<section id="d174383e94" identifier="/us/pl/116/32/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Supporting and Treating Officers In Crisis Act of 2019</shortTitle>”.</content></section>
<section id="d174383e104" identifier="/us/pl/116/32/s2" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>EXPANDING SUPPORT FOR POLICE OFFICER FAMILY SERVICES, STRESS REDUCTION, AND SUICIDE PREVENTION.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x9efc12aa-e821-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Part W of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<ref href="/us/usc/t34/s10491/etseq">34 U.S.C. 10491 et seq.</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="y9efc12ab-e821-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/32/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>in the part heading, by <amendingAction type="delete">striking</amendingAction> “<quotedText>family support</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>support for law enforcement officers and families</quotedText>”;</content></paragraph>
<paragraph class="fontsize10" id="y9efc12ac-e821-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/32/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>in section 2301 (<ref href="/us/usc/t34/s10491">34 U.S.C. 10491</ref>)—</chapeau><subparagraph class="fontsize10" id="y9efc12ad-e821-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/32/s2/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>in paragraph (2), by <amendingAction type="insert">inserting</amendingAction> “<quotedText>, including any research and reports developed under the Law Enforcement Mental Health and Wellness Act of 2017 (<ref href="/us/pl/115/113">Public Law 115–113</ref>; <ref href="/us/stat/131/2276">131 Stat. 2276</ref>)</quotedText>” after “<quotedText>interested parties</quotedText>”; and</content></subparagraph>
<subparagraph class="fontsize10" id="y9efc12ae-e821-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/32/s2/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>in paragraph (4), by <amendingAction type="insert">inserting</amendingAction> “<quotedText>, psychological services, suicide prevention,</quotedText>” after “<quotedText>stress reduction</quotedText>”;</content></subparagraph>

<paragraph class="fontsize10" id="y9efc12af-e821-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/32/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>in section 2302 (<ref href="/us/usc/t34/s10492">34 U.S.C. 10492</ref>), by <amendingAction type="insert">inserting</amendingAction> “<quotedText>and mental health services</quotedText>” after “<quotedText>family support services</quotedText>”; and</content></paragraph>
<paragraph class="fontsize10" id="y9efc12b0-e821-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/32/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><chapeau>in section 2303 (<ref href="/us/usc/t34/s10493">34 U.S.C. 10493</ref>)—</chapeau><subparagraph class="fontsize10" id="y9efc12b1-e821-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/32/s2/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><chapeau>in subsection (b)—</chapeau><clause class="fontsize10" id="y9efc12b2-e821-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/32/s2/4/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>in paragraph (1), by <amendingAction type="insert">inserting</amendingAction> “<quotedText>officers and</quotedText>” after “<quotedText>law enforcement</quotedText>”; and</content></clause>
<clause class="fontsize10" id="y9efc12b3-e821-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/32/s2/4/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>by <amendingAction type="amend">amending</amendingAction> paragraph (4) to read as follows:<quotedContent><paragraph class="indentDown2 fontsize10" id="y9efc12b4-e821-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><content>Evidence-based programs to reduce stress, prevent suicide, and promote mental health.”</content></paragraph>

<paragraph class="indentDown2 fontsize10" id="y9efc39cb-e821-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="11">“(11) </num><content>Technical assistance and training to support any or all of the services described in paragraphs (1) through (10).”</content></paragraph>

<section id="d174383e275" identifier="/us/pl/116/32/s3" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>REAUTHORIZING GRANT PROGRAMS FOR SUPPORTING LAW ENFORCEMENT OFFICERS AND FAMILIES.</heading><content class="firstIndent0 fontsize10" id="x9efc39cc-e821-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Section 1001(a)(21) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<ref href="/us/usc/t34/s10261/a/21">34 U.S.C. 10261(a)(21)</ref>) <amendingAction type="amend">is amended</amendingAction> to read as follows:<quotedContent><paragraph class="indentUp0 firstIndent0 fontsize10" id="y9efc39cd-e821-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="21">“(21) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x9efc39ce-e821-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Appropriations authorization.</p></sidenote><content>There are authorized to be appropriated to carry out part W, $7,500,000 for each of fiscal years 2020 through 2024.”</content></paragraph>
