<section id="d112241e107" identifier="/us/pl/116/172/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd7d1458f-e827-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t47/s609">47 USC 609 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">National Suicide Hotline Designation Act of 2020</shortTitle>”.</content></section>
<section id="d112241e122" identifier="/us/pl/116/172/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd7d14590-e827-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t47/s251">47 USC 251 note</ref>.</p></sidenote><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xd7d16ca1-e827-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Congress finds the following:</chapeau><paragraph class="fontsize10" id="yd7d16ca2-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>According to the American Foundation for Suicide Prevention, on average, there are 129 suicides per day in the United States.</content></paragraph>
<paragraph class="fontsize10" id="yd7d16ca3-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>To prevent future suicides, it is critical to transition the cumbersome, existing 10-digit National Suicide Hotline to a universal, easy-to-remember, 3-digit phone number and connect people in crisis with life-saving resources.</content></paragraph>
<paragraph class="fontsize10" id="yd7d16ca4-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>It is essential that people in the United States have access to a 3-digit national suicide hotline across all geographic locations.</content></paragraph>
<paragraph class="fontsize10" id="yd7d16ca5-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>The designated suicide hotline number will need to be both familiar and recognizable to all people in the United States.</content></paragraph>
</section>
<section id="d112241e154" identifier="/us/pl/116/172/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>UNIVERSAL TELEPHONE NUMBER FOR NATIONAL SUICIDE PREVENTION AND MENTAL HEALTH CRISIS HOTLINE SYSTEM.</heading><subsection class="firstIndent0 fontsize10" id="yd7d1bac6-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s3/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>Section 251(e) of the Communications Act of 1934 (<ref href="/us/usc/t47/s251/e">47 U.S.C. 251(e)</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><paragraph class="fontsize10" id="yd7d1bac7-e827-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><heading class="fontsize10"><inline class="smallCaps">Universal telephone number for national suicide prevention and mental health crisis hotline system</inline>.—</heading><content>9–8–8 is designated as the universal telephone number within the United States for the purpose of the national suicide prevention and mental health crisis hotline system operating through the National Suicide Prevention Lifeline maintained by the Assistant Secretary for Mental Health and Substance Use under section 520E–3 of the Public Health Service Act (<ref href="/us/usc/t42/s290bb–36c">42 U.S.C. 290bb–36c</ref>) and through the Veterans Crisis Line maintained by the Secretary of Veterans Affairs under <ref href="/us/usc/t38/s1720F/h">section 1720F(h) of title 38, United States Code</ref>.”</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="yd7d1bac8-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd7d1bac9-e827-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t47/s251">47 USC 251 note</ref>.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Effective Date</inline>.—</heading><content>The amendment made by subsection (a) shall take effect on the date that is 1 year after the date of enactment of this Act.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yd7d1baca-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s3/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Required Report</inline>.—</heading><chapeau>Not later than 180 days after the date of enactment of this Act, the Assistant Secretary for Mental Health and Substance Use and the Secretary of Veterans Affairs shall jointly submit a report that details the resources necessary to make the use of 9–8–8, as designated under paragraph (4) of section 251(e) of the Communications Act of 1934 (<ref href="/us/usc/t47/s251/e">47 U.S.C. 251(e)</ref>), as added by subsection (a) of this section, operational and effective across the United States to—</chapeau><paragraph class="fontsize10" id="yd7d1bacb-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s3/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the Committee on Commerce, Science, and Transportation of the Senate;</content></paragraph>
<paragraph class="fontsize10" id="yd7d1bacc-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s3/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the Committee on Appropriations of the Senate;</content></paragraph>
<paragraph class="fontsize10" id="yd7d1bacd-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s3/c/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>the Committee on Energy and Commerce of the House of Representatives; and</content></paragraph>
<paragraph class="fontsize10" id="yd7d1bace-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s3/c/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>the Committee on Appropriations of the House of Representatives.</content></paragraph>

<section id="d112241e246" identifier="/us/pl/116/172/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd7d1e1df-e827-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t47/s251a">47 USC 251a</ref>.</p></sidenote><heading>STATE AUTHORITY OVER FEES.</heading><subsection class="firstIndent0 fontsize10" id="yd7d25710-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Authority</inline>.—</heading><paragraph class="fontsize10" id="yd7d25711-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s4/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Nothing in this Act, any amendment made by this Act, the Communications Act of 1934 (<ref href="/us/usc/t47/s151/etseq">47 U.S.C. 151 et seq.</ref>), or any Commission regulation or order may prevent the imposition and collection of a fee or charge applicable to a commercial mobile service or an IP-enabled voice service specifically designated by a State, a political subdivision of a State, an Indian Tribe, or village or regional corporation serving a region established pursuant to the Alaska Native Claims Settlement Act (<ref href="/us/usc/t43/s1601/etseq">43 U.S.C. 1601 et seq.</ref>) for 9–8–8 related services, if the fee or charge is held in a sequestered account to be obligated or expended only in support of 9–8–8 services, or enhancements of such services, as specified in the provision of State or local law adopting the fee or charge.</content></paragraph>
<paragraph class="fontsize10" id="yd7d25712-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s4/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Use of 9–8–8 funds</inline>.—</heading><chapeau>A fee or charge collected under this subsection shall only be imposed, collected, and used to pay expenses that a State, a political subdivision of a State, an Indian Tribe, or village or regional corporation serving a region established pursuant to the Alaska Native Claims Settlement Act (<ref href="/us/usc/t43/s1601/etseq">43 U.S.C. 1601 et seq.</ref>) is expected to incur that are reasonably attributed to—</chapeau><subparagraph class="fontsize10" id="yd7d25713-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s4/a/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>ensuring the efficient and effective routing of calls made to the 9–8–8 national suicide prevention and mental health crisis hotline to an appropriate crisis center; and</content></subparagraph>
<subparagraph class="fontsize10" id="yd7d25714-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s4/a/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>personnel and the provision of acute mental health, crisis outreach and stabilization services by directly responding to the 9–8–8 national suicide prevention and mental health crisis hotline.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yd7d25715-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Fee Accountability Report</inline>.—</heading><chapeau>To ensure efficiency, transparency, and accountability in the collection and expenditure of a fee or charge for the support or implementation of 9–8–8 services, not later than 2 years after the date of the enactment of this Act, and annually thereafter, the Commission shall submit to the Committees on Commerce, Science, and Transportation and Appropriations of the Senate and the Committees on Energy and Commerce and Appropriations of the House of Representatives a report that—<page identifier="/us/stat/134/834">134 STAT. 834</page></chapeau><paragraph class="fontsize10" id="yd7d25716-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s4/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>details the status in each State, political subdivision of a State, Indian Tribe, or village or regional corporation serving a region established pursuant to the Alaska Native Claims Settlement Act (<ref href="/us/usc/t43/s1601/etseq">43 U.S.C. 1601 et seq.</ref>) of the collection and distribution of such fees or charges; and</content></paragraph>
<paragraph class="fontsize10" id="yd7d25717-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s4/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>includes findings on the amount of revenues obligated or expended by each State, political subdivision of a State, Indian Tribe, or village or regional corporation serving a region established pursuant to the Alaska Native Claims Settlement Act (<ref href="/us/usc/t43/s1601/etseq">43 U.S.C. 1601 et seq.</ref>) for any purpose other than the purpose for which any such fees or charges are specified.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yd7d27e28-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s4/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this section:</chapeau><paragraph class="fontsize10" id="yd7d27e29-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s4/c/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Commercial mobile service</inline>.—</heading><content>The term “<term>commercial mobile service</term>” has the meaning given that term under section 332(d) of the Communications Act of 1934 (<ref href="/us/usc/t47/s332/d">47 U.S.C. 332(d)</ref>).</content></paragraph>
<paragraph class="fontsize10" id="yd7d27e2a-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s4/c/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Commission</inline>.—</heading><content>The term “<term>Commission</term>” means the Federal Communications Commission.</content></paragraph>
<paragraph class="fontsize10" id="yd7d27e2b-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s4/c/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">IP-enabled voice service</inline>.—</heading><chapeau>The term “<term>IP-enabled voice service</term>” shall include—</chapeau><subparagraph class="fontsize10" id="yd7d27e2c-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s4/c/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>an interconnected VoIP service, as defined in section 9.3 of the <ref href="/us/cfr/t47">title 47 of the Code of Federal Regulations</ref>, or any successor thereto; and</content></subparagraph>
<subparagraph class="fontsize10" id="yd7d27e2d-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s4/c/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>a one-way interconnected VoIP service.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yd7d27e2e-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s4/c/4" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">State</inline>.—</heading><content>The term “<term>State</term>” has the meaning given that term in section 7 of the Wireless Communications and Public Safety Act of 1999 (<ref href="/us/usc/t47/s615b">47 U.S.C. 615b</ref>).</content></paragraph>

<section id="d112241e400" identifier="/us/pl/116/172/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>LOCATION IDENTIFICATION REPORT.</heading><subsection class="firstIndent0 fontsize10" id="yd7d2a53f-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>Not later than 180 days after the date of the enactment of this Act, the Federal Communications Commission shall submit to the appropriate committees a report that examines the feasibility and cost of including an automatic dispatchable location that would be conveyed with a 9–8–8 call, regardless of the technological platform used and including with calls from multi-line telephone systems (as defined in section 6502 of the Middle Class Tax Relief and Job Creation Act of 2012 (<ref href="/us/usc/t47/s1471">47 U.S.C. 1471</ref>)).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yd7d2a540-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this section:</chapeau><paragraph class="fontsize10" id="yd7d2a541-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s5/b/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Appropriate committees</inline>.—</heading><chapeau>The term “<term>appropriate committees</term>” means the following:</chapeau><subparagraph class="fontsize10" id="yd7d2a542-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s5/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>The Committee on Commerce, Science, and Transportation of the Senate.</content></subparagraph>
<subparagraph class="fontsize10" id="yd7d2a543-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s5/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>The Committee on Health, Education, Labor, and Pensions of the Senate.</content></subparagraph>
<subparagraph class="fontsize10" id="yd7d2a544-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s5/b/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>The Committee on Energy and Commerce of the House of Representatives.</content></subparagraph>

<paragraph class="fontsize10" id="yd7d2a545-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s5/b/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Dispatchable location</inline>.—</heading><content>The term “<term>dispatchable location</term>” means the street address of the calling party and additional information such as room number, floor number, or similar information necessary to adequately identify the location of the calling party.</content></paragraph>

<section id="d112241e460" identifier="/us/pl/116/172/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><heading>REPORT ON CERTAIN TRAINING PROGRAMS.</heading><subsection class="firstIndent0 fontsize10" id="yd7d31976-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s6/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Sense of Congress</inline>.—</heading><chapeau>It is the sense of Congress that—</chapeau><paragraph class="fontsize10" id="yd7d31977-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s6/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>youth who are lesbian, gay, bisexual, transgender, or queer (referred to in this section as “LGBTQ”) are more than 4 times more likely to contemplate suicide than their peers, with 1 in 5 LGBTQ youth and more than 1 in 3 transgender youth reporting attempting suicide;<page identifier="/us/stat/134/835">134 STAT. 835</page></content></paragraph>
<paragraph class="fontsize10" id="yd7d31978-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s6/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>American Indian and Alaska Natives have the highest rate of suicide of any racial or ethnic group in the United States with a suicide rate over 3.5 times higher than the racial or ethnic group with the lowest rate, with the suicide rate increasing, since 1999, by 139 percent for American Indian women and 71 percent for men;</content></paragraph>
<paragraph class="fontsize10" id="yd7d31979-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s6/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>between 2001 and 2015, the suicide death rate in rural counties in the United States was 17.32 per 100,000 individuals, which is significantly greater than the national average, and the data shows that between that same time period, suicide rates increased for all age groups across all counties in the United States, with the highest rates and the greatest increases being in more rural counties; and</content></paragraph>
<paragraph class="fontsize10" id="yd7d3197a-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s6/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>the Substance Abuse and Mental Health Services Administration must be equipped to provide specialized resources to these and other high-risk populations.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yd7d3197b-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s6/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Report</inline>.—</heading><chapeau>Not later than 180 days after the date of enactment of this Act, the Assistant Secretary for Mental Health and Substance Use shall submit to the Committee on Commerce, Science, and Transportation of the Senate, the Committee on Health, Education, Labor, and Pensions of the Senate, and the Committee on Energy and Commerce of the House of Representatives a report that—</chapeau><paragraph class="fontsize10" id="yd7d3408c-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s6/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd7d3408d-e827-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Strategy.</p><p class="leftAlign firstIndent0 fontsize8" id="xd7d3408e-e827-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Consultation.</p></sidenote><content>details a strategy, to be developed in consultation with the Centers for Disease Control and Prevention, the National Institute of Mental Health, and organizations capable of providing nationwide suicide prevention and crisis services for LGBTQ youth, minorities, rural individuals, or other high-risk populations, for the Substance Abuse and Mental Health Services Administration to offer, support, or provide technical assistance to training programs for National Suicide Prevention Lifeline counselors to increase competency in serving high-risk populations; and</content></paragraph>
<paragraph class="fontsize10" id="yd7d3408f-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s6/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd7d34090-e827-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="xd7d34091-e827-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">tions.</p></sidenote><chapeau>includes recommendations regarding—</chapeau><subparagraph class="fontsize10" id="yd7d34092-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s6/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the facilitation of access to services that are provided to specially trained staff and partner organizations for LGBTQ youth, minorities, rural individuals, and other high-risk populations; and</content></subparagraph>
<subparagraph class="fontsize10" id="yd7d34093-e827-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/172/s6/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>a strategy for optimally implementing an Integrated Voice Response, or other equally effective mechanism, to allow National Suicide Prevention Lifeline callers who are LGBTQ youth, minorities, rural individuals,<page identifier="/us/stat/134/836">134 STAT. 836</page></content></subparagraph>
