<section id="d97684e88" identifier="/us/pl/116/323/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x805f01d5-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t43/s3101">43 USC 3101 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">National Landslide Preparedness Act</shortTitle>”.</content></section>
<section id="d97684e103" identifier="/us/pl/116/323/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x805f01d6-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t43/s3101">43 USC 3101</ref>.</p></sidenote><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x805fec37-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  In this Act:</chapeau><paragraph class="fontsize10" id="y805fec38-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10">3D.—</heading><content>The term “<term>3D</term>” means 3-dimensional.</content></paragraph>
<paragraph class="fontsize10" id="y805fec39-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10">3D <inline class="smallCaps">elevation data</inline>.—</heading><subparagraph class="fontsize10" id="y805fec3a-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/2/A" role="definitions" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The term “<term>3D elevation data</term>” means 3D, high-resolution data obtained using LiDAR, IfSAR, or other methods over the United States (including territories).</content></subparagraph>
<subparagraph class="fontsize10" id="y805fec3b-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/2/B" role="definitions" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Inclusions</inline>.—</heading><content>The term “<term>3D elevation data</term>” includes terrestrial and bathymetric elevation data.</content></subparagraph>

<paragraph class="fontsize10" id="y805fec3c-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10">3D<inline class="smallCaps"> elevation program</inline>.—</heading><content>The term “<term>3D Elevation Program</term>” means the 3D Elevation Program established under section 5(a).</content></paragraph>
<paragraph class="fontsize10" id="y805fec3d-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/4" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">IfSAR</inline>.—</heading><content>The term “<term>IfSAR</term>” means interferometric synthetic aperture radar.</content></paragraph>
<paragraph class="fontsize10" id="y805fec3e-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/5" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><heading class="fontsize10"><inline class="smallCaps">Indian tribe</inline>.—</heading><content>The term “<term>Indian tribe</term>” has the meaning given the term in section 4 of the Indian Self-Determination and Education Assistance Act (<ref href="/us/usc/t25/s5304">25 U.S.C. 5304</ref>).</content></paragraph>
<paragraph class="fontsize10" id="y805fec3f-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/6" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><heading class="fontsize10"><inline class="smallCaps">Lahar</inline>.—</heading><chapeau>The term “<term>lahar</term>” means a large debris flow of mostly volcanic material that is—</chapeau><subparagraph class="fontsize10" id="y805fec40-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/6/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>often fast-moving; and</content></subparagraph>
<subparagraph class="fontsize10" id="y805fec41-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/6/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>a hazard in watersheds downstream of volcanic peaks.</content></subparagraph>

<paragraph class="fontsize10" id="y805fec42-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/7" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><heading class="fontsize10"><inline class="smallCaps">LiDAR</inline>.—</heading><content>The term “<term>LiDAR</term>” means light detection and ranging.</content></paragraph>
<paragraph class="fontsize10" id="y805fec43-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/8" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><heading class="fontsize10"><inline class="smallCaps">Secretary</inline>.—</heading><content>The term “<term>Secretary</term>” means the Secretary of the Interior, acting through the Director of the United States Geological Survey.</content></paragraph>
<paragraph class="fontsize10" id="y805fec44-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/9" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="9">(9) </num><heading class="fontsize10"><inline class="smallCaps">State</inline>.—</heading><chapeau>The term “<term>State</term>” means—</chapeau><subparagraph class="fontsize10" id="y805fec45-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/9/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>a State; and</content></subparagraph>
<subparagraph class="fontsize10" id="y805fec46-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/9/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the District of Columbia.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y805fec47-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/10" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="10">(10) </num><heading class="fontsize10"><inline class="smallCaps">State office</inline>.—</heading><chapeau>The term “<term>State office</term>” means any unit of State government that handles the identification, mapping, assessment, and research of landslide hazards or responding to landslide events, including—<page identifier="/us/stat/134/5076">134 STAT. 5076</page></chapeau><subparagraph class="fontsize10" id="y805fec48-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/10/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>a State geological survey office;</content></subparagraph>
<subparagraph class="fontsize10" id="y805fec49-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/10/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>a State department of emergency response; and</content></subparagraph>
<subparagraph class="fontsize10" id="y805fec4a-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/10/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>a State department of transportation.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y805fec4b-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/11" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="11">(11) </num><heading class="fontsize10"><inline class="smallCaps">Territory</inline>.—</heading><chapeau>The term “<term>territory</term>” means—</chapeau><subparagraph class="fontsize10" id="y805fec4c-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/11/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Commonwealth of Puerto Rico;</content></subparagraph>
<subparagraph class="fontsize10" id="y805fec4d-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/11/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>Guam;</content></subparagraph>
<subparagraph class="fontsize10" id="y805fec4e-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/11/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>American Samoa;</content></subparagraph>
<subparagraph class="fontsize10" id="y805fec4f-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/11/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>the Commonwealth of the Northern Mariana Islands;</content></subparagraph>
<subparagraph class="fontsize10" id="y805fec50-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/11/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>the Federated States of Micronesia;</content></subparagraph>
<subparagraph class="fontsize10" id="y805fec51-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/11/F" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="F">(F) </num><content>the Republic of the Marshall Islands;</content></subparagraph>
<subparagraph class="fontsize10" id="y805fec52-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/11/G" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="G">(G) </num><content>the Republic of Palau; and</content></subparagraph>
<subparagraph class="fontsize10" id="y805fec53-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s2/11/H" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="H">(H) </num><content>the United States Virgin Islands.</content></subparagraph>

<section id="d97684e316" identifier="/us/pl/116/323/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x805fec54-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">State and local governments.</p><p class="leftAlign firstIndent0 fontsize8" id="x805fec55-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Territories.</p><p class="leftAlign firstIndent0 fontsize8" id="x805fec56-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Native Americans.</p><p class="leftAlign firstIndent0 fontsize8" id="x805fec57-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t43/s3102">43 USC 3102</ref>.</p></sidenote><heading>NATIONAL LANDSLIDE HAZARDS REDUCTION PROGRAM.</heading><subsection class="firstIndent0 fontsize10" id="y8063e3f8-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Establishment</inline>.—</heading><chapeau>The Secretary shall establish a program, to be known as the “National Landslide Hazards Reduction Program” (referred to in this section as the “program”)—</chapeau><paragraph class="fontsize10" id="y8063e3f9-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>to identify and understand landslide hazards and risks;</content></paragraph>
<paragraph class="fontsize10" id="y8063e3fa-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>to reduce losses from landslides;</content></paragraph>
<paragraph class="fontsize10" id="y80640b0b-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>to protect communities at risk of landslide hazards; and</content></paragraph>
<paragraph class="fontsize10" id="y80640b0c-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>to help improve communication and emergency preparedness, including by coordinating with communities and entities responsible for infrastructure that are at risk of landslide hazards.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y80640b0d-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Description of Program</inline>.—</heading><paragraph class="fontsize10" id="y80640b0e-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x80640b0f-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Program activities</inline>.—</heading><chapeau>The Secretary, in coordination with the Interagency Coordinating Committee on Landslide Hazards established by subsection (c)(1) (referred to in this section as the “Committee”) and in coordination with existing activities of the United States Geological Survey and other Federal agencies, shall—</chapeau><subparagraph class="fontsize10" id="y80640b10-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x80640b11-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Assessment.</p></sidenote><content>identify, map, assess, and research landslide hazards;</content></subparagraph>
<subparagraph class="fontsize10" id="y80640b12-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>respond to landslide events; and</content></subparagraph>
<subparagraph class="fontsize10" id="y80640b13-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x80640b14-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p></sidenote><chapeau>in coordination with State offices, units of local government, territories, and Indian tribes—</chapeau><clause class="fontsize10" id="y80640b15-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/1/C/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x80640b16-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Assessment.</p></sidenote><content>establish working groups with State offices, units of local government, territories, and Indian tribes to identify regional and local priorities for researching, identifying, mapping, and assessing landslide hazards; and</content></clause>
<clause class="fontsize10" id="y80640b17-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/1/C/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x80640b18-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Guidelines.</p></sidenote><chapeau>develop and implement landslide hazard guidelines for—</chapeau><subclause class="fontsize10" id="y80640b19-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/1/C/ii/I" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>geologists;</content></subclause>
<subclause class="fontsize10" id="y80640b1a-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/1/C/ii/II" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">(II) </num><content>geological and geotechnical engineers;</content></subclause>
<subclause class="fontsize10" id="y80640b1b-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/1/C/ii/III" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="III">(III) </num><content>emergency management personnel; and</content></subclause>
<subclause class="fontsize10" id="y80640b1c-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/1/C/ii/IV" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="IV">(IV) </num><content>land use and other decisionmakers.</content></subclause>

<subparagraph class="fontsize10" id="y80640b23-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>priorities for data acquisition, research, communications, and risk management on landslides and landslide hazards across relevant Federal agencies; and</content></subparagraph>

<paragraph class="fontsize10" id="y80640b26-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x80640b27-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p><p class="leftAlign firstIndent0 fontsize8" id="x80640b28-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Public information.</p><p class="leftAlign firstIndent0 fontsize8" id="x80640b29-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Evaluation.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">National landslide hazards database</inline>.—</heading><chapeau>In carrying out the program, the Secretary, in coordination with State offices, units of local government, territories, and Indian tribes, shall develop and maintain a publicly accessible national landslide hazard and risk inventory database to compile, maintain, standardize, and evaluate data regarding—</chapeau><subparagraph class="fontsize10" id="y80640b2a-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>landslide hazards and risks;</content></subparagraph>
<subparagraph class="fontsize10" id="y80640b2b-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><chapeau>the impact of landslides on—</chapeau><clause class="fontsize10" id="y80640b2c-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/3/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>health and safety;</content></clause>
<clause class="fontsize10" id="y80640b2d-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/3/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>the economy and infrastructure; and</content></clause>

<subparagraph class="fontsize10" id="y80640b30-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/3/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>reduction of losses from landslides.</content></subparagraph>

<paragraph class="fontsize10" id="y80640b31-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x80640b32-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p><p class="leftAlign firstIndent0 fontsize8" id="x80640b33-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Consultation.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Landslide hazard and risk preparedness for communities</inline>.—</heading><chapeau>In carrying out the program, the Secretary, in coordination with the Secretary of the Army, the Secretary of Commerce, the Secretary of Homeland Security, the Secretary of Transportation, and the heads of other relevant Federal agencies, and in consultation with State offices, units of local government, territories, and Indian tribes, shall develop and disseminate—</chapeau><subparagraph class="fontsize10" id="y80640b34-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><chapeau>landslide planning and risk reduction guidance, guidelines, maps, tools, and training materials to help inform State, territorial, local, and Tribal governments and decisionmakers with respect to—</chapeau><clause class="fontsize10" id="y80640b35-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/4/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>the use and implementation of landslide hazard assessments;</content></clause>
<clause class="fontsize10" id="y80640b36-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/4/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>the applied use of the database developed under paragraph (3);</content></clause>
<clause class="fontsize10" id="y80640b37-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/4/A/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>reducing losses from landslides; and</content></clause>
<clause class="fontsize10" id="y80640b38-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/4/A/iv" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">(iv) </num><content>resources available for communities working to improve landslide hazard preparedness; and</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y80640b39-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/4/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><chapeau>landslide preparedness curricula and training modules for—</chapeau><clause class="fontsize10" id="y80640b3a-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/4/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>State, territorial, local, and Tribal officials;</content></clause>
<clause class="fontsize10" id="y80640b3b-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/4/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>Federal, State, territorial, local, and Tribal emergency managers; and</content></clause>
<clause class="fontsize10" id="y80640b3c-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/4/B/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>the National Guard.</content></clause>

</paragraph>
<paragraph class="fontsize10" id="y80640b3d-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x80640b3e-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Debris flow early warning system</inline>.—</heading><chapeau>In carrying out the program, the Secretary, in coordination with the Secretary of Commerce and the Secretary of Homeland Security, shall expand the early warning system for debris flow by—</chapeau><subparagraph class="fontsize10" id="y80640b3f-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/5/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>expanding the early warning system for post-wildfire debris flow to include recently burned areas across the western United States;</content></subparagraph>
<subparagraph class="fontsize10" id="y80640b40-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/5/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x80640b41-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Procedures.</p></sidenote><content>developing procedures with State, territorial, local, and Tribal governments to monitor stormwater drainage in areas with high debris flow risk; and<page identifier="/us/stat/134/5078">134 STAT. 5078</page></content></subparagraph>
<subparagraph class="fontsize10" id="y80640b42-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/5/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>identifying high-risk debris flow areas, such as recently burned land and potential lahar hazard areas.</content></subparagraph>

<paragraph class="fontsize10" id="y80640b43-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x80640b44-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Emergency response activities</inline>.—</heading><chapeau>In carrying out the program, the Secretary, in coordination with the Secretary of Commerce, the Secretary of Homeland Security, the heads of other relevant Federal agencies, States offices, units of local government, territories, and Indian tribes, shall establish and support emergency response procedures for the rapid deployment of Federal scientists, equipment, and services to areas impacted by a significant landslide event—</chapeau><subparagraph class="fontsize10" id="y80640b45-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/6/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>to support emergency response efforts and improve the safety of emergency responders;</content></subparagraph>
<subparagraph class="fontsize10" id="y80640b46-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/6/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>to improve data collection; and</content></subparagraph>
<subparagraph class="fontsize10" id="y80640b47-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/b/6/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>to conduct research to advance the understanding of the causes, impacts, and reduction of landslide hazards and risks.</content></subparagraph>

</subsection>
<subsection class="firstIndent0 fontsize10" id="y80640b48-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Interagency Coordinating Committee on Landslide Hazards</inline>.—</heading><paragraph class="fontsize10" id="y80640b49-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x80640b4a-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Establishment.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>There is established a committee, to be known as the “Interagency Coordinating Committee on Landslide Hazards”.</content></paragraph>
<paragraph class="fontsize10" id="y80640b4b-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Membership</inline>.—</heading><chapeau>The Committee shall be composed of the following members (or their designees):</chapeau><subparagraph class="fontsize10" id="y80640b4c-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/c/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>The Secretary, who shall serve as Chairperson of the Committee.</content></subparagraph>
<subparagraph class="fontsize10" id="y80640b4d-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/c/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>The Secretary of Agriculture.</content></subparagraph>
<subparagraph class="fontsize10" id="y80640b4e-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/c/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>The Secretary of the Army.</content></subparagraph>

<paragraph class="fontsize10" id="y80640b56-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/c/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Purpose and duties</inline>.—</heading><chapeau>The Committee shall—</chapeau><subparagraph class="fontsize10" id="y80640b57-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/c/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>advise and oversee the program;</content></subparagraph>
<subparagraph class="fontsize10" id="y80640b58-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/c/4/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>facilitate communication and coordination across Federal agencies in the planning, management, budgeting, and execution of landslide activities; and</content></subparagraph>

<subparagraph class="fontsize10" id="y80640b62-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/d/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><chapeau>who shall be representatives of—</chapeau><clause class="fontsize10" id="y80640b63-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/d/2/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>States, including State geological organizations;</content></clause>
<clause class="fontsize10" id="y80640b64-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/d/2/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>territories, including territorial geological organizations;</content></clause>
<clause class="fontsize10" id="y80640b65-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/d/2/B/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>Indian tribes, including Tribal geological organizations;</content></clause>
<clause class="fontsize10" id="y80640b66-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/d/2/B/iv" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">(iv) </num><chapeau>research institutions and institutions of higher education that are qualified—</chapeau><subclause class="fontsize10" id="y80640b67-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/d/2/B/iv/I" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>to provide advice regarding landslide hazard and risk reduction; and</content></subclause>
<subclause class="fontsize10" id="y80640b68-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/d/2/B/iv/II" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">(II) </num><content>to represent related scientific, architectural, engineering, and planning disciplines;</content></subclause>
</clause>
<clause class="fontsize10" id="y80640b69-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/d/2/B/v" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="v">(v) </num><content>industry standards development organizations; and</content></clause>
<clause class="fontsize10" id="y80640b6a-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/d/2/B/vi" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="vi">(vi) </num><content>State, territorial, local, and Tribal emergency management agencies.</content></clause>

<paragraph class="fontsize10" id="y80640b6b-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/d/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Recommendations</inline>.—</heading><subparagraph class="fontsize10" id="y80640b6c-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/d/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>The Advisory Committee shall submit to the Committee recommendations for the implementation of the program, including recommendations regarding—</chapeau><clause class="fontsize10" id="y80640b6d-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/d/3/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>landslide hazard and risk reduction and planning;</content></clause>
<clause class="fontsize10" id="y80640b6e-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/d/3/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>tools for communities;</content></clause>
<clause class="fontsize10" id="y80640b6f-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/d/3/A/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>research; and</content></clause>
<clause class="fontsize10" id="y80640b70-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/d/3/A/iv" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">(iv) </num><content>such other topics as the Advisory Committee determines appropriate.</content></clause>

<subparagraph class="fontsize10" id="y80640b71-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/d/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Consideration</inline>.—</heading><content>The Secretary and the agency heads described in subparagraphs (B) through (I) of subsection (c)(2) shall take into consideration any recommendation of the Advisory Committee submitted under subparagraph (A).</content></subparagraph>

</subsection>
<subsection class="firstIndent0 fontsize10" id="y80640b72-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Grant Programs</inline>.—</heading><paragraph class="fontsize10" id="y80640b73-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/e/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Cooperative landslide hazard mapping and assessment program</inline>.—</heading><subparagraph class="fontsize10" id="y80640b74-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/e/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>Subject to appropriations, the Secretary may—</chapeau><clause class="fontsize10" id="y80643185-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/e/1/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>provide grants, on a competitive basis, to State, territorial, local, and Tribal governments to research, map, assess, and collect data on landslide hazards within the jurisdictions of those governments; and</content></clause>
<clause class="fontsize10" id="y80643186-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/e/1/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>accept and use funds received from other Federal and non-Federal partners to advance the purposes of the program.</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y80643187-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/e/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Priority</inline>.—</heading><clause class="fontsize10" id="y80643188-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/e/1/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x80643189-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Consultation.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Secretary shall consult annually with the Committee, States, units of local government, territories, and Indian tribes to establish priorities for the grant program under this paragraph.</content></clause>
<clause class="fontsize10" id="y8064318a-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/e/1/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><heading class="fontsize10"><inline class="smallCaps">Funding prioritization</inline>.—</heading><chapeau>In providing grants under this paragraph, the Secretary shall give priority to projects—<page identifier="/us/stat/134/5080">134 STAT. 5080</page></chapeau><subclause class="fontsize10" id="y8064318b-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/e/1/B/ii/I" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>that will achieve the greatest landslide hazard and risk reduction;</content></subclause>
<subclause class="fontsize10" id="y8064318c-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/e/1/B/ii/II" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">(II) </num><content>that reflect the goals and priorities of the national strategy established under subsection (b)(2)(A);</content></subclause>
<subclause class="fontsize10" id="y8064318d-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/e/1/B/ii/III" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="III">(III) </num><content>not less than 50 percent of the total cost of which is matched by non-Federal sources; and</content></subclause>
<subclause class="fontsize10" id="y8064318e-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/e/1/B/ii/IV" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="IV">(IV) </num><content>that include acquisition of enhanced elevation data consistent with the 3D Elevation Program.</content></subclause>

<paragraph class="fontsize10" id="y80643194-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/e/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">National landslide research grants</inline>.—</heading><subparagraph class="fontsize10" id="y80643195-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/e/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>To advance the goals and priorities of the national strategy established under subsection (b)(2)(A), subject to appropriations, the Director of the National Science Foundation (referred to in this paragraph as the “Director”) may provide grants to eligible entities for landslide research, including research on—</chapeau><clause class="fontsize10" id="y80643196-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/e/2/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>the causes, mechanisms, triggers, hydrology, and geology of landslides;</content></clause>
<clause class="fontsize10" id="y80643197-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/e/2/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>ways to reduce landslide hazards and risks to minimize loss of life and property, including landslide hazard and risk communication, perception, decisionmaking, tools, and technologies; and</content></clause>
<clause class="fontsize10" id="y80643198-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/e/2/A/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>other goals and priorities of the national strategy established under subsection (b)(2)(A).</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y80643199-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/e/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x8064319a-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Determination.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Eligible entities</inline>.—</heading><content>The Director shall determine whether an entity is eligible to receive a grant under this paragraph.</content></subparagraph>
<subparagraph class="fontsize10" id="y8064319b-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/e/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><heading class="fontsize10"><inline class="smallCaps">Requirements</inline>.—</heading><chapeau>In providing grants under this paragraph, the Director shall—</chapeau><clause class="fontsize10" id="y8064319c-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/e/2/C/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>ensure that the grants are provided on a competitive basis;</content></clause>

<paragraph class="fontsize10" id="y806431af-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/g/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>recommendations on how the identification of the landslide risk could have been improved prior to the event;</content></paragraph>
<paragraph class="fontsize10" id="y806431b0-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/g/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>a description of the effectiveness of any warning and risk communication, including the dissemination of warnings by State, territorial, local, and Tribal partners in the affected area;</content></paragraph>
<paragraph class="fontsize10" id="y806431b1-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/g/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>recommendations to improve risk identification, reduction, and communication to landowners and units of local government;</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="y806431b4-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/h" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="h">(h) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x806431b5-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Time period.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Funding</inline>.—</heading><chapeau>For each of fiscal years 2021 through 2024—</chapeau><paragraph class="fontsize10" id="y806431b6-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/h/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>there is authorized to be appropriated to the United States Geological Survey, $25,000,000 to carry out this section;</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="y806431b9-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s3/i" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><heading class="fontsize10"><inline class="smallCaps">Derivation of Funds</inline>.—</heading><content>Funds to carry out the activities under this section shall be derived from amounts authorized to be appropriated that are enacted after the date of the enactment of this section.</content></subsection>

<section id="d97684e1217" identifier="/us/pl/116/323/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x806431ba-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t43/s3103">43 USC 3103</ref>.</p></sidenote><heading>GROUND SUBSIDENCE.</heading><content style="-uslm-lc:I658120">  As<sidenote><p class="leftAlign firstIndent0 fontsize8" id="x806431bb-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Determination.</p></sidenote> the Secretary determines to be appropriate and subject to appropriations, the Secretary, through existing programs, shall advance the identification, mapping, research, and monitoring of subsidence and groundwater resource accounting, particularly in areas affected by drought.</content></section>
<section id="d97684e1233" identifier="/us/pl/116/323/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x806458cc-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t43/s3104">43 USC 3104</ref>.</p></sidenote><heading>3D ELEVATION PROGRAM.</heading><subsection class="firstIndent0 fontsize10" id="y80667bad-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Establishment of </inline>3D<inline class="smallCaps"> Elevation Program</inline>.—</heading><paragraph class="fontsize10" id="y80667bae-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>The Secretary shall establish a program, to be known as the “3D Elevation Program”—</chapeau><subparagraph class="fontsize10" id="y80667baf-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/a/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>to provide 3D elevation data coverage for the United States;</content></subparagraph>
<subparagraph class="fontsize10" id="y80667bb0-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/a/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x80667bb1-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p></sidenote><content>to coordinate and facilitate the collection, dissemination, and use of 3D elevation data among Federal departments and agencies and non-Federal entities;</content></subparagraph>
<subparagraph class="fontsize10" id="y80667bb2-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/a/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x80667bb3-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Standards.</p><p class="leftAlign firstIndent0 fontsize8" id="x80667bb4-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Public information.</p><p class="leftAlign firstIndent0 fontsize8" id="x80667bb5-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Data.</p></sidenote><content>to produce standard, publicly accessible 3D elevation data products for the United States; and</content></subparagraph>
<subparagraph class="fontsize10" id="y80667bb6-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/a/1/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><chapeau>to promote the collection, dissemination, and use of 3D elevation data among Federal, State, local, and Tribal governments, communities, institutions of higher education, and the private sector through—</chapeau><clause class="fontsize10" id="y80667bb7-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/a/1/D/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>cooperative agreements;</content></clause>
<clause class="fontsize10" id="y80667bb8-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/a/1/D/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>the development and maintenance of spatial data infrastructure to provide quality control and deliver to the public 3D elevation data products;<page identifier="/us/stat/134/5082">134 STAT. 5082</page></content></clause>

<clause class="fontsize10" id="y80667bbe-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/a/1/D/iv" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">(iv) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x80667bbf-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Assessment.</p></sidenote><content>the identification, assessment, and adoption of emerging technologies to improve the accuracy and efficiency of the 3D Elevation Program.</content></clause>

</paragraph>
<paragraph class="fontsize10" id="y80667bc0-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Management</inline>.—</heading><subparagraph class="fontsize10" id="y80667bc1-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/a/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>The Secretary shall manage the 3D Elevation Program—</chapeau><clause class="fontsize10" id="y80667bc2-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/a/2/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>to ensure efficiency with respect to related activities of the Department of the Interior and other participating Federal departments and agencies; and</content></clause>
<clause class="fontsize10" id="y8066a2d3-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/a/2/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>to meet the needs of Department of the Interior programs, stakeholders, and the public.</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y8066a2d4-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/a/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Other federal departments and agencies</inline>.—</heading><chapeau>The head of each Federal department and agency involved in the acquisition, production, distribution, or application of 3D elevation data shall—</chapeau><clause class="fontsize10" id="y8066a2d5-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/a/2/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x8066a2d6-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p></sidenote><content>coordinate with the 3D Elevation Federal Interagency Coordinating Committee established under subsection (b) to acquire additional, enhanced 3D elevation data;</content></clause>
<clause class="fontsize10" id="y8066a2d7-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/a/2/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>submit to the Secretary a description of priority areas of interest for 3D elevation data collection for use in providing grants and cooperative agreements under subsection (d);</content></clause>
<clause class="fontsize10" id="y8066a2d8-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/a/2/B/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x8066a2d9-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Procedures.</p></sidenote><content>implement policies and procedures for data acquisition and sharing that are consistent with standards and guidelines developed under the 3D Elevation Program;</content></clause>
<clause class="fontsize10" id="y8066a2da-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/a/2/B/iv" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">(iv) </num><content>participate in, and share the results and benefits of, the 3D Elevation Program, in accordance with standards and guidelines developed under the 3D Elevation Program; and</content></clause>
<clause class="fontsize10" id="y8066a2db-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/a/2/B/v" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="v">(v) </num><chapeau>ensure that any 3D elevation data acquired with Federal grant funding—</chapeau><subclause class="fontsize10" id="y8066a2dc-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/a/2/B/v/I" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>meets 3D Elevation Program standards; and</content></subclause>
<subclause class="fontsize10" id="y8066a2dd-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/a/2/B/v/II" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">(II) </num><content>is included in the national holdings of those data.</content></subclause>

<subsection class="firstIndent0 fontsize10" id="y8066a2de-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">3D Elevation Federal Interagency Coordinating Committee</inline>.—</heading><paragraph class="fontsize10" id="y8066a2df-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x8066a2e0-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Establishment</inline>.—</heading><content>The Secretary, in coordination with the Secretary of Commerce and the Secretary of Homeland Security, shall establish an interagency coordinating committee, to be known as the “3D Elevation Federal Interagency Coordinating Committee” (referred to in this subsection as the “Committee”), to better coordinate 3D elevation data management across the Federal Government.</content></paragraph>
<paragraph class="fontsize10" id="y8066a2e1-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Membership</inline>.—</heading><chapeau>The Committee shall be composed of the following members (or their designees):</chapeau><subparagraph class="fontsize10" id="y8066a2e2-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>The Secretary, who shall serve as Chairperson of the Committee.<page identifier="/us/stat/134/5083">134 STAT. 5083</page></content></subparagraph>

<subparagraph class="fontsize10" id="y8066a2e7-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/b/2/F" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="F">(F) </num><content>The Director of the Office of Science and Technology Policy.</content></subparagraph>
<subparagraph class="fontsize10" id="y8066a2e8-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/b/2/G" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="G">(G) </num><content>The Director of the Office of Management and Budget.</content></subparagraph>

<subparagraph class="fontsize10" id="y8066a2ec-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/b/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Alaska Mapping Executive Committee;</content></subparagraph>

<subparagraph class="fontsize10" id="y8066a2fc-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/c/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Membership</inline>.—</heading><chapeau>The Subcommittee shall—</chapeau><clause class="fontsize10" id="y8066a2fd-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/c/1/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>consist of not fewer than 11 members, of whom none may be a Federal officer or employee; and</content></clause>
<clause class="fontsize10" id="y8066a2fe-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/c/1/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><chapeau>include representatives of—</chapeau><subclause class="fontsize10" id="y8066a2ff-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/c/1/B/ii/I" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>research and academic institutions;</content></subclause>
<subclause class="fontsize10" id="y8066a300-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/c/1/B/ii/II" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">(II) </num><content>industry standards development organizations;</content></subclause>
<subclause class="fontsize10" id="y8066a301-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/c/1/B/ii/III" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="III">(III) </num><content>units of State and local government; and</content></subclause>
<subclause class="fontsize10" id="y8066a302-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/c/1/B/ii/IV" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="IV">(IV) </num><content>the private sector.</content></subclause>

<paragraph class="fontsize10" id="y8066a303-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Duties</inline>.—</heading><subparagraph class="fontsize10" id="y8066a304-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/c/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">Assessment</inline>.—</heading><chapeau>The Subcommittee shall conduct an assessment of—</chapeau><clause class="fontsize10" id="y8066a305-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/c/2/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><chapeau>trends and developments in—</chapeau><subclause class="fontsize10" id="y8066a306-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/c/2/A/i/I" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>the collection, dissemination, and use of 3D elevation data; and</content></subclause>
<subclause class="fontsize10" id="y8066a307-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/c/2/A/i/II" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">(II) </num><content>science and technology relating to 3D elevation data;</content></subclause>
</clause>
<clause class="fontsize10" id="y8066a308-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/c/2/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>the effectiveness of the 3D Elevation Program in carrying out the activities described in subsection (a)(1);<page identifier="/us/stat/134/5084">134 STAT. 5084</page></content></clause>
<clause class="fontsize10" id="y8066a309-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/c/2/A/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>the need to revise or reorganize the 3D Elevation Program; and</content></clause>
<clause class="fontsize10" id="y8066a30a-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/c/2/A/iv" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">(iv) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x8066a30b-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p></sidenote><content>the management, coordination, implementation, and activities of the 3D Elevation Program.</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y8066a30c-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/c/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x8066a30d-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Time period.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Report</inline>.—</heading><chapeau>Not later than 1 year after the date of enactment of this Act, and every 2 years thereafter, the Subcommittee shall submit to the Secretary and the 3D Elevation Federal Interagency Coordinating Committee established under subsection (b) a report that includes—</chapeau><clause class="fontsize10" id="y8066a30e-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/c/2/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>the findings of the assessment under subparagraph (A); and</content></clause>
<clause class="fontsize10" id="y8066a30f-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/c/2/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x8066a310-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="x8066a311-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">tions.</p></sidenote><content>recommendations of the Subcommittee based on those findings, if any.</content></clause>

<subsection class="firstIndent0 fontsize10" id="y8066a312-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Grants and Cooperative Agreements</inline>.—</heading><paragraph class="fontsize10" id="y8066a313-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Secretary may make grants and enter into cooperative agreements with other Federal departments and agencies, units of State, local, or Tribal government, institutions of higher education, nonprofit research institutions, or other organizations to facilitate the improvement of nationwide coverage of 3D elevation data.</content></paragraph>
<paragraph class="fontsize10" id="y8066a314-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Applications</inline>.—</heading><content>To be eligible to receive a grant or enter into a cooperative agreement under this subsection, an entity described in paragraph (1) shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</content></paragraph>
<paragraph class="fontsize10" id="y8066a315-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/d/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x8066a316-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Determination.</p><p class="leftAlign firstIndent0 fontsize8" id="x8066a317-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Public information.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Terms and conditions</inline>.—</heading><content>A grant or cooperative agreement under this subsection shall be subject to such terms and conditions as the Secretary determines to be appropriate, including making data publically available and interoperable with other Federal datasets.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y8066a318-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x8066a319-e821-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Time period.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Funding</inline>.—</heading><content>For each of fiscal years 2021 through 2024, there is authorized to be appropriated to the Secretary $40,000,000 to carry out this section.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y8066a31a-e821-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/323/s5/f" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">(f) </num><heading class="fontsize10"><inline class="smallCaps">Derivation of Funds</inline>.—</heading><content>Funds to carry out the activities under this section shall be derived from amounts authorized to be appropriated to the Secretary that are enacted after the date of the enactment of this section.</content></subsection>
