<section id="d104558e94" identifier="/us/pl/116/254/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">DHS Opioid Detection Resilience Act of 2019</shortTitle>”.</content></section>
<section id="d104558e104" identifier="/us/pl/116/254/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x3c2bb840-e824-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading>STRATEGY TO ENSURE DETECTION OF ALL OPIOID PURITY LEVELS AT PORTS OF ENTRY.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x3c2bdf51-e824-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Not later than 180 days after the date of the enactment of this section, the Commissioner of U.S. Customs and Border Protection (CBP) shall—</chapeau><paragraph class="fontsize10" id="y3c2bdf52-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/254/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>implement a strategy to ensure deployed chemical screening devices are able to identify in an operational environment narcotics at purity levels less than or equal to 10 percent, or provide ports of entry with an alternate method for identifying narcotics at lower purity levels; and</content></paragraph>
<paragraph class="fontsize10" id="y3c2bdf53-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/254/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x3c2bdf54-e824-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Testing.</p></sidenote><content>require testing of any new chemical screening devices to understand the abilities and limitations of such devices relating to identifying narcotics at various purity levels before CBP commits to the acquisition of such devices.</content></paragraph>

<section id="d104558e127" identifier="/us/pl/116/254/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x3c2bdf55-e824-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="x3c2bdf56-e824-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Data.</p></sidenote><heading>PLAN TO ENSURE OPIOID DETECTION EQUIPMENT RESILIENCY.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x3c2c0667-e824-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Not later than 180 days after the date of the enactment of this section, the Secretary of Homeland Security shall implement a plan for the long-term development of a centralized spectral database for chemical screening devices. Such plan shall address the following:</chapeau><paragraph class="fontsize10" id="y3c2c0668-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/254/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>How newly identified spectra will be collected, stored, and distributed to such devices in their operational environment, including at ports of entry.<page identifier="/us/stat/134/1138">134 STAT. 1138</page></content></paragraph>
<paragraph class="fontsize10" id="y3c2c0669-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/254/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>Identification of parties responsible for updates and maintenance of such database.</content></paragraph>
