<section id="d226581e92" identifier="/us/pl/116/209/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Negro Leagues Baseball Centennial Commemorative Coin Act</shortTitle>”.</content></section>
<section id="d226581e102" identifier="/us/pl/116/209/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x465b5ff3-e826-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  The Congress finds the following:</chapeau><paragraph class="fontsize10" id="y465b5ff4-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>The year 2020 marks the 100th anniversary of the establishment of the Negro National League, a professional baseball league formed in response to African-American players being banned from the major leagues.</content></paragraph>
<paragraph class="fontsize10" id="y465b5ff5-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x465b5ff6-e826-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Andrew Foster.</p></sidenote><content>On February 13, 1920, Andrew “Rube” Foster convened a meeting of 8 independent African-American baseball team owners at the Paseo YMCA in Kansas City, Missouri, to form a “league of their own,” establishing the Negro National League, the first successful, organized professional African-American baseball league in the United States.</content></paragraph>
<paragraph class="fontsize10" id="y465b5ff7-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>Soon, additional leagues formed in eastern and southern States.</content></paragraph>
<paragraph class="fontsize10" id="y465b5ff8-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>The Negro Leagues would operate for 40 years until 1960.</content></paragraph>
<paragraph class="fontsize10" id="y465b5ff9-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s2/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>The story of the Negro Leagues is a story of strong-willed athletes who forged a glorious history in the midst of an inglorious era of segregation in the United States.</content></paragraph>
<paragraph class="fontsize10" id="y465b5ffa-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s2/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>The passion of the Negro Leagues players for the “National Pastime” would not only change the game, but also the United States.</content></paragraph>
<paragraph class="fontsize10" id="y465b5ffb-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s2/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>The creation of the Negro Leagues provided a playing field for more than 2,600 African-American and Hispanic baseball players to showcase their world-class baseball abilities.</content></paragraph>
<paragraph class="fontsize10" id="y465b5ffc-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s2/8" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><content>The Negro Leagues introduced an exciting brand of baseball that was in stark contrast to Major League Baseball.</content></paragraph>
<paragraph class="fontsize10" id="y465b5ffd-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s2/9" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="9">(9) </num><content>A fast, aggressive style of play attracted black and white fans who sat together to watch those games at a time when it was virtually unheard of to interact socially in such a way.</content></paragraph>
<paragraph class="fontsize10" id="y465b5ffe-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s2/10" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="10">(10) </num><content>Negro Leagues baseball would become a catalyst for economic development across the United States in major urban centers such as Kansas City, St. Louis, New York, Memphis, Baltimore, Washington, DC, Chicago, and Atlanta.<page identifier="/us/stat/134/1012">134 STAT. 1012</page></content></paragraph>
<paragraph class="fontsize10" id="y465b5fff-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s2/11" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="11">(11) </num><content>The Negro Leagues pioneered “Night Baseball” in 1930, 5 years before Major League Baseball, and would introduce game-changing innovations such as shin guards and the batting helmet.</content></paragraph>
<paragraph class="fontsize10" id="y465b6000-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s2/12" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="12">(12) </num><chapeau>The Negro Leagues helped make the National Pastime a global game as players from the Negro Leagues—</chapeau><subparagraph class="fontsize10" id="y465b6001-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s2/12/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>were the first people from the United States to play in many Spanish-speaking countries; and</content></subparagraph>
<subparagraph class="fontsize10" id="y465b6002-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s2/12/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>introduced professional baseball to the Japanese in 1927.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y465b6003-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s2/13" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="13">(13) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x465b6004-e826-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Jackie Robinson.</p></sidenote><content>Jackie Robinson, a military veteran and former member of the Negro Leagues’ Kansas City Monarchs, would break Major League Baseball’s color barrier on April 15, 1947, with the Brooklyn Dodgers, paving the way for other African-American and Hispanic baseball players.</content></paragraph>
<paragraph class="fontsize10" id="y465b6005-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s2/14" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="14">(14) </num><content>The Negro Leagues were born out of segregation yet would become a driving force for social change in the United States.</content></paragraph>
<paragraph class="fontsize10" id="y465b6006-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s2/15" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="15">(15) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x465b6007-e826-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Leroy Paige.</p><p class="leftAlign firstIndent0 fontsize8" id="x465b6008-e826-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Larry Doby.</p><p class="leftAlign firstIndent0 fontsize8" id="x465b6009-e826-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Willie Mays.</p><p class="leftAlign firstIndent0 fontsize8" id="x465b600a-e826-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Henry Aaron.</p><p class="leftAlign firstIndent0 fontsize8" id="x465b600b-e826-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Ernie Banks.</p><p class="leftAlign firstIndent0 fontsize8" id="x465b600c-e826-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Roy Campanella.</p></sidenote><content>The Negro Leagues produced future Major League Baseball stars, including Leroy “Satchel” Paige, Larry Doby, Willie Mays, Henry Aaron, Ernie Banks, and Roy Campanella.</content></paragraph>
<paragraph class="fontsize10" id="y465b600d-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s2/16" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="16">(16) </num><chapeau>The Negro Leagues Baseball Museum was established in Kansas City, Missouri, in 1990—</chapeau><subparagraph class="fontsize10" id="y465b600e-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s2/16/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>to save from extinction a precious piece of Americana and baseball history; and</content></subparagraph>
<subparagraph class="fontsize10" id="y465b600f-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s2/16/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>to use the many life lessons of the powerful story of triumph over adversity of Negro Leagues players to promote tolerance, diversity, and inclusion.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y465b6010-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s2/17" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="17">(17) </num><content>In 2006, Congress granted National Designation to the Negro Leagues Baseball Museum, recognizing it as “America’s Home” for Negro Leagues baseball history.</content></paragraph>

<section id="d226581e239" identifier="/us/pl/116/209/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>COIN SPECIFICATIONS.</heading><subsection class="firstIndent0 fontsize10" id="y465bd541-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Denominations</inline>.—</heading><chapeau>The Secretary of the Treasury (hereafter in this Act referred to as the “Secretary”) shall mint and issue the following coins:</chapeau><paragraph class="fontsize10" id="y465bd542-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s3/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10 smallCaps">$5 gold coins<inline class="noSmallCaps">.—</inline></heading><chapeau>Not more than 50,000 $5 coins, which shall—</chapeau><subparagraph class="fontsize10" id="y465bd543-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s3/a/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>weigh 8.359 grams;</content></subparagraph>
<subparagraph class="fontsize10" id="y465bd544-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s3/a/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>have a diameter of 0.850 inches; and</content></subparagraph>
<subparagraph class="fontsize10" id="y465bd545-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s3/a/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>contain not less than 90 percent gold.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y465bd546-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s3/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10 smallCaps">$1 silver coins<inline class="noSmallCaps">.—</inline></heading><chapeau>Not more than 400,000 $1 coins, which shall—</chapeau><subparagraph class="fontsize10" id="y465bd547-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s3/a/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>weigh 26.73 grams;</content></subparagraph>
<subparagraph class="fontsize10" id="y465bd548-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s3/a/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>have a diameter of 1.500 inches; and</content></subparagraph>
<subparagraph class="fontsize10" id="y465bfc59-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s3/a/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>contain not less than 90 percent silver.</content></subparagraph>

<paragraph class="fontsize10" id="y465bfc5a-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s3/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Half-dollar clad coins</inline>.—</heading><chapeau>Not more than 400,000 half-dollar coins which shall—</chapeau><subparagraph class="fontsize10" id="y465bfc5b-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s3/a/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>weigh 11.34 grams;</content></subparagraph>
<subparagraph class="fontsize10" id="y465bfc5c-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s3/a/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>have a diameter of 1.205 inches; and</content></subparagraph>
<subparagraph class="fontsize10" id="y465bfc5d-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s3/a/3/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>be minted to the specifications for half-dollar coins contained in <ref href="/us/usc/t31/s5112/b">section 5112(b) of title 31, United States Code</ref>.</content></subparagraph>

<subsection class="firstIndent0 fontsize10" id="y465bfc5e-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Legal Tender</inline>.—</heading><content>The coins minted under this Act shall be legal tender, as provided in <ref href="/us/usc/t31/s5103">section 5103 of title 31, United States Code</ref>.<page identifier="/us/stat/134/1013">134 STAT. 1013</page></content></subsection>
<subsection class="firstIndent0 fontsize10" id="y465bfc5f-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s3/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Numismatic Items</inline>.—</heading><content>For purposes of <ref href="/us/usc/t31/s5134">section 5134 of title 31, United States Code</ref>, all coins minted under this Act shall be considered to be numismatic items.</content></subsection>

<section id="d226581e358" identifier="/us/pl/116/209/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>DESIGNS OF COINS.</heading><subsection class="firstIndent0 fontsize10" id="y465c2370-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Design Requirements</inline>.—</heading><paragraph class="fontsize10" id="y465c2371-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s4/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The designs of the coins minted under this Act shall be emblematic of the Negro Leagues Baseball Museum and its mission to promote tolerance, diversity, and inclusion.</content></paragraph>
<paragraph class="fontsize10" id="y465c2372-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s4/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Designation and inscriptions</inline>.—</heading><chapeau>On each coin minted under this Act there shall be—</chapeau><subparagraph class="fontsize10" id="y465c4a83-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s4/a/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>a designation of the value of the coin;</content></subparagraph>
<subparagraph class="fontsize10" id="y465c4a84-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s4/a/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>an inscription of the year “2022”; and</content></subparagraph>
<subparagraph class="fontsize10" id="y465c4a85-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s4/a/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>inscriptions of the words “Liberty”, “In God We Trust”, “United States of America”, and “E Pluribus Unum”.</content></subparagraph>

</subsection>
<subsection class="firstIndent0 fontsize10" id="y465c4a86-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Selection</inline>.—</heading><chapeau>The designs for the coins minted under this Act shall be—</chapeau><paragraph class="fontsize10" id="y465c4a87-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s4/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x465c4a88-e826-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Consultation.</p></sidenote><content>selected by the Secretary after consultation with the Negro Leagues Baseball Museum and the Commission of Fine Arts; and</content></paragraph>
<paragraph class="fontsize10" id="y465c4a89-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s4/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>reviewed by the Citizens Coinage Advisory Committee.</content></paragraph>

<section id="d226581e426" identifier="/us/pl/116/209/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>ISSUANCE OF COINS.</heading><subsection class="firstIndent0 fontsize10" id="y465c4a8a-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Quality of Coins</inline>.—</heading><content>Coins minted under this Act shall be issued in uncirculated and proof qualities.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y465c4a8b-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Mint Facilities</inline>.—</heading><content>Only 1 facility of the United States Mint may be used to strike any particular quality of the coins minted under this Act.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y465c4a8c-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s5/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Period for Issuance</inline>.—</heading><content>The Secretary may issue coins minted under this Act only during the 1-year period beginning on January 1, 2022.</content></subsection>
</section>
<section id="d226581e458" identifier="/us/pl/116/209/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><heading>SALE OF COINS.</heading><subsection class="firstIndent0 fontsize10" id="y465c98ad-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s6/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Sale Price</inline>.—</heading><chapeau>The coins issued under this Act shall be sold by the Secretary at a price equal to the sum of—</chapeau><paragraph class="fontsize10" id="y465c98ae-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s6/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the face value of the coins;</content></paragraph>
<paragraph class="fontsize10" id="y465c98af-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s6/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the surcharge provided in section 7(a) with respect to such coins; and</content></paragraph>
<paragraph class="fontsize10" id="y465c98b0-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s6/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>the cost of designing and issuing the coins (including labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping).</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y465c98b1-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s6/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Bulk Sales</inline>.—</heading><content>The Secretary shall make bulk sales of the coins issued under this Act at a reasonable discount.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y465c98b2-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s6/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Prepaid Orders</inline>.—</heading><paragraph class="fontsize10" id="y465c98b3-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s6/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Secretary shall accept prepaid orders for the coins minted under this Act before the issuance of such coins.</content></paragraph>
<paragraph class="fontsize10" id="y465c98b4-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s6/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Discount</inline>.—</heading><content>Sale prices with respect to prepaid orders under paragraph (1) shall be at a reasonable discount.</content></paragraph>

<section id="d226581e522" identifier="/us/pl/116/209/s7" style="-uslm-lc:I658141"><num class="fontsize12" value="7">SEC. 7. </num><heading>SURCHARGES.</heading><subsection class="firstIndent0 fontsize10" id="y465ce6d5-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s7/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>All sales of coins issued under this Act shall include a surcharge of—</chapeau><paragraph class="fontsize10" id="y465ce6d6-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s7/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>$35 per coin for the $5 coin;</content></paragraph>
<paragraph class="fontsize10" id="y465ce6d7-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s7/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>$10 per coin for the $1 coin; and</content></paragraph>
<paragraph class="fontsize10" id="y465ce6d8-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s7/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>$5 per coin for the half-dollar coin.<page identifier="/us/stat/134/1014">134 STAT. 1014</page></content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y465ce6d9-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s7/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Distribution</inline>.—</heading><content>Subject to <ref href="/us/usc/t31/s5134/f/1">section 5134(f)(1) of title 31, United States Code</ref>, all surcharges received by the Secretary from the sale of coins issued under this Act shall be promptly paid by the Secretary to the Negro Leagues Baseball Museum for educational and outreach programs and exhibits.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y465ce6da-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s7/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Audits</inline>.—</heading><content>The Negro Leagues Baseball Museum shall be subject to the audit requirements of <ref href="/us/usc/t31/s5134/f/2">section 5134(f)(2) of title 31, United States Code</ref>, with regard to the amounts received under subsection (b).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y465ce6db-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s7/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Limitation</inline>.—</heading><content>Notwithstanding subsection (a), no surcharge may be included with respect to the issuance under this Act of any coin during a calendar year if, as of the time of such issuance, the issuance of such coin would result in the number of commemorative coin programs issued during such year to exceed the annual 2 commemorative coin program issuance limitation under <ref href="/us/usc/t31/s5112/m/1">section 5112(m)(1) of title 31, United States Code</ref> (as in effect on the date of the enactment of this Act). The Secretary of the Treasury may issue guidance to carry out this subsection.</content></subsection>
</section>
<section id="d226581e593" identifier="/us/pl/116/209/s8" style="-uslm-lc:I658141"><num class="fontsize12" value="8">SEC. 8. </num><heading>FINANCIAL ASSURANCES.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x465d0dec-e826-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  The Secretary shall take such actions as may be necessary to ensure that—</chapeau><paragraph class="fontsize10" id="y465d0ded-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s8/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>minting and issuing coins under this Act will not result in any net cost to the United States Government; and</content></paragraph>
<paragraph class="fontsize10" id="y465d0dee-e826-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/209/s8/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>no funds, including applicable surcharges, are disbursed to any recipient designated in section 7 until the total cost of designing and issuing all of the coins authorized by this Act (including labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping) is recovered by the United States Treasury, consistent with sections 5112(m) and 5134(f) of <ref href="/us/usc/t31">title 31, United States Code</ref>.</content></paragraph>
</section>
<section id="d226581e614" identifier="/us/pl/116/209/s9" style="-uslm-lc:I658141"><num class="fontsize12" value="9">SEC. 9. </num><heading>MARKETING AND EDUCATIONAL CAMPAIGN.</heading><content style="-uslm-lc:I658120">  The Secretary shall develop and execute a marketing, advertising, promotional, and educational program to promote the collecting of the coins authorized under this subsection.</content></section>
<section id="d226581e622" identifier="/us/pl/116/209/s10" style="-uslm-lc:I658142"><num class="fontsize12" value="10">SEC. 10. </num><heading>DETERMINATION OF BUDGETARY EFFECTS.</heading><content style="-uslm-lc:I658120">  The budgetary effects of this Act, for the purpose of complying with the Statutory Pay-As-You-Go Act of 2010, shall be determined by reference to the latest statement titled “Budgetary Effects of PAYGO Legislation” for this Act, submitted for printing in the <page identifier="/us/stat/134/1015">134 STAT. 1015</page>
Congressional Record by the Chairman of the House Budget Committee, provided that such statement has been submitted prior to the vote on passage.</content></section>
