<section id="d226280e209" identifier="/us/pl/116/214/tI/s101" style="-uslm-lc:I658143"><num class="fontsize12" value="101">SEC. 101. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a19c53-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t38/s6303">38 USC 6303 note</ref>.</p></sidenote><heading>PILOT PROGRAM ON INFORMATION SHARING BETWEEN DEPARTMENT OF VETERANS AFFAIRS AND DESIGNATED RELATIVES AND FRIENDS OF VETERANS REGARDING ASSISTANCE AND BENEFITS AVAILABLE TO THE VETERANS.</heading><subsection class="firstIndent0 fontsize10" id="yf8a322f4-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Pilot Program Required</inline>.—</heading><paragraph class="fontsize10" id="yf8a322f5-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a322f6-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>Not later than one year after the date of the enactment of this Act, the Secretary of Veterans Affairs shall commence carrying out a pilot program—</chapeau><subparagraph class="fontsize10" id="yf8a322f7-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>to encourage members of the Armed Forces who are transitioning from service in the Armed Forces to civilian life, before separating from such service, to designate up to 10 persons to whom information regarding the assistance and benefits available to the veterans under laws administered by the Secretary shall be disseminated using the contact information obtained under paragraph (7); and</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a322f8-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a322f9-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Time period.</p></sidenote><content>provides such persons, within 30 days after the date on which such persons are designated under subparagraph (A), the option to elect to receive such information.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf8a322fa-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Duration</inline>.—</heading><content>The Secretary shall carry out the pilot program during a period beginning on the date of the commencement of the pilot program that is not less than two years.</content></paragraph>
<paragraph class="fontsize10" id="yf8a322fb-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Dissemination</inline>.—</heading><content>The Secretary shall disseminate information described in paragraph (1)(A) under the pilot program no less than quarterly.</content></paragraph>
<paragraph class="fontsize10" id="yf8a322fc-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Types of information</inline>.—</heading><chapeau>The types of information to be disseminated under the pilot program to persons who elect to receive such information shall include information regarding the following:</chapeau><subparagraph class="fontsize10" id="yf8a322fd-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>Services and benefits offered to veterans and their family members by the Department of Veterans Affairs.</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a322fe-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/4/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>Challenges and stresses that might accompany transitioning from service in the Armed Forces to civilian life.</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a322ff-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/4/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>Services available to veterans and their family members to cope with the experiences and challenges of service in the Armed Forces and transition from such service to civilian life.</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a32300-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/4/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>Services available through community partner organizations to support veterans and their family members.</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a32301-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/4/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>Services available through Federal, State, and local government agencies to support veterans and their family members.</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a32302-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/4/F" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="F">(F) </num><content>The environmental health registry program, health and wellness programs, and resources for preventing and managing diseases and illnesses.<page identifier="/us/stat/134/1028">134 STAT. 1028</page></content></subparagraph>
<subparagraph class="fontsize10" id="yf8a32303-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/4/G" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="G">(G) </num><content>A toll-free telephone number through which such persons who elect to receive information under the pilot program may request information regarding the program.</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a32304-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/4/H" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="H">(H) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a32305-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Consultation.</p><p class="leftAlign firstIndent0 fontsize8" id="xf8a32306-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Determination.</p></sidenote><content>Such other matters as the Secretary, in consultation with members of the Armed Forces and such persons who elect to receive information under the pilot program, determines to be appropriate.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf8a32307-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><heading class="fontsize10"><inline class="smallCaps">Privacy of information</inline>.—</heading><chapeau>In carrying out the pilot program, the Secretary may not disseminate information under paragraph (4) in violation of laws and regulations pertaining to the privacy of members of the Armed Forces, including requirements pursuant to—</chapeau><subparagraph class="fontsize10" id="yf8a32308-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/5/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content><ref href="/us/usc/t5/s552a">section 552a of title 5, United States Code</ref>; and</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a32309-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/5/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Health Insurance Portability and Accountability Act of 1996 (<ref href="/us/pl/104/191">Public Law 104–191</ref>).</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf8a3230a-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><heading class="fontsize10"><inline class="smallCaps">Notice and modifications</inline>.—</heading><chapeau>In carrying out the pilot program, the Secretary shall, with respect to a veteran—</chapeau><subparagraph class="fontsize10" id="yf8a3230b-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/6/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>ensure that such veteran is notified of the ability to modify designations made by such veteran under paragraph (1)(A); and</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a3230c-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/6/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>upon the request of a veteran, authorize such veteran to modify such designations at any time.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf8a3230d-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><heading class="fontsize10"><inline class="smallCaps">Contact information</inline>.—</heading><content>In making a designation under the pilot program, a veteran shall provide necessary contact information, specifically including an email address, to facilitate the dissemination of information regarding the assistance and benefits available to the veteran under laws administered by the Secretary.</content></paragraph>
<paragraph class="fontsize10" id="yf8a3230e-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/8" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><heading class="fontsize10"><inline class="smallCaps">Opt-in and opt-out of pilot program</inline>.—</heading><subparagraph class="fontsize10" id="yf8a3230f-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/8/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">Opt-in by members</inline>.—</heading><content>A veteran may participate in the pilot program only if the veteran voluntarily elects to participate in the program. A veteran seeking to make such an election shall make such election in a manner, and by including such information, as the Secretary shall specify for purposes of the pilot program.</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a32310-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/8/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Opt-in by designated recipients</inline>.—</heading><content>A person designated pursuant to paragraph (1)(A) may receive information under the pilot program only if the person makes the election described in paragraph (1)(B).</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a32311-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/a/8/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><heading class="fontsize10"><inline class="smallCaps">Opt-out</inline>.—</heading><content>In carrying out the pilot program, the Secretary shall, with respect to a person who has elected to receive information under such pilot program, cease disseminating such information to that person upon request of such person.</content></subparagraph>

<subsection class="firstIndent0 fontsize10" id="yf8a32312-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Survey and Report on Pilot Program</inline>.—</heading><paragraph class="fontsize10" id="yf8a32313-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Survey</inline>.—</heading><subparagraph class="fontsize10" id="yf8a32314-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s101/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a32315-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Not later than one year after the date of the commencement of the pilot program and not less frequently than once each year thereafter for the duration of the pilot program, the Secretary shall administer a survey to persons who ever elected to receive information under the pilot program for the purpose of receiving feedback regarding the quality of information disseminated under this section.</content></subparagraph>

<section id="d226280e581" identifier="/us/pl/116/214/tI/s102" style="-uslm-lc:I658143"><num class="fontsize12" value="102">SEC. 102. </num><heading>ANNUAL REPORT ON SOLID START PROGRAM OF DEPARTMENT OF VETERANS AFFAIRS.</heading><subsection class="firstIndent0 fontsize10" id="yf8a3975f-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s102/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a39760-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Time period.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Reports Required</inline>.—</heading><content>Not later than 180 days after the date of the enactment of this Act, and annually thereafter for a period of five years, the Secretary of Veterans Affairs shall submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives a report on the Solid Start program of the Department of Veterans Affairs.</content></subsection>

<subparagraph class="fontsize10" id="yf8a3be78-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s102/b/1/F" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="F">(F) </num><chapeau>Whether the call or email resulted in a referral to—</chapeau><clause class="fontsize10" id="yf8a3be79-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tI/s102/b/1/F/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>compensation and pension determination;</content></clause>

<section id="d226280e685" identifier="/us/pl/116/214/tII/s201" style="-uslm-lc:I658143"><num class="fontsize12" value="201">SEC. 201. </num><heading>DEPARTMENT OF VETERANS AFFAIRS PROVISION OF EMERGENT SUICIDE CARE.</heading><subsection class="firstIndent0 fontsize10" id="yf8a433ae-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s201/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content><ref href="/us/usc/t38/ch17/schII">Subchapter II of chapter 17 of title 38, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following new section:<quotedContent><section class="centered fontsize12" id="yf8a5451f-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658165"><num class="fontsize12" value="1720J">“§ 1720J.</num><heading class="fontsize12"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a54520-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t38/s1720J">38 USC 1720J</ref>.</p></sidenote> Emergent suicide care</heading><subsection class="firstIndent0 fontsize10" id="yf8a54521-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">“(a) </num><heading class="fontsize10"><inline class="smallCaps">Emergent Suicide Care</inline>.—</heading><chapeau>Pursuant to this section, the Secretary shall—</chapeau><paragraph class="fontsize10" id="yf8a54522-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>furnish emergent suicide care to an eligible individual at a medical facility of the Department;</content></paragraph>
<paragraph class="fontsize10" id="yf8a54523-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>pay for emergent suicide care provided to an eligible individual at a non-Department facility; and</content></paragraph>
<paragraph class="fontsize10" id="yf8a54524-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a54525-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Reimbursement.</p></sidenote><content>reimburse an eligible individual for emergent suicide care provided to the eligible individual at a non-Department facility.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a54526-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><heading class="fontsize10"><inline class="smallCaps">Eligibility</inline>.—</heading><chapeau>An individual is eligible for emergent suicide care under subsection (a) if the individual is in an acute suicidal crisis and is either of the following:</chapeau><paragraph class="fontsize10" id="yf8a54527-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>A veteran (as defined in section 101).</content></paragraph>
<paragraph class="fontsize10" id="yf8a54528-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>An individual described in section 1720I(b) of this title.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a54529-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">“(c) </num><heading class="fontsize10"><inline class="smallCaps">Period of Care</inline>.—</heading><paragraph class="inline" id="yf8a5452a-e825-11f0-bc57-ad3ac4b1618c"><num value="1">(1) </num><chapeau>Emergent suicide care provided under subsection (a) shall be furnished to an eligible individual—</chapeau><subparagraph class="fontsize10" id="yf8a5452b-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>through inpatient or crisis residential care, for a period not to exceed 30 days; or</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a5452c-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>if care under subparagraph (A) is unavailable, or if such care is not clinically appropriate, as outpatient care for a period not to exceed 90 days.</content></subparagraph>
</paragraph>
<paragraph class="indentUp0 firstIndent0 fontsize10" id="yf8a5452d-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a5452e-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Determination.</p></sidenote><content>If, upon the expiration of a period under paragraph (1), the Secretary determines that the eligible individual remains in an acute suicidal crisis, the Secretary may extend such period as the Secretary determines appropriate.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a5452f-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">“(d) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a54530-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Notification</inline>.—</heading><content>An eligible individual who receives emergent suicide care under subsection (a) at a non-Department facility (or a person acting on behalf of the individual) shall notify the Secretary of such care within seven days of admission to such facility.<page identifier="/us/stat/134/1031">134 STAT. 1031</page></content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a54531-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">“(e) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a54532-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Determinations.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Outreach</inline>.—</heading><chapeau>During any period when an eligible individual is receiving emergent suicide care under subsection (a), the Secretary shall—</chapeau><paragraph class="fontsize10" id="yf8a54533-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a54534-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Notifications.</p></sidenote><chapeau>ensure that—</chapeau><subparagraph class="fontsize10" id="yf8a54535-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>in the case of an eligible individual whom the Veterans Crisis Line recommends to seek emergent suicide care at a medical facility of the Department, the Veterans Crisis Line notifies the Suicide Prevention Coordinator of such medical facility;</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a54536-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>in the case of an eligible individual who presents at a medical facility of the Department in an acute suicidal crisis without a recommendation by the Veterans Crisis Line, the Secretary notifies the Suicide Prevention Coordinator;</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a54537-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>in the case of an eligible individual whom the Veterans Crisis Line recommends to seek treatment at a non-Department facility, the Veterans Crisis Line notifies the Suicide Prevention Coordinator and the Office of Community Care at the medical facility of the Department located nearest to the eligible individual; and</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a54538-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">“(D) </num><content>in the case of an eligible individual who presents at a non-Department facility in an acute suicidal crisis without a recommendation by the Veterans Crisis Line and for whom the Secretary receives a notification under subsection (d), the Secretary notifies the Suicide Prevention Coordinator and the Office of Community Care at the medical facility of the Department located nearest to the eligible individual;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf8a56c49-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>determine the eligibility of the eligible individual for other programs and benefits under the laws administered by the Secretary (or shall make such determination as soon as practicable following the period of such emergent suicide care); and</content></paragraph>
<paragraph class="fontsize10" id="yf8a56c4a-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><content>make referrals for care following the period of such emergent suicide care, as the Secretary determines appropriate.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a56c4b-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">“(f) </num><heading class="fontsize10"><inline class="smallCaps">Prohibition on Charge</inline>.—</heading><paragraph class="inline" id="yf8a56c4c-e825-11f0-bc57-ad3ac4b1618c"><num value="1">(1) </num><chapeau>If the Secretary provides emergent suicide care to an eligible individual under subsection (a), the Secretary—</chapeau><subparagraph class="fontsize10" id="yf8a56c4d-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>may not charge the eligible individual for any cost of such emergent suicide care; and</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a56c4e-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a56c4f-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Payment.</p></sidenote><content>shall pay for any costs of emergency transportation to a facility for such emergent suicide care (as such costs are determined pursuant to section 1725 of this title, to the extent practicable).</content></subparagraph>
</paragraph>
<paragraph class="indentUp0 firstIndent0 fontsize10" id="yf8a56c50-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2)</num><subparagraph class="inline" id="yf8a56c51-e825-11f0-bc57-ad3ac4b1618c"><num value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a56c52-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Reimbursement.</p></sidenote><content>In addition to the requirements of paragraph (1), if the Secretary pays for emergent suicide care provided under subsection (a) to an eligible individual at a non-Department facility, the Secretary shall reimburse the facility for the reasonable value of such emergent suicide care.</content></subparagraph>
<subparagraph class="indentUp0 firstIndent0 fontsize10" id="yf8a56c53-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B)</num><clause class="inline" id="yf8a56c54-e825-11f0-bc57-ad3ac4b1618c"><num value="i">(i) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a56c55-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Determination.</p></sidenote><content>In carrying out subparagraph (A), the Secretary may determine the amount to reimburse a non-Department facility in a similar manner to the manner in which the Secretary determines reimbursement amounts for that non-Department facility for medical care and services provided under another provision of this chapter.<page identifier="/us/stat/134/1032">134 STAT. 1032</page></content></clause>
<clause class="indentUp0 firstIndent0 fontsize10" id="yf8a56c56-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a56c57-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Applicability.</p></sidenote><content>The requirements of section 1725(c)(3) of this title shall apply with respect to payments made under subparagraph (A) of this paragraph.</content></clause>
</subparagraph>
</paragraph>
<paragraph class="indentUp0 firstIndent0 fontsize10" id="yf8a56c58-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><content>In the case of an eligible individual who receives emergent suicide care under this section and who is entitled to emergent suicide care (or payment for emergent suicide care) under a health-plan contract, the Secretary may recover the costs of such emergent suicide care provided under this section, other than for such care for a service-connected disability.</content></paragraph>
<paragraph class="indentUp0 firstIndent0 fontsize10" id="yf8a56c59-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><content>In carrying out subsection (d), the Secretary may not charge an eligible individual for any cost of emergent suicide care provided under subsection (a) solely by reason of the Secretary not having been notified of such care pursuant to such subsection.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a56c5a-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="g">“(g) </num><heading class="fontsize10"><inline class="smallCaps">Annual Report</inline>.—</heading><chapeau>Not less than once each year, the Secretary shall submit to the Committees on Veterans’ Affairs of the Senate and the House of Representatives a report on emergent suicide care provided under subsection (a). Each such report shall include, for the year covered by the report—</chapeau><paragraph class="fontsize10" id="yf8a56c5b-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>the number of eligible individuals who received emergent suicide care under subsection (a);</content></paragraph>
<paragraph class="fontsize10" id="yf8a56c5c-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>demographic information regarding eligible individuals described in paragraph (1);</content></paragraph>
<paragraph class="fontsize10" id="yf8a56c5d-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><content>the types of care furnished or paid for this section; and</content></paragraph>
<paragraph class="fontsize10" id="yf8a56c5e-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><content>the total cost of providing care under subsection (a).</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a56c5f-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="h">“(h) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this section:</chapeau><paragraph class="fontsize10" id="yf8a56c60-e825-11f0-bc57-ad3ac4b1618c" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>The term ‘<term>acute suicidal crisis</term>’ means that an individual was determined to be at imminent risk of self-harm by a trained crisis responder or health care provider.</content></paragraph>
<paragraph class="fontsize10" id="yf8a56c61-e825-11f0-bc57-ad3ac4b1618c" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><chapeau>The term ‘<term>crisis residential care</term>’ means crisis stabilization care provided—</chapeau><subparagraph class="fontsize10" id="yf8a56c62-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>in a residential setting; and</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a56c63-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>in a facility other than a hospital.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf8a56c64-e825-11f0-bc57-ad3ac4b1618c" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><chapeau>The term ‘<term>crisis stabilization care</term>’ includes, with respect to an individual in acute suicidal crisis, care that ensures, to the extent practicable, immediate safety and reduces—</chapeau><subparagraph class="fontsize10" id="yf8a56c65-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>the severity of distress;</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a56c66-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>the need for urgent care; or</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a56c67-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>the likelihood that the distress under subparagraph (A) or need under subparagraph (B) will increase during the transfer of that individual from a facility at which the individual has received care for that acute suicidal crisis.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf8a56c68-e825-11f0-bc57-ad3ac4b1618c" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><chapeau>The term ‘<term>emergent suicide care</term>’ means crisis stabilization care provided to an eligible individual—</chapeau><subparagraph class="fontsize10" id="yf8a56c69-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>pursuant to a recommendation of the eligible individual from the Veterans Crisis Line; or</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a56c6a-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>who presents at a medical facility in an acute suicidal crisis.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf8a56c6b-e825-11f0-bc57-ad3ac4b1618c" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">“(5) </num><content>The term ‘<term>health-plan contract</term>’ has the meaning given such term in section 1725 of this title.</content></paragraph>
<paragraph class="fontsize10" id="yf8a56c6c-e825-11f0-bc57-ad3ac4b1618c" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">“(6) </num><content>The term ‘<term>Veterans Crisis Line</term>’ means the hotline under section 1720F(h) of this title.”</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="yf8a76844-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Education Program</inline>.—</heading><paragraph class="fontsize10" id="yf8a76845-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Under the education program, the Secretary shall provide a course of education to caregivers and family members of eligible veterans on matters relating to coping with mental health disorders in veterans.</content></paragraph>
<paragraph class="fontsize10" id="yf8a76846-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Duration</inline>.—</heading><content>The Secretary shall carry out the education program during the four-year period beginning on the date of the commencement of the education program.</content></paragraph>
<paragraph class="fontsize10" id="yf8a76847-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Scope</inline>.—</heading><subparagraph class="fontsize10" id="yf8a76848-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">Caregivers</inline>.—</heading><chapeau>The Secretary, with respect to the component of the education program that relates to the education and training of caregivers, shall—</chapeau><clause class="fontsize10" id="yf8a76849-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/3/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>include such component in the training provided pursuant to the program of comprehensive assistance for family caregivers of the Department of Veterans Affairs established under <ref href="/us/usc/t38/s1720G/a">section 1720G(a) of title 38, United States Code</ref>; and</content></clause>
<clause class="fontsize10" id="yf8a7684a-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/3/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a7684b-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Web posting.</p></sidenote><content>make such component available on the Internet website of the Department that relates to caregiver training.</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="yf8a7684c-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Family members</inline>.—</heading><chapeau>The Secretary shall carry out the component of the education program that relates to the education and training of non-caregiver family members at facilities of the Department as follows:</chapeau><clause class="fontsize10" id="yf8a7684d-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/3/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>Not less than five medical centers of the Department.</content></clause>
<clause class="fontsize10" id="yf8a7684e-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/3/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>Not less than five clinics of the Department.</content></clause>
<clause class="fontsize10" id="yf8a7684f-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/3/B/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>Not less than five Vet Centers (as defined in <ref href="/us/usc/t38/s1712A/h">section 1712A(h) of title 38, United States Code</ref>).</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="yf8a76850-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/3/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><heading class="fontsize10"><inline class="smallCaps">Solicitation of applications</inline>.—</heading><content>In selecting locations pursuant to subparagraph (B), the Secretary shall solicit applications from eligible facilities of the Department that are interested in carrying out the education program.</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a76851-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/3/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><heading class="fontsize10"><inline class="smallCaps">Considerations</inline>.—</heading><chapeau>In selecting locations pursuant to subparagraph (B), the Secretary shall consider the feasibility and advisability of selecting locations in the following areas:</chapeau><clause class="fontsize10" id="yf8a76852-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/3/D/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>Rural areas.<page identifier="/us/stat/134/1034">134 STAT. 1034</page></content></clause>

<paragraph class="fontsize10" id="yf8a76855-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Contracts</inline>.—</heading><subparagraph class="fontsize10" id="yf8a76856-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>In carrying out the education program, the Secretary shall enter into contracts with qualified entities described in subparagraph (B) to offer the course of education described in paragraph (5) to family members and caregivers of eligible veterans and covered veterans.</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a76857-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/4/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Qualified entity described</inline>.—</heading><chapeau>A qualified entity described in this subparagraph is a non-profit entity with experience in mental health education and outreach, including work with children, teens, and young adults, that—</chapeau><clause class="fontsize10" id="yf8a76858-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/4/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>uses high quality, relevant, and age-appropriate information in educational programming, materials, and coursework, including such programming, materials, and coursework for children, teens, and young adults; and</content></clause>
<clause class="fontsize10" id="yf8a76859-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/4/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>works with agencies, departments, nonprofit mental health organizations, early childhood educators, and mental health providers to develop educational programming, materials, and coursework.</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="yf8a7685a-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/4/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><heading class="fontsize10"><inline class="smallCaps">Priority</inline>.—</heading><content>In entering into contracts under this paragraph, the Secretary shall give priority to qualified entities that have demonstrated cultural competence in serving military and veteran populations, and, to the extent practicable, use internet technology for the delivery of course content in an effort to expand the availability of support services, especially in rural areas.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf8a7685b-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><heading class="fontsize10"><inline class="smallCaps">Course of education described</inline>.—</heading><chapeau>The course of education described in this paragraph shall consist of curriculum that includes the following:</chapeau><subparagraph class="fontsize10" id="yf8a7685c-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/5/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>General education on different mental health disorders, including information to improve understanding of the experiences of individuals suffering from such disorders.</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a7685d-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/5/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>Techniques for handling crisis situations and administering mental health first aid to individuals suffering from a mental health disorder.</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a7685e-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/5/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>Techniques for coping with the stress of living with an individual suffering from a mental health disorder.</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a7685f-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/5/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>Information on additional services available for family members and caregivers through the Department or community organizations and providers related to mental health disorders.</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a76860-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/b/5/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>Such other matters as the Secretary considers appropriate.</content></subparagraph>

</subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a76861-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Surveys</inline>.—</heading><paragraph class="fontsize10" id="yf8a76862-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>The Secretary shall conduct a comprehensive survey of the satisfaction of individuals that have participated in the course of education described in subsection (b)(5). Such survey shall include a solicitation of feedback on the following:</chapeau><subparagraph class="fontsize10" id="yf8a76863-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/c/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>The general satisfaction of those individuals with the education and assistance provided under the education program.<page identifier="/us/stat/134/1035">134 STAT. 1035</page></content></subparagraph>
<subparagraph class="fontsize10" id="yf8a76864-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/c/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>The perceived effectiveness of the education program in providing education and assistance that is useful for those individuals.</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a76865-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/c/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>The applicability of the education program to the issues faced by those individuals.</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a76866-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/c/1/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>Such other matters as the Secretary considers appropriate.</content></subparagraph>

<subsection class="firstIndent0 fontsize10" id="yf8a76881-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/f" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">(f) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this section:</chapeau><paragraph class="fontsize10" id="yf8a76882-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s202/f/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>The term “<term>eligible veteran</term>” means a veteran who is enrolled in the health care system established under <ref href="/us/usc/t38/s1705/a">section 1705(a) of title 38, United States Code</ref>.</content></paragraph>

<section id="d226280e1547" identifier="/us/pl/116/214/tII/s203" style="-uslm-lc:I658143"><num class="fontsize12" value="203">SEC. 203. </num><heading>INTERAGENCY TASK FORCE ON OUTDOOR RECREATION FOR VETERANS.</heading><subsection class="firstIndent0 fontsize10" id="yf8a852e4-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s203/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a852e5-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Establishment</inline>.—</heading><content>Not later than 18 months after the date on which the national emergency declared by the President pursuant to the National Emergencies Act (<ref href="/us/usc/t50/s1601/etseq">50 U.S.C. 1601 et seq.</ref>) with respect to the Coronavirus Disease 2019 (COVID–19) expires, the Secretary of Veterans Affairs shall establish a task force to be known as the “Task Force on Outdoor Recreation for Veterans” (in this section referred to as the “Task Force”).</content></subsection>

<subsection class="firstIndent0 fontsize10" id="yf8a852f1-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s203/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Chairpersons</inline>.—</heading><content>The Secretary of Veterans Affairs and the Secretary of the Interior shall serve as co-chairpersons of the Task Force (in this section referred to as the “Chairpersons”).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a852f2-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s203/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Duties</inline>.—</heading><paragraph class="fontsize10" id="yf8a852f3-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s203/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Task force</inline>.—</heading><chapeau>The duties of the Task Force shall be—</chapeau><subparagraph class="fontsize10" id="yf8a852f4-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s203/d/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>to identify opportunities to formalize coordination between the Department of Veterans Affairs, public land agencies, and partner organizations regarding the use of public lands and other outdoor spaces for facilitating health and wellness for veterans;</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a852f5-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s203/d/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>to identify barriers that exist to providing veterans with opportunities to augment the delivery of services for health and wellness through the use of outdoor recreation on public lands and other outdoor spaces; and</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a852f6-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s203/d/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a852f7-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="xf8a852f8-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">tions.</p></sidenote><content>to develop recommendations to better facilitate the use of public lands and other outdoor spaces for promoting wellness and facilitating the delivery of health care and therapeutic interventions for veterans.<page identifier="/us/stat/134/1037">134 STAT. 1037</page></content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf8a852f9-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s203/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Consultation</inline>.—</heading><content>The Task Force shall carry out the duties under paragraph (1) in consultation with appropriate veterans outdoor recreation groups.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a852fa-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s203/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Reports</inline>.—</heading><paragraph class="fontsize10" id="yf8a852fb-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s203/e/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Preliminary report</inline>.—</heading><content>Not later than one year after the date on which the Task Force is established, the Chairpersons shall submit to Congress a report on the preliminary findings of the Task Force.</content></paragraph>
<paragraph class="fontsize10" id="yf8a852fc-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s203/e/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Final report</inline>.—</heading><content>Not later than one year after the date of the submission of the preliminary report under paragraph (1), the Chairpersons shall submit to Congress a report on the findings of the Task Force, which shall include the recommendations developed under subsection (d)(1)(C).</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a852fd-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s203/f" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">(f) </num><heading class="fontsize10"><inline class="smallCaps">Duration</inline>.—</heading><content>The Task Force shall terminate on the date that is one year after the date of the submission of the final report in subsection (e)(2).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a852fe-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s203/g" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="g">(g) </num><heading class="fontsize10"><inline class="smallCaps">Nonapplicability of Federal Advisory Committee Act</inline>.—</heading><content>The Federal Advisory Committee Act (<ref href="/us/usc/t5/app">5 U.S.C. App.</ref>) shall not apply to the Task Force.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a852ff-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s203/h" role="definitions" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="h">(h) </num><heading class="fontsize10"><inline class="smallCaps">Public Lands Defined</inline>.—</heading><content>In this section, the term “<term>public lands</term>” means any recreational lands under the jurisdiction of the Federal Government or a State or local government.</content></subsection>

<section id="d226280e1742" identifier="/us/pl/116/214/tII/s204" style="-uslm-lc:I658143"><num class="fontsize12" value="204">SEC. 204. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a85300-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t38/s1710">38 USC 1710 note</ref>.</p></sidenote><heading>CONTACT OF CERTAIN VETERANS TO ENCOURAGE RECEIPT OF COMPREHENSIVE MEDICAL EXAMINATIONS.</heading><subsection class="firstIndent0 fontsize10" id="yf8a91651-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s204/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a91652-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Notice</inline>.—</heading><chapeau>Not later than 90 days after the date of the enactment of this Act, the Under Secretary of Health of the Department of Veterans Affairs shall seek to contact each covered veteran by mail, telephone, or email to encourage each covered veteran to receive medical examinations including the following:</chapeau><paragraph class="fontsize10" id="yf8a91653-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s204/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>A comprehensive physical examination.</content></paragraph>
<paragraph class="fontsize10" id="yf8a91654-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s204/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>A comprehensive mental health examination.</content></paragraph>
<paragraph class="fontsize10" id="yf8a91655-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s204/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>A comprehensive eye examination if the covered veteran has not received such an examination in the year immediately preceding the date of such examination.</content></paragraph>
<paragraph class="fontsize10" id="yf8a91656-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s204/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>A comprehensive audiological examination if the covered veteran has not received such an examination in the year immediately preceding the date of such examination.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a91657-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s204/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Examinations</inline>.—</heading><paragraph class="fontsize10" id="yf8a91658-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s204/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Va health care facilities</inline>.—</heading><content>If a covered veteran elects to receive more than one examination described in subsection (a) at a health care facility of the Department of Veterans Affairs, the Under Secretary of Health shall seek to furnish all such scheduled examinations on the same day.</content></paragraph>
<paragraph class="fontsize10" id="yf8a91659-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s204/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Community care</inline>.—</heading><content>Pursuant to subsection (d) or (e) of <ref href="/us/usc/t38/s1703">section 1703 of title 38, United States Code</ref>, a covered veteran may receive an examination described in subsection (a) from a health care provider described in subsection (c) of that section.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a9165a-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s204/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Transportation</inline>.—</heading><paragraph class="fontsize10" id="yf8a9165b-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s204/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Beneficiary travel program</inline>.—</heading><content>Pursuant to <ref href="/us/usc/t38/s111">section 111 of title 38, United States Code</ref>, the Secretary of Veterans Affairs may pay for a rural covered veteran to travel to a health care facility to receive an examination described in subsection (a).</content></paragraph>
<paragraph class="fontsize10" id="yf8a9165c-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s204/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a9165d-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Contracts.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Shuttle service</inline>.—</heading><content>The Under Secretary of Health shall seek to enter into agreements with non-profit organizations <page identifier="/us/stat/134/1038">134 STAT. 1038</page>
to provide shuttle service to rural covered veterans for examinations described in subsection (a).</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a9165e-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s204/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Report Required</inline>.—</heading><content>Not later than 18 months after the date of the enactment of this Act, the Secretary of Veterans Affairs shall submit to Congress a report regarding how many covered veterans scheduled examinations described in subsection (a) after receiving a letter, telephone call, or email under that subsection.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a9165f-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s204/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this section:</chapeau><paragraph class="fontsize10" id="yf8a91660-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s204/e/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>The term “<term>covered veteran</term>” means a veteran who—</chapeau><subparagraph class="fontsize10" id="yf8a91661-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s204/e/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>is enrolled in the patient enrollment system of the Department of Veterans Affairs under <ref href="/us/usc/t38/s1705">section 1705 of title 38, United States Code</ref>; and</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a91662-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s204/e/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>has not received health care furnished or paid for by the Secretary of Veterans Affairs during the two years immediately preceding the date in subsection (a)(1).</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf8a91663-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s204/e/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>The term “<term>rural covered veteran</term>” means a covered veteran—</chapeau><subparagraph class="fontsize10" id="yf8a91664-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s204/e/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>who lives in an area served by the Office of Rural Health of the Department of Veterans Affairs; and</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a91665-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s204/e/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>whom the Under Secretary of Health determines requires assistance to travel to a health care facility to receive an examination described in subsection (a).</content></subparagraph>

<paragraph class="fontsize10" id="yf8a91666-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s204/e/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>The term “<term>veteran</term>” has the meaning given that term in <ref href="/us/usc/t38/s101">section 101 of title 38, United States Code</ref>.</content></paragraph>

<section id="d226280e1914" identifier="/us/pl/116/214/tII/s205" style="-uslm-lc:I658143"><num class="fontsize12" value="205">SEC. 205. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a91667-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t38/s902">38 USC 902 note</ref>.</p></sidenote><heading>POLICE CRISIS INTERVENTION TRAINING OF DEPARTMENT OF VETERANS AFFAIRS.</heading><subsection class="firstIndent0 fontsize10" id="yf8a9b2a8-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s205/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Training</inline>.—</heading><content>The Secretary of Veterans Affairs shall provide to Department police officers an annual training on the prevention of suicide among the population served by the Department police officers.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a9b2a9-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s205/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a9b2aa-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Updates.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Curriculum</inline>.—</heading><chapeau>In carrying out subsection (a), the Secretary shall update any similar training provided before the date of the enactment of this Act to ensure that the curriculum for the training addresses, at a minimum, the following:</chapeau><paragraph class="fontsize10" id="yf8a9b2ab-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s205/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>Effective behavioral science procedures for suicide prevention and risk mitigation.</content></paragraph>
<paragraph class="fontsize10" id="yf8a9b2ac-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s205/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>Crisis intervention and de-escalation skills, including through the use of interactive training.</content></paragraph>
<paragraph class="fontsize10" id="yf8a9b2ad-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s205/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>Information about mental health and substance abuse disorders.</content></paragraph>
<paragraph class="fontsize10" id="yf8a9b2ae-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s205/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>Information about local law enforcement crisis intervention teams and other resources for veterans experiencing mental health crises available by the Department of Veterans Affairs, other elements of the Federal Government, and the community in which the police officers serve.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a9b2af-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s205/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Consultation</inline>.—</heading><content>The Secretary shall ensure that the annual training provided to Department police officers at a medical facility of the Department under subsection (a) is provided in consultation with law enforcement training accreditation organizations and the mental health experts at such facility.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a9b2b0-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s205/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Plan on Community Partnerships</inline>.—</heading><chapeau>The Secretary shall ensure that each police force of a facility of the Department develops a plan to enter into partnerships with—</chapeau><paragraph class="fontsize10" id="yf8a9b2b1-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s205/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>local community mental health organizations and experts, local community veterans organizations, and local community criminal justice organizations and experts; and<page identifier="/us/stat/134/1039">134 STAT. 1039</page></content></paragraph>
<paragraph class="fontsize10" id="yf8a9b2b2-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s205/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>local police departments, including by facilitating the sharing of training resources with crisis intervention teams of the local police departments.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a9b2b3-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s205/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Report</inline>.—</heading><chapeau>Not later than one year after the date of the enactment of this Act, the Secretary shall submit to the Committees on Veterans’ Affairs of the House of Representatives and the Senate a report on the annual training under subsection (a), including—</chapeau><paragraph class="fontsize10" id="yf8a9b2b4-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s205/e/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>a description of the curriculum of such training;</content></paragraph>
<paragraph class="fontsize10" id="yf8a9b2b5-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s205/e/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>with respect to the year preceding the date of the report—</chapeau><subparagraph class="fontsize10" id="yf8a9b2b6-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s205/e/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the number of facilities of the Department that conducted such training;</content></subparagraph>
<subparagraph class="fontsize10" id="yf8a9b2b7-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s205/e/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the number of Department police officers who received such training; and</content></subparagraph>

<subsection class="firstIndent0 fontsize10" id="yf8a9b2bd-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tII/s205/f" role="definitions" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">(f) </num><heading class="fontsize10"><inline class="smallCaps">Department Police Officer Defined</inline>.—</heading><content>In this section, the term “<term>Department police officer</term>” means an employee of the Department of Veterans Affairs specified in <ref href="/us/usc/t38/s902/a">section 902(a) of title 38, United States Code</ref>.</content></subsection>

<title id="d226280e2061" identifier="/us/pl/116/214/tIII" style="-uslm-lc:I658178"><num value="III">TITLE III—</num><heading>IMPROVEMENT OF CARE AND SERVICES FOR WOMEN VETERANS</heading>
<section id="d226280e2066" identifier="/us/pl/116/214/tIII/s301" style="-uslm-lc:I658143"><num class="fontsize12" value="301">SEC. 301. </num><heading>GAP ANALYSIS OF DEPARTMENT OF VETERANS AFFAIRS PROGRAMS THAT PROVIDE ASSISTANCE TO WOMEN VETERANS WHO ARE HOMELESS.</heading><subsection class="firstIndent0 fontsize10" id="yf8a9d8ce-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tIII/s301/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Analysis</inline>.—</heading><content>The Secretary of Veterans Affairs shall complete an analysis of programs of the Department of Veterans Affairs that provide assistance to women veterans who are homeless or precariously housed to identify the areas in which such programs are failing to meet the needs of such women.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf8a9d8cf-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tIII/s301/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Report</inline>.—</heading><content>Not later than 270 days after the date of the enactment of this Act, the Secretary shall submit to the Committees on Veterans’ Affairs of the House of Representatives and the Senate a report on the analysis completed under subsection (a).</content></subsection>

<section id="d226280e2089" identifier="/us/pl/116/214/tIII/s302" style="-uslm-lc:I658143"><num class="fontsize12" value="302">SEC. 302. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf8a9d8d0-e825-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t38/s1710">38 USC 1710 note</ref>.</p></sidenote><heading>REPORT ON LOCATIONS WHERE WOMEN VETERANS ARE USING HEALTH CARE FROM DEPARTMENT OF VETERANS AFFAIRS.</heading><subsection class="firstIndent0 fontsize10" id="yf8aa4e01-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tIII/s302/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Report</inline>.—</heading><content>Not later than 90 days after the date of the enactment of this Act, and annually thereafter, the Secretary of Veterans Affairs shall submit to the Committees on Veterans’ Affairs of the House of Representatives and the Senate a report on the use by women veterans of health care from the Department of Veterans Affairs.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf8aa4e02-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tIII/s302/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Elements</inline>.—</heading><chapeau>Each report required by subsection (a) shall include the following information:</chapeau><paragraph class="fontsize10" id="yf8aa4e03-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tIII/s302/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>The number of women veterans who reside in each State.<page identifier="/us/stat/134/1040">134 STAT. 1040</page></content></paragraph>
<paragraph class="fontsize10" id="yf8aa4e04-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tIII/s302/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>The number of women veterans in each State who are enrolled in the patient enrollment system of the Department under <ref href="/us/usc/t38/s1705/a">section 1705(a) of title 38, United States Code</ref>.</content></paragraph>
<paragraph class="fontsize10" id="yf8aa4e05-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tIII/s302/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>Of the women veterans who are so enrolled, the number who have received health care under the laws administered by the Secretary at least one time during the one-year period preceding the submission of the report.</content></paragraph>
<paragraph class="fontsize10" id="yf8aa4e06-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tIII/s302/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>The number of women veterans who have been seen at each medical facility of the Department during such year, disaggregated by facility.</content></paragraph>
<paragraph class="fontsize10" id="yf8aa4e07-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tIII/s302/b/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><chapeau>The number of appointments that women veterans have had at a medical facility of the Department during such year, disaggregated by—</chapeau><subparagraph class="fontsize10" id="yf8aa4e08-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tIII/s302/b/5/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>facility; and</content></subparagraph>
<subparagraph class="fontsize10" id="yf8aa4e09-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tIII/s302/b/5/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><chapeau>appointments for—</chapeau><clause class="fontsize10" id="yf8aa4e0a-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tIII/s302/b/5/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>primary care;</content></clause>
<clause class="fontsize10" id="yf8aa4e0b-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tIII/s302/b/5/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>specialty care; and</content></clause>
<clause class="fontsize10" id="yf8aa4e0c-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tIII/s302/b/5/B/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>mental health care.</content></clause>

<paragraph class="fontsize10" id="yf8aa4e0d-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tIII/s302/b/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>For each appointment type specified in paragraph (5)(B), the number of appointments completed in-person and the number of appointments completed through the use of telehealth.</content></paragraph>
<paragraph class="fontsize10" id="yf8aa4e0e-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tIII/s302/b/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>If known, an identification of the medical facility of the Department in each Veterans Integrated Service Network with the largest rate of increase in patient population of women veterans as measured by the increase in unique women veteran patient use.</content></paragraph>
<paragraph class="fontsize10" id="yf8aa4e0f-e825-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/214/tIII/s302/b/8" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><content>If known, an identification of the medical facility of the Department in each Veterans Integrated Service Network with the largest rate of decrease in patient population of women veterans as measured by the decrease in unique women veterans patient use.</content></paragraph>
