<section id="d92770e88" identifier="/us/pl/116/64/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x51a17094-e81f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t6/s701">6 USC 701 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Terrorist and Foreign Fighter Travel Exercise Act of 2019</shortTitle>”.</content></section>
<section id="d92770e103" identifier="/us/pl/116/64/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x51a17095-e81f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p></sidenote><heading>EXERCISE ON TERRORIST AND FOREIGN FIGHTER TRAVEL.</heading><subsection class="firstIndent0 fontsize10" id="y51a20cd6-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/64/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>In addition to, or as part of exercise programs currently carried out by the Department of Homeland Security, to enhance domestic preparedness for and collective response to terrorism, promote the dissemination of homeland security information, and test the security posture of the United States, the Secretary of Homeland Security, through appropriate offices and components of the Department and in coordination with the heads of appropriate Federal departments and agencies, shall develop and conduct an exercise related to the detection and prevention of terrorist and foreign fighter travel.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y51a20cd7-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/64/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Exercise Requirements</inline>.—</heading><chapeau>The exercise required under subsection (a) shall include—</chapeau><paragraph class="fontsize10" id="y51a20cd8-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/64/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>a scenario involving—</chapeau><subparagraph class="fontsize10" id="y51a20cd9-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/64/s2/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>persons traveling from the United States to join or provide material support or resources to a terrorist organization abroad; and</content></subparagraph>
<subparagraph class="fontsize10" id="y51a20cda-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/64/s2/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>terrorist infiltration into the United States, including by United States citizens and foreign nationals;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y51a20cdb-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/64/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>coordination with appropriate Federal departments and agencies, foreign governments, and State, local, Tribal, and territorial agencies, including law enforcement agencies and representatives from the National Network of Fusion Centers; and</content></paragraph>
<paragraph class="fontsize10" id="y51a20cdc-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/64/s2/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>coordination with appropriate private sector and community stakeholders.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y51a20cdd-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/64/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Report</inline>.—</heading><content><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x51a20cde-e81f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Plans.</p><p class="leftAlign firstIndent0 fontsize8" id="x51a20cdf-e81f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Proposals.</p></sidenote>Not later than 60 days after the completion of the exercise required under subsection (a), the Secretary of Homeland Security shall, consistent with the protection of classified information, submit to the Committee on Homeland Security of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate an after-action report presenting the initial findings of such exercise, plans for quickly incorporating lessons learned into future operations of the <page identifier="/us/stat/133/1123">133 STAT. 1123</page>
Department of Homeland Security, and any proposed legislative changes informed by such exercise.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y51a20ce0-e81f-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/64/s2/d" role="definitions" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Definition</inline>.—</heading><content>In this section, the term “<term>material support or resources</term>” has the meaning given such term in <ref href="/us/usc/t18/s2339A">section 2339A of title 18, United States Code</ref>.</content></subsection>

<section id="d92770e185" identifier="/us/pl/116/64/s3" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>EMERGING THREATS IN THE NATIONAL EXERCISE PROGRAM.</heading><content style="-uslm-lc:I658120">  Clause (i) of section 648(b)(2)(A) of the Post-Katrina Emergency Management Reform Act of 2006 (<ref href="/us/usc/t6/s748/b/2">6 U.S.C. 748(b)(2)</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="insert">inserting</amendingAction> “<quotedText>and emerging</quotedText>” after “<quotedText>credible</quotedText>”.</content></section>
