<section id="d96838e100" identifier="/us/pl/116/333/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Transparency in Federal Buildings Projects Act of 2019</shortTitle>”.</content></section>
<section id="d96838e110" identifier="/us/pl/116/333/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>PUBLIC AVAILABILITY OF BUILDING PROJECT INFORMATION.</heading><subsection class="firstIndent0 fontsize10" id="y1f1f8716-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/333/s2/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content><ref href="/us/usc/t40/ch33">Chapter 33 of title 40, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following new section:<quotedContent><section class="indentUp2 firstIndent-2" id="y1f1fd537-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658144"><num class="bold" value="3318">“SEC. 3318. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1f1fd538-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t40/s3318">40 USC 3318</ref>.</p></sidenote><heading class="bold">AVAILABILITY OF FEDERAL BUILDING PROJECT INFORMATION.</heading><subsection class="indentDown2 firstIndent0 fontsize10" id="y1f1fd539-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">“(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1f1fd53a-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="x1f1fd53b-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Time period.</p><p class="leftAlign firstIndent0 fontsize8" id="x1f1fd53c-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Web posting.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>Not later than 180 days after the date of enactment of this section, and, at a minimum, on a quarterly basis thereafter, the Administrator shall make publicly available on a subpage of the website of the General Services Administration all prospectuses submitted pursuant to sections 3307 and 3316, and associated information subject to the following requirements:</chapeau><paragraph class="fontsize10" id="y1f1fd53d-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>The Administrator shall maintain such information in an easily accessible and readable, organized, downloadable, and searchable format.</content></paragraph>
<paragraph class="fontsize10" id="y1f1fd53e-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>The Administrator shall ensure the information is current and prospectuses and associated information updated on a regular basis.</content></paragraph>
<paragraph class="fontsize10" id="y1f1fd53f-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1f1ffc50-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Time period.</p></sidenote><content>The information required under this section shall be inclusive for a period of not less than 10 years.</content></paragraph>
<paragraph class="fontsize10" id="y1f1ffc51-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><chapeau>The information shall include—</chapeau><subparagraph class="fontsize10" id="y1f1ffc52-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>the last date on which the relevant webpage was updated;</content></subparagraph>
<subparagraph class="fontsize10" id="y1f1ffc53-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>approval dates of respective authorizing resolutions by each committee of jurisdiction, if applicable;</content></subparagraph>
<subparagraph class="fontsize10" id="y1f1ffc54-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>copies of respective committee of jurisdiction resolutions authorizing such prospectuses, as appropriate;</content></subparagraph>
<subparagraph class="fontsize10" id="y1f1ffc55-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">“(D) </num><content>cross-references to any resubmitted or amended prospectuses and associated resolutions; and</content></subparagraph>
<subparagraph class="fontsize10" id="y1f1ffc56-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">“(E) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1f1ffc57-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Determination.</p></sidenote><content>such other information as determined by the Administrator.</content></subparagraph>

</subsection>
<subsection class="indentDown2 firstIndent0 fontsize10" id="y1f1ffc58-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this section, the following definitions apply:<page identifier="/us/stat/134/5114">134 STAT. 5114</page></chapeau><paragraph class="fontsize10" id="y1f1ffc59-e821-11f0-a1e4-69761a48a15a" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">Prospectus</inline>.—</heading><content>The term ‘<term>prospectus</term>’ means prospectuses, building surveys, and factsheets submitted to the committees of jurisdiction pursuant to sections 3307 and 3316.</content></paragraph>
<paragraph class="fontsize10" id="y1f1ffc5a-e821-11f0-a1e4-69761a48a15a" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Committees of jurisdiction</inline>.—</heading><content>The term ‘<term>committees of jurisdiction</term>’ means the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Environment and Public Works of the Senate.</content></paragraph>
<paragraph class="fontsize10" id="y1f1ffc5b-e821-11f0-a1e4-69761a48a15a" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><heading class="fontsize10"><inline class="smallCaps">Associated information</inline>.—</heading><content>The term ‘<term>associated information</term>’ means resolutions approved by the committees of jurisdiction and other information as required pursuant to subsection (a).”</content></paragraph>
