<section id="d229646e106" identifier="/us/pl/116/17/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Target Practice and Marksmanship Training Support Act</shortTitle>”.</content></section>
<section id="d229646e116" identifier="/us/pl/116/17/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xefde30d7-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t16/s669a">16 USC 669a note</ref>.</p></sidenote><heading>FINDINGS; PURPOSE.</heading><subsection class="firstIndent0 fontsize10" id="yefde7ef8-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Findings</inline>.—</heading><chapeau>Congress finds that—</chapeau><paragraph class="fontsize10" id="yefde7ef9-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s2/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the use of firearms and archery equipment for target practice and marksmanship training activities on Federal land is allowed, except to the extent specific portions of that land have been closed to those activities;</content></paragraph>
<paragraph class="fontsize10" id="yefde7efa-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s2/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>in recent years preceding the date of enactment of this Act, portions of Federal land have been closed to target practice and marksmanship training for many reasons;</content></paragraph>
<paragraph class="fontsize10" id="yefde7efb-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s2/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>the availability of public target ranges on non-Federal land has been declining for a variety of reasons, including continued population growth and development near former ranges;</content></paragraph>
<paragraph class="fontsize10" id="yefde7efc-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s2/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><chapeau>providing opportunities for target practice and marksmanship training at public target ranges on Federal and non-Federal land can help—</chapeau><subparagraph class="fontsize10" id="yefde7efd-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s2/a/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>to promote enjoyment of shooting, recreational, and hunting activities; and</content></subparagraph>
<subparagraph class="fontsize10" id="yefde7efe-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s2/a/4/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>to ensure safe and convenient locations for those activities;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yefde7eff-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s2/a/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>Federal law in effect on the date of enactment of this Act, including the Pittman-Robertson Wildlife Restoration Act (<ref href="/us/usc/t16/s669/etseq">16 U.S.C. 669 et seq.</ref>), provides Federal support for construction and expansion of public target ranges by making available to States amounts that may be used for construction, operation, and maintenance of public target ranges; and</content></paragraph>
<paragraph class="fontsize10" id="yefde7f00-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s2/a/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>it is in the public interest to provide increased Federal support to facilitate the construction or expansion of public target ranges.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yefde7f01-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Purpose</inline>.—</heading><content>The purpose of this Act is to facilitate the construction and expansion of public target ranges, including ranges on Federal land managed by the Forest Service and the Bureau of Land Management.<page identifier="/us/stat/133/867">133 STAT. 867</page></content></subsection>

<section id="d229646e192" identifier="/us/pl/116/17/s3" role="definitions" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xefde7f02-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t16/s669a">16 USC 669a note</ref>.</p></sidenote><heading>DEFINITION OF PUBLIC TARGET RANGE.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xefdea613-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  In this Act, the term “<term>public target range</term>” means a specific location that—</chapeau><paragraph class="fontsize10" id="yefdea614-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>is identified by a governmental agency for recreational shooting;</content></paragraph>
<paragraph class="fontsize10" id="yefdea615-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>is open to the public;</content></paragraph>
<paragraph class="fontsize10" id="yefdea616-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s3/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>may be supervised; and</content></paragraph>
<paragraph class="fontsize10" id="yefdea617-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s3/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>may accommodate archery or rifle, pistol, or shotgun shooting.</content></paragraph>

<section id="d229646e225" identifier="/us/pl/116/17/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>AMENDMENTS TO PITTMAN-ROBERTSON WILDLIFE RESTORATION ACT.</heading><subsection class="firstIndent0 fontsize10" id="yefdf4258-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s4/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>Section 2 of the Pittman-Robertson Wildlife Restoration Act (<ref href="/us/usc/t16/s669a">16 U.S.C. 669a</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="yefdf4259-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s4/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>by <amendingAction type="redesignate">redesignating</amendingAction> paragraphs (2) through (8) as paragraphs (3) through (9), respectively; and</content></paragraph>
<paragraph class="fontsize10" id="yefdf425a-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s4/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>by <amendingAction type="insert">inserting</amendingAction> after paragraph (1) the following:<quotedContent><paragraph class="indentUp0 fontsize10" id="yefdf696b-e827-11f0-bc57-ad3ac4b1618c" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><chapeau>the term ‘<term>public target range</term>’ means a specific location that—</chapeau><subparagraph class="fontsize10" id="yefdf696c-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>is identified by a governmental agency for recreational shooting;</content></subparagraph>
<subparagraph class="fontsize10" id="yefdf696d-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>is open to the public;</content></subparagraph>
<subparagraph class="fontsize10" id="yefdf696e-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>may be supervised; and</content></subparagraph>
<subparagraph class="fontsize10" id="yefdf696f-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">“(D) </num><content>may accommodate archery or rifle, pistol, or shotgun shooting;”</content></subparagraph>

<subsection class="firstIndent0 fontsize10" id="yefdf6970-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s4/b" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Expenditures for Management of Wildlife Areas and Resources</inline>.—</heading><chapeau>Section 8(b) of the Pittman-Robertson Wildlife Restoration Act (<ref href="/us/usc/t16/s669g/b">16 U.S.C. 669g(b)</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="yefdf6971-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s4/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>by <amendingAction type="delete">striking</amendingAction> “<quotedText>(b) Each State</quotedText>” and <amendingAction type="insert">inserting</amendingAction> the following:<quotedContent><subsection class="indentDown1 firstIndent0 fontsize10" id="yefdf6972-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><heading class="fontsize10"><inline class="smallCaps">Expenditures for Management of Wildlife Areas and Resources</inline>.—</heading><paragraph class="fontsize10" id="yefdf6973-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Except as provided in paragraph (2), each State”</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="yefdf908b-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s4/c" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Firearm and Bow Hunter Education and Safety Program Grants</inline>.—</heading><chapeau>Section 10 of the Pittman-Robertson Wildlife Restoration Act (<ref href="/us/usc/t16/s669h–1">16 U.S.C. 669h–1</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="yefdf908c-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s4/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>in subsection (a), by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><paragraph class="indentUp0 fontsize10" id="yefdf908d-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><heading class="fontsize10"><inline class="smallCaps">Allocation of additional amounts</inline>.—</heading><content>Of the amount apportioned to a State for any fiscal year under section 4(b), the State may elect to allocate not more than 10 percent, to be combined with the amount apportioned to the State under paragraph (1) for that fiscal year, for acquiring land for, expanding, or constructing a public target range.”</content></paragraph>

<paragraph class="fontsize10" id="yefdf908e-e827-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/17/s4/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>by <amendingAction type="delete">striking</amendingAction> subsection (b) and <amendingAction type="insert">inserting</amendingAction> the following:<quotedContent><subsection class="indentDown1 firstIndent0 fontsize10" id="yefdfb79f-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><heading class="fontsize10"><inline class="smallCaps">Cost Sharing</inline>.—</heading><paragraph class="fontsize10" id="yefdfb7a0-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Except as provided in paragraph (2), the Federal share of the cost of any activity carried out using a grant under this section shall not exceed 75 percent of the total cost of the activity.</content></paragraph>
<paragraph class="fontsize10" id="yefdfb7a1-e827-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Public target range construction or expansion</inline>.—</heading><content>The Federal share of the cost of acquiring land for, expanding, or constructing a public target range in a State on Federal or non-Federal land pursuant to this section or section 8(b) shall not exceed 90 percent of the cost of the activity.”</content></paragraph>

<section id="d229646e548" identifier="/us/pl/116/17/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>SENSE OF CONGRESS REGARDING COOPERATION.</heading><content style="-uslm-lc:I658120">  It is the sense of Congress that, consistent with applicable laws and regulations, the Chief of the Forest Service and the Director of the Bureau of Land Management should cooperate with State and local authorities and other entities to carry out waste removal and other activities on any Federal land used as a public target range to encourage continued use of that land for target practice or marksmanship training.</content></section>
