inscription of the year “2020”; and</content></subparagraph>
<subparagraph class="fontsize10" id="y0296746f-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s4/a/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>inscriptions of the words “Liberty”, “In God We Trust”, “United States of America”, and “E Pluribus Unum”.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y02967470-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Selection</inline>.—</heading><chapeau>The design for the coins minted under this Act shall—</chapeau><paragraph class="fontsize10" id="y02967471-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s4/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>contain motifs that honor Susan B. Anthony, Elizabeth Cady Stanton, Carrie Chapman Catt, Harriet Tubman, Mary Church Terrell, Alice Paul, Lide Meriwether, Ida B. Wells, and other suffrage activists of the late 19th century and early 20th centuries;<page identifier="/us/stat/133/1149">133 STAT. 1149</page></content></paragraph>
<paragraph class="fontsize10" id="y02967472-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s4/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x02967473-e81f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Consultation.</p></sidenote><content>be selected by the Secretary, after consultation with the Smithsonian Institution’s American Women’s History Initiative, and the Commission of Fine Arts; and</content></paragraph>
<paragraph class="fontsize10" id="y02967474-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s4/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x02967475-e81f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Review.</p></sidenote><content>be reviewed by the Citizens Coinage Advisory Committee.</content></paragraph>
</subsection>
</section>
<section id="d92202e346" identifier="/us/pl/116/71/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>ISSUANCE OF COINS.</heading><subsection class="firstIndent0 fontsize10" id="y02969b86-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Quality of Coins</inline>.—</heading><content>Coins minted under this Act shall be issued in uncirculated and proof qualities.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y02969b87-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Mint Facilities</inline>.—</heading><content>Only one facility of the United States Mint may be used to strike any particular quality of the coins minted under this Act.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y02969b88-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s5/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Period for Issuance</inline>.—</heading><content>The Secretary may issue coins under this Act only during the period beginning on January 1, 2020, and ending on December 31, 2020.</content></subsection>
</section>
<section id="d92202e378" identifier="/us/pl/116/71/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><heading>SALE OF COINS.</heading><subsection class="firstIndent0 fontsize10" id="y0296e9a9-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s6/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Sale Price</inline>.—</heading><chapeau>The coins issued under this Act shall be sold by the Secretary at a price equal to the sum of—</chapeau><paragraph class="fontsize10" id="y0296e9aa-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s6/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the face value of the coins;</content></paragraph>
<paragraph class="fontsize10" id="y0296e9ab-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s6/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the surcharge provided in section 7(a) with respect to such coins; and</content></paragraph>
<paragraph class="fontsize10" id="y0296e9ac-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s6/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>the cost of designing and issuing the coins (including labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping).</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y0296e9ad-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s6/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Bulk Sales</inline>.—</heading><content>The Secretary shall make bulk sales of the coins issued under this Act at a reasonable discount.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y0296e9ae-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s6/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Prepaid Orders</inline>.—</heading><paragraph class="fontsize10" id="y0296e9af-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s6/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Secretary shall accept prepaid orders for the coins minted under this Act before the issuance of such coins.</content></paragraph>
<paragraph class="fontsize10" id="y0296e9b0-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s6/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Discount</inline>.—</heading><content>Sale prices with respect to prepaid orders under paragraph (1) shall be at a reasonable discount.</content></paragraph>
</subsection>
</section>
<section id="d92202e442" identifier="/us/pl/116/71/s7" style="-uslm-lc:I658141"><num class="fontsize12" value="7">SEC. 7. </num><heading>SURCHARGES.</heading><subsection class="firstIndent0 fontsize10" id="y029737d1-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s7/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>All sales of coins issued under this Act shall include a surcharge of $10 per coin for the $1 coin described under section 3(a).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y029737d2-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s7/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Distribution</inline>.—</heading><chapeau>Subject to <ref href="/us/usc/t31/s5134/f">section 5134(f) of title 31, United States Code</ref>, and section 8(2), all surcharges received by the Secretary from the sale of coins issued under this Act shall be promptly paid by the Secretary to the Smithsonian Institution’s American Women’s History Initiative for the purpose of—</chapeau><paragraph class="fontsize10" id="y029737d3-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s7/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>collecting, studying, and establishing programs relating to women’s contributions to various fields and throughout different periods of history that have influenced the direction of the United States; and</content></paragraph>
<paragraph class="fontsize10" id="y029737d4-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s7/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>creating exhibitions and programs that recognize diverse perspectives on women’s history and contributions.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y029737d5-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s7/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Audits</inline>.—</heading><content>The Smithsonian Institution’s American Women’s History Initiative shall be subject to the audit requirements of <ref href="/us/usc/t31/s5134/f/2">section 5134(f)(2) of title 31, United States Code</ref>, with regard to the amounts received under subsection (b).</content></subsection>

<section id="d92202e492" identifier="/us/pl/116/71/s8" style="-uslm-lc:I658141"><num class="fontsize12" value="8">SEC. 8. </num><heading>FINANCIAL ASSURANCES.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x02975ee6-e81f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  The Secretary shall take such actions as may be necessary to ensure that—<page identifier="/us/stat/133/1150">133 STAT. 1150</page></chapeau><paragraph class="fontsize10" id="y02975ee7-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s8/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>minting and issuing coins under this Act will not result in any net cost to the United States Government; and</content></paragraph>
<paragraph class="fontsize10" id="y02975ee8-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/71/s8/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>no funds, including applicable surcharges, shall be disbursed to any recipient designated in section 7(b) until the total cost of designing and issuing all of the coins authorized by this Act (including labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping) is recovered by the United States Treasury, consistent with sections 5112(m) and 5134(f) of <ref href="/us/usc/t31">title 31, United States Code</ref>.</content></paragraph>

<section id="d92202e515" identifier="/us/pl/116/71/s9" style="-uslm-lc:I658141"><num class="fontsize12" value="9">SEC. 9. </num><heading>DETERMINATION OF BUDGETARY EFFECTS.</heading><content style="-uslm-lc:I658120">  The budgetary effects of this Act, for the purpose of complying with the Statutory Pay-As-You-Go Act of 2010, shall be determined by reference to the latest statement titled “Budgetary Effects of PAYGO Legislation” for this Act, submitted for printing in the Congressional Record by the Chairman of the House Budget Committee, provided that such statement has been submitted prior to the vote on passage.</content></section>
