<enactingFormula style="-uslm-lc:I658120"><i>  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</i></enactingFormula><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xfaf26a10-e825-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Department of Veterans Affairs Website Accessibility Act of 2019.</p></sidenote>
<section id="d108471e88" identifier="/us/pl/116/213/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Department of Veterans Affairs Website Accessibility Act of 2019</shortTitle>”.</content></section>
<section id="d108471e98" identifier="/us/pl/116/213/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>STUDY ON THE ACCESSIBILITY OF WEBSITES OF THE DEPARTMENT OF VETERANS AFFAIRS TO INDIVIDUALS WITH DISABILITIES.</heading><subsection class="firstIndent0 fontsize10" id="yfaf2df41-e825-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/213/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xfaf2df42-e825-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Study</inline>.—</heading><content>Not later than 180 days after the date of the enactment of this Act, the Secretary of Veterans Affairs shall conduct a study of all websites of the Department of Veterans Affairs to determine whether such websites are accessible to individuals with disabilities in accordance with section 508 of the Rehabilitation Act of 1973 (<ref href="/us/usc/t29/s794d">29 U.S.C. 794d</ref>).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yfaf2df43-e825-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/213/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Report</inline>.—</heading><content>Not later than 90 days after completing the study under subsection (a), the Secretary shall submit to the Committee on Veterans’ Affairs of the Senate and the Committee on Veterans’ Affairs of the House of Representatives a report on such study.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yfaf2df44-e825-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/213/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Elements</inline>.—</heading><chapeau>The report required by subsection (b) shall include the following:</chapeau><paragraph class="fontsize10" id="yfaf2df45-e825-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/213/s2/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xfaf2df46-e825-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">List.</p></sidenote><content>A list of each website described in subsection (a) that is not accessible to individuals with disabilities in accordance with section 508 of the Rehabilitation Act of 1973 (<ref href="/us/usc/t29/s794d">29 U.S.C. 794d</ref>).</content></paragraph>
<paragraph class="fontsize10" id="yfaf2df47-e825-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/213/s2/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>For each website identified in the list under paragraph (1)—</chapeau><subparagraph class="fontsize10" id="yfaf2df48-e825-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/213/s2/c/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xfaf2df49-e825-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Plan.</p></sidenote><content>the plan of the Secretary to bring the website into compliance with the requirements of section 508 of the Rehabilitation Act of 1973 (<ref href="/us/usc/t29/s794d">29 U.S.C. 794d</ref>); and</content></subparagraph>
<subparagraph class="fontsize10" id="yfaf2df4a-e825-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/213/s2/c/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>a description of the barriers to bringing the website into compliance with the requirements of such section, including any barriers relating to vacant positions at the Department of Veterans Affairs.</content></subparagraph>

</subsection>
<subsection class="firstIndent0 fontsize10" id="yfaf2df4b-e825-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/213/s2/d" role="definitions" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Website Defined</inline>.—</heading><chapeau>In this section, the term “<term>website</term>” includes the following:</chapeau><paragraph class="fontsize10" id="yfaf2df4c-e825-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/213/s2/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>A file attached to a website.</content></paragraph>
<paragraph class="fontsize10" id="yfaf2df4d-e825-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/213/s2/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>A web-based application.<page identifier="/us/stat/134/1025">134 STAT. 1025</page></content></paragraph>
<paragraph class="fontsize10" id="yfaf2df4e-e825-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/213/s2/d/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>A kiosk at a medical facility of the Department of Veterans Affairs, the use of which is required to check in for scheduled appointments.</content></paragraph>
