<section id="d105053e102" identifier="/us/pl/116/247/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">National Purple Heart Hall of Honor Commemorative Coin Act</shortTitle>”.</content></section>
<section id="d105053e112" identifier="/us/pl/116/247/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x798ff6f5-e824-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  The Congress finds the following:</chapeau><paragraph class="fontsize10" id="y798ff6f6-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>The National Purple Heart Hall of Honor’s mission is—</chapeau><subparagraph class="fontsize10" id="y798ff6f7-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s2/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>to commemorate the extraordinary sacrifice of America’s servicemen and servicewomen who were killed or wounded by enemy action; and</content></subparagraph>
<subparagraph class="fontsize10" id="y798ff6f8-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s2/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>to collect and preserve the stories of Purple Heart recipients from all branches of service and across generations to ensure that all recipients are represented.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y798ff6f9-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>The National Purple Heart Hall of Honor first opened its doors on November 10, 2006, in New Windsor, NY.</content></paragraph>
<paragraph class="fontsize10" id="y798ff6fa-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>The National Purple Heart Hall of Honor is co-located with the New Windsor Cantonment State Historic Site.</content></paragraph>
<paragraph class="fontsize10" id="y798ff6fb-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>The National Purple Heart Hall of Honor is the first to recognize the estimated 1.8 million U.S. servicemembers wounded or killed in action representing recipients from the Civil War to the present day, serving as a living memorial to their sacrifice by sharing their stories through interviews, exhibits and the Roll of Honor, an interactive computer database of each recipient enrolled.</content></paragraph>
</section>
<section id="d105053e149" identifier="/us/pl/116/247/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>COIN SPECIFICATIONS.</heading><subsection class="firstIndent0 fontsize10" id="y7990933c-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Denominations</inline>.—</heading><chapeau>The Secretary of the Treasury (hereafter in this Act referred to as the “Secretary”) shall mint and issue the following coins:</chapeau><paragraph class="fontsize10" id="y7990933d-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s3/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10 smallCaps">$5 gold coins<inline class="noSmallCaps">.—</inline></heading><chapeau>Not more than 50,000 $5 coins, which shall—</chapeau><subparagraph class="fontsize10" id="y7990933e-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s3/a/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>weigh 8.359 grams;</content></subparagraph>
<subparagraph class="fontsize10" id="y7990933f-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s3/a/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>have a diameter of 0.850 inches; and</content></subparagraph>
<subparagraph class="fontsize10" id="y79909340-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s3/a/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>contain 90 percent gold and 10 percent alloy.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y79909341-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s3/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10 smallCaps">$1 silver coins<inline class="noSmallCaps">.—</inline></heading><chapeau>Not more than 400,000 $1 coins, which shall—</chapeau><subparagraph class="fontsize10" id="y79909342-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s3/a/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>weigh 26.73 grams;</content></subparagraph>
<subparagraph class="fontsize10" id="y79909343-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s3/a/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>have a diameter of 1.500 inches; and<page identifier="/us/stat/134/1121">134 STAT. 1121</page></content></subparagraph>
<subparagraph class="fontsize10" id="y79909344-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s3/a/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>contain not less than 90 percent silver.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y79909345-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s3/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Half-dollar clad coins</inline>.—</heading><chapeau>Not more than 750,000 half-dollar coins which shall—</chapeau><subparagraph class="fontsize10" id="y79909346-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s3/a/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>weigh 11.34 grams;</content></subparagraph>
<subparagraph class="fontsize10" id="y79909347-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s3/a/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>have a diameter of 1.205 inches; and</content></subparagraph>
<subparagraph class="fontsize10" id="y79909348-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s3/a/3/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>be minted to the specifications for half-dollar coins contained in <ref href="/us/usc/t31/s5112/b">section 5112(b) of title 31, United States Code</ref>.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y79909349-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Legal Tender</inline>.—</heading><content>The coins minted under this Act shall be legal tender, as provided in <ref href="/us/usc/t31/s5103">section 5103 of title 31, United States Code</ref>.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y7990934a-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s3/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Numismatic Items</inline>.—</heading><content>For purposes of <ref href="/us/usc/t31/s5134">section 5134 of title 31, United States Code</ref>, all coins minted under this Act shall be considered to be numismatic items.</content></subsection>

<section id="d105053e269" identifier="/us/pl/116/247/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>DESIGNS OF COINS.</heading><subsection class="firstIndent0 fontsize10" id="y7990e16b-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Designs Requirements</inline>.—</heading><paragraph class="fontsize10" id="y7990e16c-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s4/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The designs of the coins minted under this Act shall be emblematic of the National Purple Heart Hall of Honor.</content></paragraph>
<paragraph class="fontsize10" id="y7990e16d-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s4/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Designation and inscriptions</inline>.—</heading><chapeau>On each coin minted under this Act there shall be—</chapeau><subparagraph class="fontsize10" id="y7990e16e-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s4/a/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>a designation of the value of the coin;</content></subparagraph>
<subparagraph class="fontsize10" id="y7990e16f-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s4/a/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>an inscription of the year “2022”; and</content></subparagraph>
<subparagraph class="fontsize10" id="y7990e170-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s4/a/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>inscriptions of the words “Liberty”, “In God We Trust”, “United States of America”, and “E Pluribus Unum”.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y7990e171-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Selection</inline>.—</heading><chapeau>The design for the coins minted under this Act shall be—</chapeau><paragraph class="fontsize10" id="y7990e172-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s4/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7990e173-e824-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Consultation.</p></sidenote><content>selected by the Secretary after consultation with the Commission of Fine Arts and the National Purple Heart Honor Mission, Inc.; and</content></paragraph>
<paragraph class="fontsize10" id="y7990e174-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s4/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7990e175-e824-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Review.</p></sidenote><content>reviewed by the Citizens Coinage Advisory Committee.</content></paragraph>
</subsection>

<section id="d105053e340" identifier="/us/pl/116/247/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>ISSUANCE OF COINS.</heading><subsection class="firstIndent0 fontsize10" id="y79910886-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Quality of Coins</inline>.—</heading><content>Coins minted under this Act shall be issued in uncirculated and proof qualities.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y79910887-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Mint Facility</inline>.—</heading><paragraph class="fontsize10" id="y79910888-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s5/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Only 1 facility of the United States Mint may be used to strike any particular quality of the coins minted under this Act.</content></paragraph>
<paragraph class="fontsize10" id="y79910889-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s5/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Use of the united states mint at west point, new york</inline>.—</heading><content>It is the sense of Congress that the coins minted under this Act should be struck at the United States Mint at West Point, New York, to the greatest extent possible.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y7991088a-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s5/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Period for Issuance</inline>.—</heading><content>The Secretary may issue coins minted under this Act only during the 1-year period beginning on January 1, 2022.</content></subsection>

<section id="d105053e389" identifier="/us/pl/116/247/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><heading>SALE OF COINS.</heading><subsection class="firstIndent0 fontsize10" id="y799156ab-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s6/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Sale Price</inline>.—</heading><chapeau>The coins issued under this Act shall be sold by the Secretary at a price equal to the sum of—</chapeau><paragraph class="fontsize10" id="y799156ac-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s6/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the face value of the coins;</content></paragraph>
<paragraph class="fontsize10" id="y799156ad-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s6/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the surcharge provided in section 7(a) with respect to such coins; and</content></paragraph>
<paragraph class="fontsize10" id="y799156ae-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s6/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>the cost of designing and issuing the coins (including labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping).<page identifier="/us/stat/134/1122">134 STAT. 1122</page></content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y799156af-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s6/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Bulk Sales</inline>.—</heading><content>The Secretary shall make bulk sales of the coins issued under this Act at a reasonable discount.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y799156b0-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s6/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Prepaid Orders</inline>.—</heading><paragraph class="fontsize10" id="y799156b1-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s6/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Secretary shall accept prepaid orders for the coins minted under this Act before the issuance of such coins.</content></paragraph>
<paragraph class="fontsize10" id="y799156b2-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s6/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Discount</inline>.—</heading><content>Sale prices with respect to prepaid orders under paragraph (1) shall be at a reasonable discount.</content></paragraph>

<section id="d105053e456" identifier="/us/pl/116/247/s7" style="-uslm-lc:I658141"><num class="fontsize12" value="7">SEC. 7. </num><heading>SURCHARGES.</heading><subsection class="firstIndent0 fontsize10" id="y7991a4d3-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s7/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>All sales of coins issued under this Act shall include a surcharge of—</chapeau><paragraph class="fontsize10" id="y7991a4d4-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s7/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>$35 per coin for the $5 coin;</content></paragraph>
<paragraph class="fontsize10" id="y7991a4d5-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s7/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>$10 per coin for the $1 coin; and</content></paragraph>
<paragraph class="fontsize10" id="y7991a4d6-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s7/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>$5 per coin for the half-dollar coin.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y7991a4d7-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s7/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Distribution</inline>.—</heading><content>Subject to <ref href="/us/usc/t31/s5134/f/1">section 5134(f)(1) of title 31, United States Code</ref>, all surcharges received by the Secretary from the sale of coins issued under this Act shall be promptly paid by the Secretary to the National Purple Heart Honor Mission, Inc., to support the mission of the National Purple Heart Honor Mission, Inc., including capital improvements to the National Purple Heart Hall of Honor facilities.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y7991a4d8-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s7/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Audits</inline>.—</heading><content>The National Purple Heart Honor Mission, Inc., shall be subject to the audit requirements of <ref href="/us/usc/t31/s5134/f/2">section 5134(f)(2) of title 31, United States Code</ref>, with regard to the amounts received under subsection (b).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y7991a4d9-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s7/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Limitation</inline>.—</heading><content>Notwithstanding subsection (a), no surcharge may be included with respect to the issuance under this Act of any coin during a calendar year if, as of the time of such issuance, the issuance of such coin would result in the number of commemorative coin programs issued during such year to exceed the annual 2 commemorative coin program issuance limitation under <ref href="/us/usc/t31/s5112/m/1">section 5112(m)(1) of title 31, United States Code</ref> (as in effect on the date of the enactment of this Act). The Secretary of the Treasury may issue guidance to carry out this subsection.</content></subsection>

<section id="d105053e524" identifier="/us/pl/116/247/s8" style="-uslm-lc:I658141"><num class="fontsize12" value="8">SEC. 8. </num><heading>FINANCIAL ASSURANCES.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x7991cbea-e824-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">   The Secretary shall take such actions as may be necessary to ensure that—</chapeau><paragraph class="fontsize10" id="y7991cbeb-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s8/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>minting and issuing coins under this Act result in no net cost to the Federal Government; and</content></paragraph>
<paragraph class="fontsize10" id="y7991cbec-e824-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/247/s8/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>no funds, including applicable surcharges, are disbursed to any recipient designated in section 7(b) until the total cost of designing and issuing all of the coins authorized by this Act, including labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping, is recovered by the United <page identifier="/us/stat/134/1123">134 STAT. 1123</page>
States Treasury, consistent with sections 5112(m) and 5134(f) of <ref href="/us/usc/t31">title 31, United States Code</ref>.</content></paragraph>
