<section id="d112619e102" identifier="/us/pl/116/166/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Not Invisible Act of 2019</shortTitle>”.</content></section>
<section id="d112619e112" identifier="/us/pl/116/166/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x0eefd5ab-e828-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t25/s2802">25 USC 2802 note</ref>.</p></sidenote><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x0eeffcbc-e828-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  In this Act—</chapeau><paragraph class="fontsize10" id="y0eeffcbd-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s2/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the term “<term>Commission</term>” means the Department of the Interior and the Department of Justice Joint Commission on Reducing Violent Crime Against Indians under section 4;</content></paragraph>
<paragraph class="fontsize10" id="y0eeffcbe-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s2/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the term “<term>human trafficking</term>” means act or practice described in paragraph (9) or paragraph (10) of section 103 of the Trafficking Victims Protection Act of 2000 (<ref href="/us/usc/t22/s7102">22 U.S.C. 7102</ref>);</content></paragraph>
<paragraph class="fontsize10" id="y0eeffcbf-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s2/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>the term “<term>Indian</term>” means a member of an Indian tribe;</content></paragraph>
<paragraph class="fontsize10" id="y0eeffcc0-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>the terms “Indian lands” and “Indian tribe” have the meanings given the terms in section 3 of the Native American Business Development, Trade Promotion, and Tourism Act of 2000 (<ref href="/us/usc/t25/s4302">25 U.S.C. 4302</ref>); and</content></paragraph>
<paragraph class="fontsize10" id="y0eeffcc1-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s2/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>the terms “urban centers” and “urban Indian organization” have the meanings given the terms in section 4 of the Indian Health Care Improvement Act (<ref href="/us/usc/t25/s1603">25 U.S.C. 1603</ref>).</content></paragraph>

<section id="d112619e162" identifier="/us/pl/116/166/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>COORDINATOR OF FEDERAL EFFORTS TO COMBAT VIOLENCE AGAINST NATIVE PEOPLE.</heading><subsection class="firstIndent0 fontsize10" id="y0ef0c012-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Coordinator Designation</inline>.—</heading><chapeau>The Secretary of the Interior shall designate an official within the Office of Justice Services in the Bureau of Indian Affairs who shall—</chapeau><paragraph class="fontsize10" id="y0ef0c013-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s3/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>coordinate prevention efforts, grants, and programs related to the murder of, trafficking of, and missing Indians across Federal agencies, including—</chapeau><subparagraph class="fontsize10" id="y0ef0c014-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s3/a/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Bureau of Indian Affairs; and</content></subparagraph>
<subparagraph class="fontsize10" id="y0ef0c015-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s3/a/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><chapeau>the Department of Justice, including—</chapeau><clause class="fontsize10" id="y0ef0c016-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s3/a/1/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>the Office of Justice Programs;</content></clause>
<clause class="fontsize10" id="y0ef0c017-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s3/a/1/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>the Office on Violence Against Women;</content></clause>
<clause class="fontsize10" id="y0ef0c018-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s3/a/1/B/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>the Office of Community Oriented Policing Services;</content></clause>
<clause class="fontsize10" id="y0ef0c019-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s3/a/1/B/iv" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">(iv) </num><content>the Federal Bureau of Investigation; and</content></clause>
<clause class="fontsize10" id="y0ef0c01a-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s3/a/1/B/v" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="v">(v) </num><content>the Office of Tribal Justice;</content></clause>
</subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y0ef0c01b-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s3/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>ensure prevention efforts, grants, and programs of Federal agencies related to the murder of, trafficking of, and <page identifier="/us/stat/134/767">134 STAT. 767</page>
missing Indians consider the unique challenges of combating crime, violence, and human trafficking of Indians and on Indian lands faced by Tribal communities, urban centers, the Bureau of Indian Affairs, Tribal law enforcement, Federal law enforcement, and State and local law enforcement;</content></paragraph>
<paragraph class="fontsize10" id="y0ef0c01c-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s3/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>work in cooperation with outside organizations with expertise in working with Indian tribes and Indian Tribes to provide victim centered and culturally relevant training to tribal law enforcement, Indian Health Service health care providers, urban Indian organizations, Tribal community members and businesses, on how to effectively identify, respond to and report instances of missing persons, murder, and trafficking within Indian lands and of Indians; and</content></paragraph>
<paragraph class="fontsize10" id="y0ef0c01d-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s3/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>report directly to the Secretary of the Interior.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y0ef0c01e-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x0ef0c01f-e828-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Summaries.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Report</inline>.—</heading><chapeau>The official designated in subsection (a) shall submit to the Committee on Indian Affairs and the Committee on the Judiciary of the Senate and the Committee on Natural Resources and the Committee on the Judiciary of the House of Representatives a report to provide information on Federal coordination efforts accomplished over the previous year that includes—</chapeau><paragraph class="fontsize10" id="y0ef0c020-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s3/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>a summary of all coordination activities undertaken in compliance with this section;</content></paragraph>
<paragraph class="fontsize10" id="y0ef0c021-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s3/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>a summary of all trainings completed under subsection (a)(3); and</content></paragraph>
<paragraph class="fontsize10" id="y0ef0c022-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s3/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x0ef0c023-e828-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="x0ef0c024-e828-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">tions.</p></sidenote><content>recommendations for improving coordination across Federal agencies and of relevant Federal programs.</content></paragraph>
</subsection>
</section>
<section id="d112619e268" identifier="/us/pl/116/166/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>ESTABLISHMENT OF THE DEPARTMENT OF INTERIOR AND THE DEPARTMENT OF JUSTICE JOINT COMMISSION ON REDUCING VIOLENT CRIME AGAINST INDIANS.</heading><subsection class="firstIndent0 fontsize10" id="y0ef30a15-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x0ef30a16-e828-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="x0ef30a17-e828-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p><p class="leftAlign firstIndent0 fontsize8" id="x0ef30a18-e828-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Appointment.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Establishment</inline>.—</heading><content>Not later than 120 days after the date of enactment of this Act, the Secretary of the Interior, in coordination with the Attorney General, shall establish and appoint all members of a joint commission on violent crime on Indian lands and against Indians.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y0ef30a19-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Membership</inline>.—</heading><paragraph class="fontsize10" id="y0ef30a1a-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Composition</inline>.—</heading><subparagraph class="fontsize10" id="y0ef30a1b-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Commission shall be composed of members who represent diverse experiences and backgrounds that provide balanced points of view with regard to the duties of the Commission.</content></subparagraph>
<subparagraph class="fontsize10" id="y0ef30a1c-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Diversity</inline>.—</heading><content>To the greatest extent practicable, the Secretary of the Interior shall ensure the Commission includes Tribal representatives from diverse geographic areas and of diverse sizes.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y0ef30a1d-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x0ef30a1e-e828-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Appointment</inline>.—</heading><chapeau>The Secretary of the Interior, in coordination with the Attorney General, shall appoint the members to the Commission, including representatives from—</chapeau><subparagraph class="fontsize10" id="y0ef30a1f-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>tribal law enforcement;</content></subparagraph>
<subparagraph class="fontsize10" id="y0ef30a20-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Office of Justice Services of the Bureau of Indian Affairs;</content></subparagraph>
<subparagraph class="fontsize10" id="y0ef30a21-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>State and local law enforcement in close proximity to Indian lands, with a letter of recommendation from a local Indian Tribe;</content></subparagraph>
<subparagraph class="fontsize10" id="y0ef30a22-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/2/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>the Victim Services Division of the Federal Bureau of Investigation;<page identifier="/us/stat/134/768">134 STAT. 768</page></content></subparagraph>
<subparagraph class="fontsize10" id="y0ef30a23-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/2/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>the Department of Justice’s Human Trafficking Prosecution Unit;</content></subparagraph>
<subparagraph class="fontsize10" id="y0ef30a24-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/2/F" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="F">(F) </num><content>the Office of Violence Against Women of the Department of Justice;</content></subparagraph>
<subparagraph class="fontsize10" id="y0ef30a25-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/2/G" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="G">(G) </num><content>the Office of Victims of Crime of the Department of Justice;</content></subparagraph>
<subparagraph class="fontsize10" id="y0ef30a26-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/2/H" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="H">(H) </num><content>a United States attorney’s office with experience in cases related to missing persons, murder, or trafficking of Indians or on Indian land;</content></subparagraph>
<subparagraph class="fontsize10" id="y0ef33137-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/2/I" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>the Administration for Native Americans of the Office of the Administration for Children &amp; Families of the Department of Health and Human Services;</content></subparagraph>
<subparagraph class="fontsize10" id="y0ef33138-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/2/J" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="J">(J) </num><content>the Substance Abuse and Mental Health Services Administration of the Department of Health and Human Services;</content></subparagraph>
<subparagraph class="fontsize10" id="y0ef33139-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/2/K" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="K">(K) </num><content>a Tribal judge with experience in cases related to missing persons, murder, or trafficking;</content></subparagraph>
<subparagraph class="fontsize10" id="y0ef3313a-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/2/L" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="L">(L) </num><content>not fewer than 3 Indian Tribes from diverse geographic areas, including 1 Indian tribe located in Alaska, selected from nominations submitted by the Indian Tribe;</content></subparagraph>
<subparagraph class="fontsize10" id="y0ef3313b-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/2/M" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="M">(M) </num><content>not fewer than 2 health care and mental health practitioners and counselors and providers with experience in working with Indian survivors of trafficking and sexual assault, with a letter of recommendation from a local tribal chair or tribal law enforcement officer;</content></subparagraph>
<subparagraph class="fontsize10" id="y0ef3313c-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/2/N" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="N">(N) </num><content>not fewer than 3 national, regional, or urban Indian organizations focused on violence against women and children on Indian lands or against Indians;</content></subparagraph>

<subparagraph class="fontsize10" id="y0ef3313e-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/2/P" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="P">(P) </num><content>at least 2 family members of missing Indian people;</content></subparagraph>
<subparagraph class="fontsize10" id="y0ef3313f-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/2/Q" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="Q">(Q) </num><content>at least 2 family members of murdered Indian people;</content></subparagraph>
<subparagraph class="fontsize10" id="y0ef33140-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/2/R" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="R">(R) </num><content>the National Institute of Justice; and</content></subparagraph>
<subparagraph class="fontsize10" id="y0ef33141-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/2/S" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="S">(S) </num><content>the Indian Health Service.</content></subparagraph>

<paragraph class="fontsize10" id="y0ef33142-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Periods of appointment</inline>.—</heading><content>Members shall be appointed for the duration of the Commission.</content></paragraph>
<paragraph class="fontsize10" id="y0ef33143-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Vacancies</inline>.—</heading><content>A vacancy in the Commission shall be filled in the manner in which the original appointment was made and shall not affect the powers or duties of the Commission.</content></paragraph>
<paragraph class="fontsize10" id="y0ef33144-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><heading class="fontsize10"><inline class="smallCaps">Compensation</inline>.—</heading><content>Commission members shall serve without compensation.</content></paragraph>
<paragraph class="fontsize10" id="y0ef33145-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/b/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x0ef33146-e828-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Travel expenses</inline>.—</heading><content>The Secretary of the Interior, in coordination with the Attorney General, shall consider the provision of travel expenses, including per diem, to Commission members when appropriate.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y0ef33147-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Duties</inline>.—</heading><paragraph class="fontsize10" id="y0ef33148-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Commission may hold such hearings, meet and act at times and places, take such testimony, and receive such evidence as the Commission considers to be advisable to carry out the duties of the Commission under this section.</content></paragraph>
<paragraph class="fontsize10" id="y0ef33149-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Recommendations for the department of interior and department of justice</inline>.—</heading><subparagraph class="fontsize10" id="y0ef3314a-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/c/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>The Commission shall develop recommendations to the Secretary of the Interior and Attorney <page identifier="/us/stat/134/769">134 STAT. 769</page>
General on actions the Federal Government can take to help combat violent crime against Indians and within Indian lands, including the development and implementation of recommendations for—</chapeau><clause class="fontsize10" id="y0ef3314b-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/c/2/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>identifying, reporting, and responding to instances of missing persons, murder, and human trafficking on Indian lands and of Indians;</content></clause>
<clause class="fontsize10" id="y0ef3314c-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/c/2/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>legislative and administrative changes necessary to use programs, properties, or other resources funded or operated by the Department of the Interior and Department of Justice to combat the crisis of missing or murdered Indians and human trafficking on Indian lands and of Indians;</content></clause>
<clause class="fontsize10" id="y0ef3314d-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/c/2/A/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>tracking and reporting data on instances of missing persons, murder, and human trafficking on Indian lands and of Indians;</content></clause>
<clause class="fontsize10" id="y0ef3314e-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/c/2/A/iv" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">(iv) </num><content>addressing staff shortages and open positions within relevant law enforcement agencies, including issues related to the hiring and retention of law enforcement officers;</content></clause>
<clause class="fontsize10" id="y0ef3314f-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/c/2/A/v" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="v">(v) </num><content>coordinating tribal, State, and Federal resources to increase prosecution of murder and human trafficking offenses on Indian lands and of Indians; and</content></clause>
<clause class="fontsize10" id="y0ef33150-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/c/2/A/vi" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="vi">(vi) </num><content>increasing information sharing with tribal governments on violent crime investigations and prosecutions in Indian lands that were terminated or declined.</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y0ef33151-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/c/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x0ef33152-e828-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="x0ef33153-e828-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Public information.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Submission</inline>.—</heading><chapeau>Not later than 18 months after the enactment of this Act, the Commission shall make publicly available and submit all recommendations developed under this paragraph to—</chapeau><clause class="fontsize10" id="y0ef33154-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/c/2/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>the Secretary of the Interior;</content></clause>
<clause class="fontsize10" id="y0ef33155-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/c/2/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>the Attorney General;</content></clause>
<clause class="fontsize10" id="y0ef33156-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/c/2/B/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>the Committee on the Judiciary of the Senate;</content></clause>
<clause class="fontsize10" id="y0ef33157-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/c/2/B/iv" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">(iv) </num><content>the Committee on Indian Affairs of the Senate;</content></clause>
<clause class="fontsize10" id="y0ef33158-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/c/2/B/v" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="v">(v) </num><content>the Committee on Natural Resources of the House of Representatives; and</content></clause>
<clause class="fontsize10" id="y0ef33159-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/166/s4/c/2/B/vi" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="vi">(vi) </num><content>the Committee on the Judiciary of the House of Representatives.</content></clause>
