<section id="d96602e90" identifier="/us/pl/116/336/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Julius Rosenwald and the Rosenwald Schools Act of 2020</shortTitle>”.</content></section>
<section id="d96602e100" identifier="/us/pl/116/336/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>RESOURCE STUDY OF JULIUS ROSENWALD AND ROSENWALD SCHOOLS.</heading><subsection class="firstIndent0 fontsize10" id="y07d7bfb6-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this section:</chapeau><paragraph class="fontsize10" id="y07d7bfb7-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/a/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Rosenwald school</inline>.—</heading><content>The term “<term>Rosenwald School</term>” means any of the 5,357 schools and related buildings constructed in 15 southern States during the period of 1912 through 1932 by the philanthropy of Julius Rosenwald.</content></paragraph>
<paragraph class="fontsize10" id="y07d7bfb8-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/a/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Secretary</inline>.—</heading><content>The term “<term>Secretary</term>” means the Secretary of the Interior.</content></paragraph>
<paragraph class="fontsize10" id="y07d7bfb9-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/a/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Study area</inline>.—</heading><content>The term “<term>study area</term>” means the sites associated with the life and legacy of Julius Rosenwald.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y07d7bfba-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Special Resource Study</inline>.—</heading><paragraph class="fontsize10" id="y07d7bfbb-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x07d7bfbc-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">State listing.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Study</inline>.—</heading><chapeau>The Secretary shall conduct a special resource study of the study area, with a special emphasis on the following Rosenwald Schools and other sites associated with the life and legacy of Julius Rosenwald:</chapeau><subparagraph class="fontsize10" id="y07d7bfbd-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>Sears Administration Building at Homan Square in Chicago, Illinois.</content></subparagraph>
<subparagraph class="fontsize10" id="y07d7bfbe-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>Rosenwald Court Apartments in Chicago, Illinois.</content></subparagraph>
<subparagraph class="fontsize10" id="y07d7bfbf-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>Museum of Science &amp; Industry in Chicago, Illinois.</content></subparagraph>
<subparagraph class="fontsize10" id="y07d7bfc0-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b/1/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>Rosenwald House (formerly the Lyon Home) at the Lincoln Home National Historic Site in Springfield, Illinois.</content></subparagraph>
<subparagraph class="fontsize10" id="y07d7bfc1-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b/1/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>Cairo Rosenwald School, a one-teacher school in Sumner County, Tennessee.</content></subparagraph>
<subparagraph class="fontsize10" id="y07d7bfc2-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b/1/F" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="F">(F) </num><content>Shady Grove School, a one-teacher school in Louisa County, Virginia.</content></subparagraph>
<subparagraph class="fontsize10" id="y07d7bfc3-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b/1/G" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="G">(G) </num><content>Noble Hill School, a two-teacher school in Bartow County, Georgia.</content></subparagraph>
<subparagraph class="fontsize10" id="y07d7bfc4-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b/1/H" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="H">(H) </num><content>Ridgeley School, a two-teacher school in Prince Georges County, Maryland.</content></subparagraph>
<subparagraph class="fontsize10" id="y07d7bfc5-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b/1/I" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>Bay Springs School, a two-teacher school in Forest County, Mississippi.<page identifier="/us/stat/134/5119">134 STAT. 5119</page></content></subparagraph>
<subparagraph class="fontsize10" id="y07d7bfc6-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b/1/J" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="J">(J) </num><content>Russell School, a two-teacher school in Durham County, North Carolina.</content></subparagraph>
<subparagraph class="fontsize10" id="y07d7bfc7-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b/1/K" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="K">(K) </num><content>Shiloh Rosenwald School, a three-teacher school in Macon County, Alabama.</content></subparagraph>
<subparagraph class="fontsize10" id="y07d7bfc8-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b/1/L" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="L">(L) </num><content>San Domingo School, a four-teacher school in Wicomico County, Maryland.</content></subparagraph>
<subparagraph class="fontsize10" id="y07d7bfc9-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b/1/M" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="M">(M) </num><content>Elmore County Training School, a seven-teacher school in Elmore County, Alabama.</content></subparagraph>
<subparagraph class="fontsize10" id="y07d7bfca-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b/1/N" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="N">(N) </num><content>Dunbar Junior High, Senior High and Junior College in Little Rock, Arkansas.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y07d7bfcb-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Contents</inline>.—</heading><chapeau>In conducting the study under paragraph (1), the Secretary shall—</chapeau><subparagraph class="fontsize10" id="y07d7bfcc-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x07d7bfcd-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Evaluation.</p></sidenote><content>evaluate the national significance of the study area;</content></subparagraph>
<subparagraph class="fontsize10" id="y07d7bfce-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x07d7bfcf-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Determination.</p></sidenote><content>determine the suitability and feasibility of designating the study area as a unit of the National Park System, including an interpretive center in or near Chicago, Illinois;</content></subparagraph>
<subparagraph class="fontsize10" id="y07d7bfd0-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>consider other alternatives for preservation, protection, and interpretation of the study area by the Federal Government, State or local government entities, or private and nonprofit organizations;</content></subparagraph>
<subparagraph class="fontsize10" id="y07d7bfd1-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b/2/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x07d7bfd2-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Consultation.</p></sidenote><content>consult with interested Federal agencies, State or local governmental entities, private and nonprofit organizations, or any other interested individuals; and</content></subparagraph>
<subparagraph class="fontsize10" id="y07d7bfd3-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/b/2/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x07d7bfd4-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Cost estimates.</p></sidenote><content>identify cost estimates for any Federal acquisition, development, interpretation, operation, and maintenance associated with the alternatives.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y07d7bfd5-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Applicable Law</inline>.—</heading><content>The study under paragraph (1) shall be conducted in accordance with <ref href="/us/usc/t54/s100507">section 100507 of title 54, United States Code</ref>.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y07d7bfd6-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x07d7bfd7-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="x07d7bfd8-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Reports.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Results</inline>.—</heading><chapeau>Not later than 3 years after the date on which funds are first made available for the study under paragraph (1), the Secretary shall submit to the Committee on Natural Resources of the House of Representatives and the Committee on Energy and Natural Resources of the Senate a report describing—</chapeau><paragraph class="fontsize10" id="y07d7bfd9-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the results of the study; and</content></paragraph>
<paragraph class="fontsize10" id="y07d7bfda-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/336/s2/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x07d7bfdb-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="x07d7bfdc-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">tions.</p></sidenote><content>any conclusions and recommendations of the Secretary relating to the study.</content></paragraph>
