<enactingFormula style="-uslm-lc:I658120"><i>  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</i></enactingFormula><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xb16a5698-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Veterans’ Care Quality Transparency Act.</p></sidenote>
<section id="d228813e88" identifier="/us/pl/116/177/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Veterans’ Care Quality Transparency Act</shortTitle>”.</content></section>
<section id="d228813e98" identifier="/us/pl/116/177/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>COMPTROLLER GENERAL ASSESSMENT OF MEMORANDA OF UNDERSTANDING AND MEMORANDA OF AGREEMENT BETWEEN UNDER SECRETARY OF HEALTH AND NON-DEPARTMENT OF VETERANS AFFAIRS ENTITIES RELATING TO SUICIDE PREVENTION AND MENTAL HEALTH SERVICES.</heading><subsection class="firstIndent0 fontsize10" id="yb16af2d9-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/177/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xb16af2da-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Assessment</inline>.—</heading><chapeau>Not later than 270 days after the date of the enactment of this Act, the Comptroller General of the United States shall conduct an assessment of the effectiveness of all memoranda of understanding and memoranda of agreement entered into by the Under Secretary of Veterans Affairs for Health and a non-Department of Veterans Affairs entity relating to—</chapeau><paragraph class="fontsize10" id="yb16af2db-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/177/s2/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>suicide prevention activities and outreach; and</content></paragraph>
<paragraph class="fontsize10" id="yb16af2dc-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/177/s2/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xb16af2dd-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Time period.</p></sidenote><content>the provision or coordination of mental health services during the 5-year period preceding the date of the enactment of this Act.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yb16af2de-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/177/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Contents of Assessment</inline>.—</heading><chapeau>The assessment required by subsection (a) shall include an assessment of—</chapeau><paragraph class="fontsize10" id="yb16af2df-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/177/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the size of the catchment area of each such entity;</content></paragraph>
<paragraph class="fontsize10" id="yb16af2e0-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/177/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the staffing structures of such entities;</content></paragraph>
<paragraph class="fontsize10" id="yb16af2e1-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/177/s2/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>any accreditation or licensure any such entity has obtained in relation to the services the entity provides;</content></paragraph>
<paragraph class="fontsize10" id="yb16af2e2-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/177/s2/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>any variances in the subpopulations of veterans served by such entities;</content></paragraph>
<paragraph class="fontsize10" id="yb16af2e3-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/177/s2/b/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>any limitations any such entity may face in carrying out its obligations under the memorandum of understanding or memorandum of agreement;</content></paragraph>
<paragraph class="fontsize10" id="yb16af2e4-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/177/s2/b/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>the extent to which the Under Secretary provides oversight and tracks outcomes of such entities;</content></paragraph>
<paragraph class="fontsize10" id="yb16af2e5-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/177/s2/b/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>any variations in the structure or requirements of the memoranda of understanding and memoranda of agreement;</content></paragraph>
<paragraph class="fontsize10" id="yb16af2e6-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/177/s2/b/8" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><chapeau>a breakdown of the percentage of such entities that serve—</chapeau><subparagraph class="fontsize10" id="yb16af2e7-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/177/s2/b/8/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>women veterans;<page identifier="/us/stat/134/852">134 STAT. 852</page></content></subparagraph>
<subparagraph class="fontsize10" id="yb16af2e8-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/177/s2/b/8/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>minority veterans;</content></subparagraph>
<subparagraph class="fontsize10" id="yb16af2e9-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/177/s2/b/8/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>veterans who are over the age of 55;</content></subparagraph>
<subparagraph class="fontsize10" id="yb16af2ea-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/177/s2/b/8/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>veterans between the ages of 18 and 34;</content></subparagraph>
<subparagraph class="fontsize10" id="yb16af2eb-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/177/s2/b/8/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>veterans who reside in United States insular areas; and</content></subparagraph>
<subparagraph class="fontsize10" id="yb16af2ec-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/177/s2/b/8/F" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="F">(F) </num><content>veterans’ families; and</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yb16af2ed-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/177/s2/b/9" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="9">(9) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xb16af2ee-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Data security.</p></sidenote><content>any measures taken to ensure the secure exchange of data and information between such entities and the Department of Veterans Affairs.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yb16af2ef-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/177/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Report to Congress</inline>.—</heading><content>Not later than 270 days after the completion of the assessment under subsection (a), the Comptroller General shall submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives a report on the results of the assessment.</content></subsection>
