<section id="d103347e92" identifier="/us/pl/116/269/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Secret Service Overtime Pay Extension Act</shortTitle>”.</content></section>
<section id="d103347e102" identifier="/us/pl/116/269/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>EXTENSION OF OVERTIME PAY EXCEPTION THROUGH 2023 FOR PROTECTIVE SERVICES.</heading><subsection class="firstIndent0 fontsize10" id="y961baa56-e823-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/269/s2/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>Section 2 of the Overtime Pay for Protective Services Act of 2016 (<ref href="/us/usc/t5/s5547">5 U.S.C. 5547 note</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="y961baa57-e823-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/269/s2/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>in the section heading, by <amendingAction type="delete">striking</amendingAction> “<quotedText>2020</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>2023</quotedText>”;</content></paragraph>
<paragraph class="fontsize10" id="y961baa58-e823-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/269/s2/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>in subsection (a), by <amendingAction type="delete">striking</amendingAction> “<quotedText>during 2016, 2017, 2018, 2019, or 2020</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>during any of calendar years 2016 through 2023</quotedText>”; and</content></paragraph>
<paragraph class="fontsize10" id="y961baa59-e823-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/269/s2/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><chapeau>in subsection (b)(1)—</chapeau><subparagraph class="fontsize10" id="y961baa5a-e823-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/269/s2/a/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>by <amendingAction type="insert">inserting</amendingAction> “<quotedText>for a given calendar year</quotedText>” after “<quotedText>for premium pay</quotedText>”; and</content></subparagraph>
<subparagraph class="fontsize10" id="y961baa5b-e823-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/269/s2/a/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>by <amendingAction type="delete">striking</amendingAction> “<quotedText>during 2016, 2017, 2018, 2019, and 2020</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>during each of calendar years 2016 through 2023</quotedText>”.</content></subparagraph>

</subsection>
<subsection class="firstIndent0 fontsize10" id="y961baa5c-e823-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/269/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Reports</inline>.—</heading><paragraph class="fontsize10" id="y961baa5d-e823-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/269/s2/b/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Definition</inline>.—</heading><content>In this subsection, the term “<term>appropriate committees of Congress</term>” means the Committee on Appropriations, the Committee on Homeland Security and Governmental Affairs, and the Committee on the Judiciary of the Senate and the Committee on Appropriations, the Committee on Oversight and Reform, and the Committee on the Judiciary of the House of Representatives.</content></paragraph>
<paragraph class="fontsize10" id="y961baa5e-e823-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/269/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Report on extensions</inline>.—</heading><content>Not later than January 30 of each of calendar years 2021, 2022, and 2023, the Director of the United States Secret Service shall submit to the appropriate committees of Congress a report on the effects of the amendments made by subsection (a) and the amendments made by section 2(a) of the Secret Service Overtime Pay Extension Act (<ref href="/us/pl/115/383">Public Law 115–383</ref>; <ref href="/us/stat/132/5121">132 Stat. 5121</ref>), which shall include, with respect to the previous calendar year, the information described under paragraphs (1) through (7) of section 2(c) of the Secret Service Recruitment and Retention Act of 2018 (<ref href="/us/pl/115/160">Public Law 115–160</ref>; <ref href="/us/stat/132/1246">132 Stat. 1246</ref>).<page identifier="/us/stat/134/3324">134 STAT. 3324</page></content></paragraph>
<paragraph class="fontsize10" id="y961baa5f-e823-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/269/s2/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Open recommendations</inline>.—</heading><content>Not later than 60 days after the date of enactment of this Act, the Director of the United States Secret Service shall submit to the appropriate committees of Congress a report discussing the progress of the United States Secret Service in implementing each recommendation of the Government Accountability Office to the United States Secret Service that has not been designated as closed by the Comptroller General of the United States.</content></paragraph>
<paragraph class="fontsize10" id="y961baa60-e823-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/269/s2/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Protective mission panel</inline>.—</heading><content>Not later than 1 year after the date of enactment of this Act, the Comptroller General of the United States shall submit to the appropriate committees of Congress a report on the extent of the progress made by the United States Secret Service in implementing the recommendations of the United States Secret Service Protective Mission Panel, including in particular those items pertaining to training and personnel enumerated in the Executive Summary to Report from the United States Secret Service Protective Mission Panel to the Secretary of Homeland Security dated December 15, 2014.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y961baa61-e823-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/269/s2/c" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Repeal of Superseded Reporting Requirement</inline>.—</heading><content>Section 2(b) of the Secret Service Overtime Pay Extension Act (<ref href="/us/pl/115/383">Public Law 115–383</ref>; <ref href="/us/stat/132/5121">132 Stat. 5121</ref>) is <amendingAction type="repeal">repealed</amendingAction>.</content></subsection>
