<section id="d227465e92" identifier="/us/pl/116/192/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Reinvigorating Lending for the Future Act</shortTitle>” or the “<shortTitle role="act">RLF Act</shortTitle>”.</content></section>
<section id="d227465e105" identifier="/us/pl/116/192/s2" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>RELEASE OF CERTAIN INTERESTS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x01715b64-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Section 601(d)(2) of the Public Works and Economic Development Act of 1965 (<ref href="/us/usc/t42/s3211/d/2">42 U.S.C. 3211(d)(2)</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="y01715b65-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/192/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>by <amendingAction type="delete">striking</amendingAction> the paragraph designation and heading and all that follows through “<quotedText>The Secretary may</quotedText>” and <amendingAction type="insert">inserting</amendingAction> the following:<quotedContent><paragraph class="indentUp0 fontsize10" id="y01715b66-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Release</inline>.—</heading><subparagraph class="fontsize10" id="y01715b67-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Except as provided in subparagraph (B), the Secretary may”</content></subparagraph>

<paragraph class="fontsize10" id="y01715b68-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/192/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><subparagraph class="fontsize10" id="y0171a989-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><heading class="fontsize10"><inline class="smallCaps">Certain releases</inline>.—</heading><clause class="fontsize10" id="y0171a98a-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>On written request from a recipient of a grant under section 209(d), the Secretary shall release, in accordance with this subparagraph, any Federal interest in connection with the grant, if—</chapeau><subclause class="fontsize10" id="y0171a98b-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">“(I) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x0171a98c-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Time period.</p></sidenote><content>the request is made not less than 7 years after the final disbursement of the original grant;</content></subclause>
<subclause class="fontsize10" id="y0171a98d-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">“(II) </num><content>the recipient has complied with the terms and conditions of the grant to the satisfaction of the Secretary;</content></subclause>
<subclause class="fontsize10" id="y0171a98e-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="III">“(III) </num><content>any proceeds realized from the grant will be used for 1 or more activities that continue to carry out the economic development purposes of this Act; and</content></subclause>
<subclause class="fontsize10" id="y0171a98f-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="IV">“(IV) </num><content>the recipient includes in the written request a description of how the recipient will use the proceeds of the grant in accordance with subclause (III).</content></subclause>

<clause class="fontsize10" id="y0171a990-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><heading class="fontsize10"><inline class="smallCaps">Deadline</inline>.—</heading><subclause class="fontsize10" id="y0171a991-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">“(I) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Except as provided in subclause (II), the Secretary shall complete all closeout actions for the grant by not later than 180 days after receipt and acceptance of the written request under clause (i).<page identifier="/us/stat/134/979">134 STAT. 979</page></content></subclause>
<subclause class="fontsize10" id="y0171a992-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">“(II) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x0171a993-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Determination.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Extension</inline>.—</heading><content>The Secretary may extend a deadline under subclause (I) by an additional 180 days if the Secretary determines the extension to be necessary.</content></subclause>

<clause class="fontsize10" id="y0171a994-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">“(iii) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x0171a995-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Applicability.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Savings provision</inline>.—</heading><content>Section 602 shall continue to apply to a project assisted with a grant under section 209(d) regardless of whether the Secretary releases a Federal interest under clause (i).”</content></clause>
