<section id="d173378e92" identifier="/us/pl/116/337/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Protect and Restore America’s Estuaries Act</shortTitle>”.</content></section>
<section id="d173378e102" identifier="/us/pl/116/337/s2" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf3fa73d1-e820-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">State listing.</p></sidenote><heading>MANAGEMENT CONFERENCE.</heading><content style="-uslm-lc:I658120">  Section 320(a)(2)(B) of the Federal Water Pollution Control Act (<ref href="/us/usc/t33/s1330/a/2/B">33 U.S.C. 1330(a)(2)(B)</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="delete">striking</amendingAction> “<quotedText>and Peconic Bay, New York</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>Peconic Bay, New York; Casco Bay, Maine; Tampa Bay, Florida; Coastal Bend, Texas; San Juan Bay, Puerto Rico; Tillamook Bay, Oregon; Piscataqua Region, New Hampshire; Barnegat Bay, New Jersey; Maryland Coastal Bays, Maryland; Charlotte Harbor, Florida; Mobile Bay, Alabama; Morro Bay, California; and Lower Columbia River, Oregon and Washington</quotedText>”.</content></section>
<section id="d173378e124" identifier="/us/pl/116/337/s3" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>PURPOSES OF CONFERENCE.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xf3fa9ae2-e820-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Section 320(b)(4) of the Federal Water Pollution Control Act (<ref href="/us/usc/t33/s1330/b/4">33 U.S.C. 1330(b)(4)</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="yf3fa9ae3-e820-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/337/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>by <amendingAction type="delete">striking</amendingAction> “<quotedText>management plan that recommends</quotedText>” and <amendingAction type="insert">inserting</amendingAction> <quotedContent>“management plan that—<subparagraph class="fontsize10" id="yf3fac1f4-e820-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>recommends”</content></subparagraph>
</quotedContent>; and</content></paragraph>
<paragraph class="fontsize10" id="yf3fac1f5-e820-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/337/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><subparagraph class="fontsize10" id="yf3fac1f6-e820-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>addresses the effects of recurring extreme weather events on the estuary, including the identification and assessment of vulnerabilities in the estuary and the development and implementation of adaptation strategies; and</content></subparagraph>
<subparagraph class="fontsize10" id="yf3fac1f7-e820-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>increases public education and awareness of the ecological health and water quality conditions of the estuary;”</content></subparagraph>

<section id="d173378e179" identifier="/us/pl/116/337/s4" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>MEMBERS OF CONFERENCE.</heading><content style="-uslm-lc:I658120">  Section 320(c)(5) of the Federal Water Pollution Control Act (<ref href="/us/usc/t33/s1330/c/5">33 U.S.C. 1330(c)(5)</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="insert">inserting</amendingAction> “<quotedText>nonprofit organizations,</quotedText>” after “<quotedText>educational institutions,</quotedText>”.</content></section>
<section id="d173378e195" identifier="/us/pl/116/337/s5" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>GRANTS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xf3fae908-e820-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Section 320(g)(4)(C) of the Federal Water Pollution Control Act (<ref href="/us/usc/t33/s1330/g/4/C">33 U.S.C. 1330(g)(4)(C)</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="yf3fae909-e820-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/337/s5/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>in the matter preceding clause (i)—<page identifier="/us/stat/134/5121">134 STAT. 5121</page></chapeau><subparagraph class="fontsize10" id="yf3fae90a-e820-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/337/s5/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>by <amendingAction type="insert">inserting</amendingAction> “<quotedText>, emerging,</quotedText>” after “<quotedText>urgent</quotedText>”; and</content></subparagraph>
<subparagraph class="fontsize10" id="yf3fae90b-e820-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/337/s5/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>by <amendingAction type="delete">striking</amendingAction> “<quotedText>coastal areas</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>the estuaries selected by the Administrator under subsection (a)(2), or that relate to the coastal resiliency of such estuaries</quotedText>”;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf3fae90c-e820-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/337/s5/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>by <amendingAction type="redesignate">redesignating</amendingAction> clauses (vi) and (vii) as clauses (viii) and (ix), respectively, and <amendingAction type="insert">inserting</amendingAction> after clause (v) the following:<quotedContent><clause class="indentUp2 fontsize10" id="yf3fb101d-e820-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="vi">“(vi) </num><content>stormwater runoff;</content></clause>
<clause class="indentUp2 fontsize10" id="yf3fb101e-e820-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="vii">“(vii) </num><content>accelerated land loss;”</content></clause>

<paragraph class="fontsize10" id="yf3fb101f-e820-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/337/s5/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>in clause (viii), as so redesignated, by <amendingAction type="insert">inserting</amendingAction> “<quotedText>, extreme weather,</quotedText>” after “<quotedText>sea level rise</quotedText>”.</content></paragraph>

<section id="d173378e270" identifier="/us/pl/116/337/s6" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><heading>AUTHORIZATION OF APPROPRIATIONS.</heading><content style="-uslm-lc:I658120">  Section 320(i)(1) of the Federal Water Pollution Control Act (<ref href="/us/usc/t33/s1330/i/1">33 U.S.C. 1330(i)(1)</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="insert">inserting</amendingAction> “<quotedText>, and $50,000,000 for each of fiscal years 2022 through 2026,</quotedText>” after “<quotedText>2021</quotedText>”.</content></section>
