<section id="d173244e92" identifier="/us/pl/116/339/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Advancing Research to Prevent Suicide Act</shortTitle>”.</content></section>
<section id="d173244e102" identifier="/us/pl/116/339/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xeab4092a-e820-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s1862v">42 USC 1862v note</ref>.</p></sidenote><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xeab4574b-e820-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Congress finds the following:</chapeau><paragraph class="fontsize10" id="yeab4574c-e820-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/339/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>The rate of Americans dying by suicide is on the rise, increasing 10.7 to 14.0 deaths per 100,000 people from 2001 to 2017.</content></paragraph>
<paragraph class="fontsize10" id="yeab4574d-e820-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/339/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>Suicide is the tenth-leading cause of death among people in the United States and the second-leading cause of death for young people between the ages of 15 and 34.</content></paragraph>
<paragraph class="fontsize10" id="yeab4574e-e820-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/339/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>The National Science Foundation funds research that is improving our basic understanding of factors with potential relevance to suicide, including potential relevance to prevention and treatment.</content></paragraph>
<paragraph class="fontsize10" id="yeab4574f-e820-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/339/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>Despite progress in mental health research, current gaps exist in scientific understanding and basic knowledge of human neural, genetic, cognitive, perceptual, behavioral, social, and environmental factors with potential relevance to suicide.</content></paragraph>

<section id="d173244e134" identifier="/us/pl/116/339/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xeab45750-e820-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s1862v">42 USC 1862v</ref>.</p></sidenote><heading>NATIONAL SCIENCE FOUNDATION RESEARCH.</heading><subsection class="firstIndent0 fontsize10" id="yeab47d61-e820-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/339/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xeab47d62-e820-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Consultation.</p><p class="leftAlign firstIndent0 fontsize8" id="xeab47d63-e820-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Grants.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>The Director of the National Science Foundation, in consultation with the Director of the National Institutes of Health and the Director of the National Institute of Mental Health and taking into consideration prioritized research agendas or strategic plans, as appropriate, shall, subject to the availability of appropriations, award grants on a competitive, merit-reviewed basis to institutions of higher education (or consortia of such institutions) to support multidisciplinary, fundamental research with potential relevance to suicide, including potential relevance to prevention and treatment, including, but not limited to—</chapeau><paragraph class="fontsize10" id="yeab47d64-e820-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/339/s3/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>basic understanding of human social behavior;</content></paragraph>
<paragraph class="fontsize10" id="yeab47d65-e820-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/339/s3/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the neural basis of human cognition;</content></paragraph>
<paragraph class="fontsize10" id="yeab47d66-e820-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/339/s3/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>basic understanding of cognitive, linguistic, social, cultural, and biological processes related to human development across the lifespan;<page identifier="/us/stat/134/5127">134 STAT. 5127</page></content></paragraph>
<paragraph class="fontsize10" id="yeab4a477-e820-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/339/s3/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>basic understanding of perceptual, motor, and cognitive processes, and their interaction, in typical human behavior; and</content></paragraph>
<paragraph class="fontsize10" id="yeab4a478-e820-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/339/s3/a/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>basic understanding of the relevance of drug and alcohol abuse.</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="yeab4a479-e820-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/339/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Encouraging Applications From Early Career Researchers</inline>.—</heading><content>To promote the development of early career researchers, in awarding funds under subsection (a), the Director of the National Science Foundation shall encourage applications submitted by early career researchers, including doctoral students or postdoctoral researchers.</content></subsection>
