<section id="d101795e92" identifier="/us/pl/116/286/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">1921 Silver Dollar Coin Anniversary Act</shortTitle>”.</content></section>
<section id="d101795e102" identifier="/us/pl/116/286/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xe38965fd-e822-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  The Congress finds that following:</chapeau><paragraph class="fontsize10" id="ye38965fe-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s2/1" role="instruction" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>In December 1921, the Peace silver dollar was approved by Treasury Secretary Andrew Mellon, <amendingAction type="substitute">replacing</amendingAction> the Morgan silver dollar and commemorating the declaration of peace between the United States and the Imperial German government.</content></paragraph>
<paragraph class="fontsize10" id="ye38965ff-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>The Peace silver dollar was minted in Philadelphia, Denver and San Francisco. The Morgan silver dollar was minted at Philadelphia, Denver, San Francisco, Carson City, and New Orleans.</content></paragraph>
<paragraph class="fontsize10" id="ye3896600-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>The Peace silver dollar was designed by Anthony de Francisci with the Goddess of Liberty on the obverse and a bald eagle clutching the olive branch (a symbol of peace) on the reverse. The Peace silver dollars were minted between 1921 to 1935.</content></paragraph>
<paragraph class="fontsize10" id="ye3896601-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>The Morgan silver dollar was designed by George T. Morgan and was minted from 1878 to 1904, and again in 1921. The obverse depicts a profile portrait of Lady Liberty and on the reverse, a heraldic eagle.</content></paragraph>
<paragraph class="fontsize10" id="ye3896602-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s2/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>The conversion from the Morgan silver dollar to the Peace silver dollar design in 1921 reflected a pivotal moment in American history. The Morgan silver dollar represents the country’s westward expansion and industrial development in the late 19th century. The Peace silver dollar symbolizes the country’s coming of age as an international power while recognizing the sacrifices made by her citizens in World War I and celebrating the victory and peace that ensued.</content></paragraph>
<paragraph class="fontsize10" id="ye3896603-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s2/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>These iconic silver dollars with vastly different representations of Lady Liberty and the American Eagle, reflect a changing of the guard in 1921 in the United States and therefore on the 100th anniversary must begin to be minted again to commemorate this significant evolution of American freedom.<page identifier="/us/stat/134/4880">134 STAT. 4880</page></content></paragraph>

<section id="d101795e147" identifier="/us/pl/116/286/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>COIN SPECIFICATIONS.</heading><subsection class="firstIndent0 fontsize10" id="ye3898d14-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">$1 Silver Coins</inline>.—</heading><chapeau>The Secretary of the Treasury (hereafter in this Act referred to as the “Secretary”) shall mint and issue $1 coins in recognition of the 100th anniversary of completion of coinage of the Morgan dollar and the 100th anniversary of commencement of coinage of the Peace dollar, each of which shall—</chapeau><paragraph class="fontsize10" id="ye3898d15-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s3/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>weigh 26.73 grams;</content></paragraph>
<paragraph class="fontsize10" id="ye3898d16-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s3/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>have a diameter of 1.500 inches;</content></paragraph>
<paragraph class="fontsize10" id="ye3898d17-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s3/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>contain not less than 90 percent silver; and</content></paragraph>
<paragraph class="fontsize10" id="ye3898d18-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s3/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>have a reeded edge.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ye3898d19-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Legal Tender</inline>.—</heading><content>The coins minted under this Act shall be legal tender, as provided in <ref href="/us/usc/t31/s5103">section 5103 of title 31, United States Code</ref>.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ye3898d1a-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s3/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Numismatic Items</inline>.—</heading><content>For purposes of sections 5134 and 5136 of <ref href="/us/usc/t31">title 31, United States Code</ref>, all coins minted under this Act shall be considered to be numismatic items.</content></subsection>

<section id="d101795e208" identifier="/us/pl/116/286/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>DESIGN OF COINS.</heading><subsection class="firstIndent0 fontsize10" id="ye38a024b-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Design Requirements</inline>.—</heading><paragraph class="fontsize10" id="ye38a024c-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s4/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>The designs of the coins minted under this Act shall honor either the Morgan dollar or the Peace dollar, as follows—</chapeau><subparagraph class="fontsize10" id="ye38a024d-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s4/a/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">Morgan dollar</inline>.—</heading><content>The coins honoring the 100th anniversary of completion of coinage of the Morgan dollar shall have an obverse design and a reverse design that are renditions of the designs historically used on the obverse and reverse of the Morgan dollar.</content></subparagraph>
<subparagraph class="fontsize10" id="ye38a024e-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s4/a/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Peace dollar</inline>.—</heading><content>The coins honoring the 100th anniversary of commencement of coinage of the Peace dollar shall have an obverse design and a reverse design that are renditions of the designs historically used on the obverse and reverse of the Peace dollar.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ye38a024f-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s4/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Designation and inscriptions</inline>.—</heading><chapeau>On each coin minted under this Act, there shall be—</chapeau><subparagraph class="fontsize10" id="ye38a0250-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s4/a/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>a designation of the value of the coin;</content></subparagraph>
<subparagraph class="fontsize10" id="ye38a0251-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s4/a/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>an inscription of the year of minting or issuance; and</content></subparagraph>
<subparagraph class="fontsize10" id="ye38a0252-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s4/a/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>inscriptions of the words “Liberty”, “In God We Trust”, “United States of America”, and “E Pluribus Unum”.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ye38a0253-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Selection</inline>.—</heading><chapeau>The design for the coins minted under this Act shall be—</chapeau><paragraph class="fontsize10" id="ye38a0254-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s4/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe38a0255-e822-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Consultation.</p></sidenote><content>selected by the Secretary after consultation with the Commission of Fine Arts; and</content></paragraph>
<paragraph class="fontsize10" id="ye38a0256-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s4/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe38a0257-e822-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Review.</p></sidenote><content>reviewed by the Citizens Coinage Advisory Committee.</content></paragraph>
</subsection>
</section>
<section id="d101795e297" identifier="/us/pl/116/286/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe38a0258-e822-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Effective date.</p></sidenote><heading>ISSUANCE OF COINS.</heading><content style="-uslm-lc:I658120">  The Secretary may issue coins minted under this Act beginning on January 1, 2021.</content></section>
<section id="d101795e307" identifier="/us/pl/116/286/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><heading>SALE OF COINS.</heading><subsection class="firstIndent0 fontsize10" id="ye38a2969-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s6/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Sale Price</inline>.—</heading><chapeau>The coins issued under this Act shall be sold by the Secretary at a price equal to the sum of—</chapeau><paragraph class="fontsize10" id="ye38a296a-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s6/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the face value of the coins; and</content></paragraph>
<paragraph class="fontsize10" id="ye38a296b-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s6/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the cost of designing and issuing the coins (including labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping).<page identifier="/us/stat/134/4881">134 STAT. 4881</page></content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ye38a296c-e822-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/286/s6/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Bulk Sales</inline>.—</heading><content>The Secretary may make bulk sales of the coins issued under this Act at a reasonable discount.</content></subsection>

<section id="d101795e343" identifier="/us/pl/116/286/s7" style="-uslm-lc:I658141"><num class="fontsize12" value="7">SEC. 7. </num><heading>FINANCIAL ASSURANCES.</heading><content style="-uslm-lc:I658120">  The Secretary of the Treasury shall take such actions as may be necessary to ensure that the minting and issuing of coins under the Act will not result in any net cost to the United States Government.</content></section>
<section id="d101795e350" identifier="/us/pl/116/286/s8" style="-uslm-lc:I658141"><num class="fontsize12" value="8">SEC. 8. </num><heading>DETERMINATION OF BUDGETARY EFFECTS.</heading><content style="-uslm-lc:I658120">  The budgetary effects of this Act, for the purpose of complying with the Statutory Pay-As-You-Go Act of 2010, shall be determined by reference to the latest statement titled “Budgetary Effects of PAYGO Legislation” for this Act, submitted for printing in the Congressional Record by the Chairman of the House Budget Committee, provided that such statement has been submitted prior to the vote on passage.</content></section>
