<section id="d104333e102" identifier="/us/pl/116/256/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Route 66 Centennial Commission Act</shortTitle>”.</content></section>
<section id="d104333e112" identifier="/us/pl/116/256/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x2c7e80e3-e824-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Congress finds that—</chapeau><paragraph class="fontsize10" id="y2c7e80e4-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>Route 66 was the first all-weather highway in the United States connecting the Midwest to California, and has played a major role in the history of the United States;</content></paragraph>
<paragraph class="fontsize10" id="y2c7e80e5-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>Route 66 has become a symbol of the heritage of travel and the legacy of seeking a better life shared by the people of the United States, and has been enshrined in the popular culture of the United States; and</content></paragraph>
<paragraph class="fontsize10" id="y2c7e80e6-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>the year 2026 will be the centennial anniversary of Route 66, and a commission should be established to study and recommend in a report to Congress activities that are fitting and proper to celebrate that anniversary in a manner that appropriately honors the Mother Road of the United States.</content></paragraph>
</section>
<section id="d104333e134" identifier="/us/pl/116/256/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>ESTABLISHMENT.</heading><content style="-uslm-lc:I658120">  There is established a commission to be known as the “Route 66 Centennial Commission” (referred to in this Act as the “Commission”).</content></section>
<section id="d104333e142" identifier="/us/pl/116/256/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>DUTIES.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x2c7ecf07-e824-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  The Commission shall—</chapeau><paragraph class="fontsize10" id="y2c7ecf08-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s4/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x2c7ecf09-e824-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Determination.</p></sidenote><chapeau>study activities that may be carried out by the Federal Government to determine whether the activities are fitting and proper to honor Route 66 on the occasion of the centennial anniversary of Route 66, including activities such as—</chapeau><subparagraph class="fontsize10" id="y2c7ecf0a-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s4/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the issuance of commemorative coins, medals, certificates of recognition, and postage stamps;</content></subparagraph>
<subparagraph class="fontsize10" id="y2c7ecf0b-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s4/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>ceremonies and celebrations commemorating specific events; and</content></subparagraph>
<subparagraph class="fontsize10" id="y2c7ecf0c-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s4/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>the production, publication, and distribution of books, pamphlets, films, electronic publications, and other educational materials; and</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y2c7ecf0d-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s4/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x2c7ecf0e-e824-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="x2c7ecf0f-e824-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">tions.</p></sidenote><chapeau>recommend to Congress—</chapeau><page identifier="/us/stat/134/1143">134 STAT. 1143</page>
<subparagraph class="fontsize10" id="y2c7ecf10-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s4/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the activities that the Commission considers most fitting and proper to honor Route 66 on the occasion described in paragraph (1); and</content></subparagraph>
<subparagraph class="fontsize10" id="y2c7ecf11-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s4/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>1 or more entities in the Federal Government that the Commission considers most appropriate to carry out those activities.</content></subparagraph>
</paragraph>
</section>
<section id="d104333e195" identifier="/us/pl/116/256/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>MEMBERSHIP.</heading><subsection class="firstIndent0 fontsize10" id="y2c7fb972-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Number and Appointment</inline>.—</heading><chapeau>The Commission shall be composed of 15 members appointed as follows:</chapeau><paragraph class="fontsize10" id="y2c7fb973-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>3 members, each of whom shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Secretary of Transportation.</content></paragraph>
<paragraph class="fontsize10" id="y2c7fb974-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Governor of Illinois.</content></paragraph>
<paragraph class="fontsize10" id="y2c7fb975-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Governor of Missouri.</content></paragraph>
<paragraph class="fontsize10" id="y2c7fb976-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Governor of Kansas.</content></paragraph>
<paragraph class="fontsize10" id="y2c7fb977-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/a/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Governor of Oklahoma.</content></paragraph>
<paragraph class="fontsize10" id="y2c7fb978-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/a/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Governor of Texas.</content></paragraph>
<paragraph class="fontsize10" id="y2c7fb979-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/a/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Governor of New Mexico.</content></paragraph>
<paragraph class="fontsize10" id="y2c7fb97a-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/a/8" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><content>1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Governor of Arizona.</content></paragraph>
<paragraph class="fontsize10" id="y2c7fb97b-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/a/9" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="9">(9) </num><content>1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Governor of California.</content></paragraph>
<paragraph class="fontsize10" id="y2c7fb97c-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/a/10" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="10">(10) </num><content>1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Speaker of the House of Representatives.</content></paragraph>
<paragraph class="fontsize10" id="y2c7fb97d-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/a/11" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="11">(11) </num><content>1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Minority Leader of the House of Representatives.</content></paragraph>
<paragraph class="fontsize10" id="y2c7fb97e-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/a/12" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="12">(12) </num><content>1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Majority Leader of the Senate.</content></paragraph>
<paragraph class="fontsize10" id="y2c7fb97f-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/a/13" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="13">(13) </num><content>1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Minority Leader of the Senate.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y2c7fb980-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Eligible Individual</inline>.—</heading><chapeau>An eligible individual referred to in subsection (a) is an individual with—</chapeau><paragraph class="fontsize10" id="y2c7fb981-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>a demonstrated dedication to educating others about the importance of historical figures and events; and</content></paragraph>
<paragraph class="fontsize10" id="y2c7fb982-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>substantial knowledge and appreciation of Route 66.<page identifier="/us/stat/134/1144">134 STAT. 1144</page></content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y2c7fb983-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Time of Appointment</inline>.—</heading><content>Each initial appointment of a member of the Commission shall be made before the expiration of the 120-day period beginning on the date of enactment of this Act.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y2c7fb984-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Terms</inline>.—</heading><content>Each member shall be appointed for the life of the Commission.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y2c7fb985-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Vacancies</inline>.—</heading><content>A vacancy in the Commission shall not affect the powers of the Commission but shall be filled in the manner in which the original appointment was made.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y2c7fb986-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/f" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">(f) </num><heading class="fontsize10"><inline class="smallCaps">Basic Pay</inline>.—</heading><content>Members shall serve on the Commission without pay.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y2c7fb987-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/g" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="g">(g) </num><heading class="fontsize10"><inline class="smallCaps">Travel Expenses</inline>.—</heading><content>Each member shall receive travel expenses, including per diem in lieu of subsistence, in accordance with sections 5702 and 5703 of <ref href="/us/usc/t5">title 5, United States Code</ref>.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y2c7fe098-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/h" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="h">(h) </num><heading class="fontsize10"><inline class="smallCaps">Quorum</inline>.—</heading><content>7 members of the Commission shall constitute a quorum, but a lesser number may hold hearings.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y2c7fe099-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/i" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><heading class="fontsize10"><inline class="smallCaps">Chair and Vice Chair</inline>.—</heading><content>The Commission shall select a Chair and Vice Chair from among the members of the Commission.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y2c7fe09a-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s5/j" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="j">(j) </num><heading class="fontsize10"><inline class="smallCaps">Meetings</inline>.—</heading><content>The Commission shall meet at the call of the Chair.</content></subsection>
</section>
<section id="d104333e375" identifier="/us/pl/116/256/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><heading>DIRECTOR AND STAFF.</heading><subsection class="firstIndent0 fontsize10" id="y2c802ebb-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s6/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Director</inline>.—</heading><content>The Commission may appoint and fix the pay of a Director and such additional personnel as the Commission considers to be appropriate.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y2c802ebc-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s6/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Applicability of Certain Civil Service Laws</inline>.—</heading><paragraph class="fontsize10" id="y2c802ebd-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s6/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Director</inline>.—</heading><chapeau>The Director of the Commission shall—</chapeau><subparagraph class="fontsize10" id="y2c802ebe-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s6/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>be appointed without regard to the provisions of <ref href="/us/usc/t5">title 5, United States Code</ref>, governing appointments in the competitive service; and</content></subparagraph>
<subparagraph class="fontsize10" id="y2c802ebf-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s6/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>be paid without regard to the provisions of chapter 51 and <ref href="/us/usc/t5/ch53/schIII">subchapter III of chapter 53 of title 5, United States Code</ref>, relating to classification and General Schedule pay rates, except that the rate of pay for the Director may not exceed the rate payable for level IV of the Executive Schedule under section 5315 of that title.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y2c802ec0-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s6/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Staff</inline>.—</heading><chapeau>The staff of the Commission shall—</chapeau><subparagraph class="fontsize10" id="y2c802ec1-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s6/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>be appointed without regard to the provisions of <ref href="/us/usc/t5">title 5, United States Code</ref>, governing appointments in the competitive service; and</content></subparagraph>
<subparagraph class="fontsize10" id="y2c802ec2-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s6/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>be paid without regard to the provisions of chapter 51 and <ref href="/us/usc/t5/ch53/schIII">subchapter III of chapter 53 of title 5, United States Code</ref>, relating to classification and General Schedule pay rates.</content></subparagraph>

</subsection>
<subsection class="firstIndent0 fontsize10" id="y2c802ec3-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s6/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Source of Compensation</inline>.—</heading><chapeau>In accordance with section 10—</chapeau><paragraph class="fontsize10" id="y2c802ec4-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s6/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>no Federal funds may be expended to compensate a Director or staff member of the Commission under this section; and</content></paragraph>
<paragraph class="fontsize10" id="y2c802ec5-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s6/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>any compensation paid to a Director or any staff of the Commission appointed under this section shall be derived solely from donated funds.</content></paragraph>

<section id="d104333e470" identifier="/us/pl/116/256/s7" style="-uslm-lc:I658141"><num class="fontsize12" value="7">SEC. 7. </num><heading>POWERS.</heading><subsection class="firstIndent0 fontsize10" id="y2c80cb06-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s7/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Hearings and Sessions</inline>.—</heading><content>The Commission may hold such hearings, sit and act at such times and places, take such testimony, and receive such evidence as the Commission considers to be appropriate to carry out this Act.<page identifier="/us/stat/134/1145">134 STAT. 1145</page></content></subsection>
<subsection class="firstIndent0 fontsize10" id="y2c80cb07-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s7/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Powers of Members and Agents</inline>.—</heading><content>Any member or agent of the Commission may, if authorized by the Commission, take any action that the Commission is authorized to take under this Act.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y2c80cb08-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s7/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Mails</inline>.—</heading><content>The Commission may use the United States mails in the same manner and under the same conditions as other Federal departments and agencies.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y2c80cb09-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s7/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x2c80cb0a-e824-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Reimbursement.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Administrative Support Services</inline>.—</heading><paragraph class="fontsize10" id="y2c80cb0b-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s7/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>On the request of the Commission, the Administrator of General Services shall provide to the Commission, on a reimbursable basis, the administrative support services necessary for the Commission to carry out this Act.</content></paragraph>
<paragraph class="fontsize10" id="y2c80cb0c-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s7/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Detailees</inline>.—</heading><subparagraph class="fontsize10" id="y2c80cb0d-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s7/d/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">Federal employees</inline>.—</heading><clause class="fontsize10" id="y2c80cb0e-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s7/d/2/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>At the request of the Commission, the head of any Federal agency or department may detail to the Commission, on a reimbursable or nonreimbursable basis, any employee of the agency or department.</content></clause>
<clause class="fontsize10" id="y2c80cb0f-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s7/d/2/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><heading class="fontsize10"><inline class="smallCaps">Civil service status</inline>.—</heading><content>The detail of an employee under clause (i) shall be without interruption or loss of civil service status or privilege.</content></clause>
<clause class="fontsize10" id="y2c80cb10-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s7/d/2/A/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><heading class="fontsize10"><inline class="smallCaps">No additional compensation</inline>.—</heading><content>A Federal employee who is detailed to the Commission under this subparagraph may not receive any additional pay, allowances, benefits, or other compensation by reason of the detail of the employee to the Commission or any services performed by the employee for the Commission.</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y2c80cb11-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s7/d/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">State employees</inline>.—</heading><chapeau>The Commission may—</chapeau><clause class="fontsize10" id="y2c80cb12-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s7/d/2/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>accept the services of personnel detailed from a State; and</content></clause>
<clause class="fontsize10" id="y2c80cb13-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s7/d/2/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>reimburse the State for the services of the detailed personnel.</content></clause>

</subsection>
<subsection class="firstIndent0 fontsize10" id="y2c80cb14-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s7/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Volunteer and Uncompensated Services</inline>.—</heading><content>Notwithstanding <ref href="/us/usc/t31/s1342">section 1342 of title 31, United States Code</ref>, the Commission may accept and use such voluntary and uncompensated services as the Commission determines to be necessary.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y2c80cb15-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s7/f" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">(f) </num><heading class="fontsize10"><inline class="smallCaps">Gifts</inline>.—</heading><content>The Commission may accept, use, and dispose of gifts, grants, bequests, or devises of money, services, or property from any public or private source for the purpose of covering the costs incurred by the Commission in carrying out this Act.</content></subsection>

<section id="d104333e610" identifier="/us/pl/116/256/s8" style="-uslm-lc:I658141"><num class="fontsize12" value="8">SEC. 8. </num><heading>REPORTS.</heading><subsection class="firstIndent0 fontsize10" id="y2c80f226-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s8/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Interim Reports</inline>.—</heading><content>The Commission may submit to Congress such interim reports as the Commission considers to be appropriate.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y2c80f227-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s8/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Final Report</inline>.—</heading><chapeau>Not later than 2 years after the date on which all members of the Commission are appointed, the Commission shall submit to Congress a final report containing—</chapeau><paragraph class="fontsize10" id="y2c80f228-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s8/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>a detailed statement of the findings and conclusions of the Commission;</content></paragraph>
<paragraph class="fontsize10" id="y2c80f229-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s8/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x2c80f22a-e824-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="x2c80f22b-e824-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">tions.</p></sidenote><content>the recommendations of the Commission; and</content></paragraph>
<paragraph class="fontsize10" id="y2c80f22c-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s8/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>any other information that the Commission considers to be appropriate.</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="y2c81193e-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/256/s10/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">No Additional Funds Authorized</inline>.—</heading><content>No additional funds are authorized to be appropriated to carry out this Act.</content></subsection>
