<section id="d229886e98" identifier="/us/pl/116/165/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x22d36364-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t25/s5701">25 USC 5701 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as “<shortTitle role="act">Savanna’s Act</shortTitle>”.</content></section>
<section id="d229886e113" identifier="/us/pl/116/165/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x22d36365-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t25/s5701">25 USC 5701</ref>.</p></sidenote><heading>PURPOSES.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x22d38a76-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  The purposes of this Act are—</chapeau><paragraph class="fontsize10" id="y22d38a77-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x22d38a78-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Intergovern-</p><p class="leftAlign firstIndent0 fontsize8" id="x22d38a79-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">mental relations.</p></sidenote><content>to clarify the responsibilities of Federal, State, Tribal, and local law enforcement agencies with respect to responding to cases of missing or murdered Indians;</content></paragraph>
<paragraph class="fontsize10" id="y22d38a7a-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x22d38a7b-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Coordination.</p></sidenote><content>to increase coordination and communication among Federal, State, Tribal, and local law enforcement agencies, including medical examiner and coroner offices;</content></paragraph>
<paragraph class="fontsize10" id="y22d38a7c-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>to empower Tribal governments with the resources and information necessary to effectively respond to cases of missing or murdered Indians; and</content></paragraph>
<paragraph class="fontsize10" id="y22d38a7d-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x22d38a7e-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Data.</p></sidenote><content>to increase the collection of data related to missing or murdered Indian men, women, and children, regardless of where they reside, and the sharing of information among Federal, State, and Tribal officials responsible for responding to and investigating cases of missing or murdered Indians.</content></paragraph>
</section>
<section id="d229886e156" identifier="/us/pl/116/165/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x22d38a7f-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t25/s5702">25 USC 5702</ref>.</p></sidenote><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x22d3ffb0-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  In this Act:</chapeau><paragraph class="fontsize10" id="y22d3ffb1-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s3/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Confer</inline>.—</heading><content>The term “<term>confer</term>” has the meaning given the term in section 514 of the Indian Health Care Improvement Act (<ref href="/us/usc/t25/s1660d">25 U.S.C. 1660d</ref>).</content></paragraph>
<paragraph class="fontsize10" id="y22d3ffb2-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s3/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Databases</inline>.—</heading><chapeau>The term “<term>databases</term>” means—</chapeau><subparagraph class="fontsize10" id="y22d3ffb3-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s3/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the National Crime Information Center database;</content></subparagraph>
<subparagraph class="fontsize10" id="y22d3ffb4-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s3/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Combined DNA Index System;</content></subparagraph>
<subparagraph class="fontsize10" id="y22d3ffb5-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s3/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>the Next Generation Identification System; and</content></subparagraph>
<subparagraph class="fontsize10" id="y22d3ffb6-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s3/2/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>any other database relevant to responding to cases of missing or murdered Indians, including that under the Violent Criminal Apprehension Program and the National Missing and Unidentified Persons System.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y22d3ffb7-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s3/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Indian</inline>.—</heading><content>The term “<term>Indian</term>” means a member of an Indian Tribe.</content></paragraph>
<paragraph class="fontsize10" id="y22d3ffb8-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s3/4" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Indian country</inline>.—</heading><content>The term “<term>Indian country</term>” has the meaning given the term in <ref href="/us/usc/t18/s1151">section 1151 of title 18, United States Code</ref>.<page identifier="/us/stat/134/761">134 STAT. 761</page></content></paragraph>
<paragraph class="fontsize10" id="y22d3ffb9-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s3/5" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><heading class="fontsize10"><inline class="smallCaps">Indian land</inline>.—</heading><content>The term “<term>Indian land</term>” means Indian lands, as defined in section 3 of the Native American Business Development, Trade Promotion, and Tourism Act of 2000 (<ref href="/us/usc/t25/s4302">25 U.S.C. 4302</ref>).</content></paragraph>
<paragraph class="fontsize10" id="y22d3ffba-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s3/6" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><heading class="fontsize10"><inline class="smallCaps">Indian tribe</inline>.—</heading><content>The term “<term>Indian Tribe</term>” has the meaning given the term “<term>Indian tribe</term>” in section 4 of the Indian Self-Determination and Education Assistance Act (<ref href="/us/usc/t25/s5304">25 U.S.C. 5304</ref>).</content></paragraph>
<paragraph class="fontsize10" id="y22d3ffbb-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s3/7" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><heading class="fontsize10"><inline class="smallCaps">Law enforcement agency</inline>.—</heading><content>The term “<term>law enforcement agency</term>” means a Tribal, Federal, State, or local law enforcement agency.</content></paragraph>

<section id="d229886e271" identifier="/us/pl/116/165/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x22d3ffbc-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadlines.</p><p class="leftAlign firstIndent0 fontsize8" id="x22d3ffbd-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t25/s5703">25 USC 5703</ref>.</p></sidenote><heading>IMPROVING TRIBAL ACCESS TO DATABASES.</heading><subsection class="firstIndent0 fontsize10" id="y22d474ee-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Tribal Enrollment Information</inline>.—</heading><content>The Attorney General shall provide training to law enforcement agencies regarding how to record the Tribal enrollment information or affiliation, as appropriate, of a victim in Federal databases.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y22d474ef-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Consultation</inline>.—</heading><paragraph class="fontsize10" id="y22d474f0-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s4/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Consultation</inline>.—</heading><content>Not later than 180 days after the date of enactment of this Act, the Attorney General, in cooperation with the Secretary of the Interior, shall complete a formal consultation with Indian Tribes on how to further improve Tribal data relevance and access to databases.</content></paragraph>
<paragraph class="fontsize10" id="y22d474f1-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s4/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x22d474f2-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Coordination.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Initial confer</inline>.—</heading><content>Not later than 180 days after the date of enactment of this Act, the Attorney General, in coordination with the Secretary of the Interior, shall confer with Tribal organizations and urban Indian organizations on how to further improve American Indian and Alaska Native data relevance and access to databases.</content></paragraph>
<paragraph class="fontsize10" id="y22d474f3-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s4/b/3" role="instruction" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Annual consultation</inline>.—</heading><chapeau>Section 903(b) of the Violence Against Women and Department of Justice Reauthorization Act of 2005 (<ref href="/us/usc/t34/s20126">34 U.S.C. 20126</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><subparagraph class="fontsize10" id="y22d474f4-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s4/b/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>by <amendingAction type="delete">striking</amendingAction> paragraph (2) and <amendingAction type="insert">inserting</amendingAction> the following:<quotedContent><paragraph class="indentDown1 fontsize10" id="y22d474f5-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>enhancing the safety of Indian women from domestic violence, dating violence, sexual assault, homicide, stalking, and sex trafficking;”</content></paragraph>
</quotedContent>;</content></subparagraph>
<subparagraph class="fontsize10" id="y22d474f6-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s4/b/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>in paragraph (3), by <amendingAction type="delete">striking</amendingAction> the period at the end and <amendingAction type="insert">inserting</amendingAction> “<quotedText>; and</quotedText>”; and</content></subparagraph>
<subparagraph class="fontsize10" id="y22d474f7-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s4/b/3/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><paragraph class="indentDown1 fontsize10" id="y22d474f8-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><content>improving access to local, regional, State, and Federal crime information databases and criminal justice information systems.”</content></paragraph>

</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y22d474f9-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s4/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Notification</inline>.—</heading><chapeau>Not later than 180 days after the date of enactment of this Act, the Attorney General shall—</chapeau><paragraph class="fontsize10" id="y22d474fa-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s4/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x22d474fb-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Strategy.</p></sidenote><content>develop and implement a dissemination strategy to educate the public of the National Missing and Unidentified Persons System; and</content></paragraph>
<paragraph class="fontsize10" id="y22d474fc-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s4/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>conduct specific outreach to Indian Tribes, Tribal organizations, and urban Indian organizations regarding the ability to publicly enter information, through the National Missing and Unidentified Persons System or other non-law enforcement sensitive portal, regarding missing persons, which may include family members and other known acquaintances.<page identifier="/us/stat/134/762">134 STAT. 762</page></content></paragraph>
</subsection>
</section>
<section id="d229886e409" identifier="/us/pl/116/165/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x22d474fd-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t25/s5704">25 USC 5704</ref>.</p></sidenote><heading>GUIDELINES FOR RESPONDING TO CASES OF MISSING OR MURDERED INDIANS.</heading><subsection class="firstIndent0 fontsize10" id="y22d5866e-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x22d5866f-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>Not later than 60 days after the date on which the consultation described in section 4(b)(1) is completed, the Attorney General shall direct United States attorneys to develop regionally appropriate guidelines to respond to cases of missing or murdered Indians that shall include—</chapeau><paragraph class="fontsize10" id="y22d58670-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>guidelines on inter-jurisdictional cooperation among law enforcement agencies at the Tribal, Federal, State, and local levels, including inter-jurisdictional enforcement of protection orders and detailing specific responsibilities of each law enforcement agency;</content></paragraph>
<paragraph class="fontsize10" id="y22d58671-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>best practices in conducting searches for missing persons on and off Indian land;</content></paragraph>
<paragraph class="fontsize10" id="y22d58672-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x22d58673-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Standards.</p></sidenote><content>standards on the collection, reporting, and analysis of data and information on missing persons and unidentified human remains, and information on culturally appropriate identification and handling of human remains identified as Indian, including guidance stating that all appropriate information related to missing or murdered Indians be entered in a timely manner into applicable databases;</content></paragraph>
<paragraph class="fontsize10" id="y22d58674-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>guidance on which law enforcement agency is responsible for inputting information into appropriate databases under paragraph (3) if the Tribal law enforcement agency does not have access to those appropriate databases;</content></paragraph>
<paragraph class="fontsize10" id="y22d58675-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/a/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>guidelines on improving law enforcement agency response rates and follow-up responses to cases of missing or murdered Indians; and</content></paragraph>
<paragraph class="fontsize10" id="y22d58676-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/a/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>guidelines on ensuring access to culturally appropriate victim services for victims and their families.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y22d58677-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Consultation</inline>.—</heading><chapeau>United States attorneys shall develop the guidelines required under subsection (a) in consultation with Indian Tribes and other relevant partners, including—</chapeau><paragraph class="fontsize10" id="y22d58678-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the Department of Justice;</content></paragraph>
<paragraph class="fontsize10" id="y22d58679-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the Federal Bureau of Investigation;</content></paragraph>
<paragraph class="fontsize10" id="y22d5867a-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>the Department of the Interior;</content></paragraph>
<paragraph class="fontsize10" id="y22d5867b-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>the Bureau of Indian Affairs;</content></paragraph>
<paragraph class="fontsize10" id="y22d5867c-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/b/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>Tribal, State, and local law enforcement agencies;</content></paragraph>
<paragraph class="fontsize10" id="y22d5867d-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/b/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>medical examiners;</content></paragraph>
<paragraph class="fontsize10" id="y22d5867e-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/b/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>coroners;</content></paragraph>
<paragraph class="fontsize10" id="y22d5867f-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/b/8" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><content>Tribal, State, and local organizations that provide victim services; and</content></paragraph>
<paragraph class="fontsize10" id="y22d58680-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/b/9" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="9">(9) </num><content>national, regional, or urban Indian organizations with relevant expertise.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y22d58681-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x22d58682-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadlines.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Compliance</inline>.—</heading><paragraph class="fontsize10" id="y22d58683-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Not later than 1 year after the date of enactment of this Act, the United States attorneys shall implement, by incorporating into office policies and procedures, the guidelines developed under subsection (a).</content></paragraph>
<paragraph class="fontsize10" id="y22d58684-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Modification</inline>.—</heading><content>Each Federal law enforcement agency shall modify the guidelines, policies, and protocols of the agency to incorporate the guidelines developed under subsection (a).</content></paragraph>
<paragraph class="fontsize10" id="y22d58685-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/c/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Determination</inline>.—</heading><content>Not later than the end of each fiscal year beginning after the date the guidelines are established under this section and incorporated under this subsection, upon the request of a Tribal, State, or local law enforcement agency, the Attorney General shall determine whether the Tribal, State, <page identifier="/us/stat/134/763">134 STAT. 763</page>
or local law enforcement agency seeking recognition of compliance has incorporated guidelines into their respective guidelines, policies, and protocols.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y22d58686-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x22d58687-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="x22d58688-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Disclosures.</p><p class="leftAlign firstIndent0 fontsize8" id="x22d58689-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Publications.</p><p class="leftAlign firstIndent0 fontsize8" id="x22d5868a-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Web postings.</p><p class="leftAlign firstIndent0 fontsize8" id="x22d5868b-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Determination.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Accountability</inline>.—</heading><chapeau>Not later than 30 days after compliance determinations are made each fiscal year in accordance with subsection (c)(3), the Attorney General shall—</chapeau><paragraph class="fontsize10" id="y22d5868c-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>disclose and publish, including on the website of the Department of Justice, the name of each Tribal, State, or local law enforcement agency that the Attorney General has determined has incorporated guidelines in accordance with subsection (c)(3);</content></paragraph>
<paragraph class="fontsize10" id="y22d5868d-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>disclose and publish, including on the website of the Department of Justice, the name of each Tribal, State, or local law enforcement agency that has requested a determination in accordance with subsection (c)(3) that is pending;</content></paragraph>
<paragraph class="fontsize10" id="y22d5868e-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/d/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>collect the guidelines into a resource of examples and best practices that can be used by other law enforcement agencies seeking to create and implement such guidelines.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y22d5868f-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Training and Technical Assistance</inline>.—</heading><chapeau>The Attorney General shall use the National Indian Country Training Initiative to provide training and technical assistance to Indian Tribes and law enforcement agencies on—</chapeau><paragraph class="fontsize10" id="y22d58690-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/e/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>implementing the guidelines developed under subsection (a) or developing and implementing locally specific guidelines or protocols for responding to cases of missing or murdered Indians; and</content></paragraph>
<paragraph class="fontsize10" id="y22d58691-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/e/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>using the National Missing and Unidentified Persons System and accessing program services that will assist Indian Tribes with responding to cases of missing or murdered Indians.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y22d58692-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/f" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">(f) </num><heading class="fontsize10"><inline class="smallCaps">Guidelines From Indian Tribes</inline>.—</heading><paragraph class="fontsize10" id="y22d58693-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/f/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Indian Tribes may submit their own guidelines to respond to cases of missing or murdered Indians to the Attorney General.</content></paragraph>
<paragraph class="fontsize10" id="y22d58694-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s5/f/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x22d58695-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Web posting.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Publication</inline>.—</heading><content>Upon receipt of any guidelines from an Indian Tribe, the Attorney General shall publish the guidelines on the website of the Department of Justice in 1 centralized location to make the guidelines available as a resource to any Federal agency, State, or Tribal government.</content></paragraph>

<section id="d229886e646" identifier="/us/pl/116/165/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x22d58696-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t25/s5705">25 USC 5705</ref>.</p></sidenote><heading>ANNUAL REPORTING REQUIREMENTS.</heading><subsection class="firstIndent0 fontsize10" id="y22d649e7-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s6/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x22d649e8-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Effective date.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Annual Reporting</inline>.—</heading><chapeau>Beginning in the first fiscal year after the date of enactment of this Act, the Attorney General shall include in its annual Indian Country Investigations and Prosecutions report to Congress information that—</chapeau><paragraph class="fontsize10" id="y22d649e9-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s6/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>includes known statistics on missing Indians in the United States, available to the Department of Justice, including—</chapeau><subparagraph class="fontsize10" id="y22d649ea-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s6/a/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>age;</content></subparagraph>
<subparagraph class="fontsize10" id="y22d649eb-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s6/a/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>gender;</content></subparagraph>
<subparagraph class="fontsize10" id="y22d649ec-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s6/a/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>Tribal enrollment information or affiliation, if available;</content></subparagraph>

<paragraph class="fontsize10" id="y22d649f9-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s6/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><chapeau>includes—</chapeau><subparagraph class="fontsize10" id="y22d649fa-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s6/a/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>an explanation of why the statistics described in paragraph (1) may not be comprehensive; and</content></subparagraph>
<subparagraph class="fontsize10" id="y22d649fb-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s6/a/4/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x22d649fc-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="x22d649fd-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">tions.</p></sidenote><content>recommendations on how data collection on missing or murdered Indians may be improved.</content></subparagraph>

<subsection class="firstIndent0 fontsize10" id="y22d649fe-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s6/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Compliance</inline>.—</heading><paragraph class="fontsize10" id="y22d649ff-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s6/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x22d64a00-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Effective date.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Beginning in the first fiscal year after the date of enactment of this Act, and annually thereafter, for the purpose of compiling accurate data for the annual report required under subsection (a), the Attorney General shall request all Tribal, State, and local law enforcement agencies to submit to the Department of Justice, to the fullest extent possible, all relevant information pertaining to missing or murdered Indians collected by the Tribal, State, and local law enforcement agency, and in a format provided by the Department of Justice that ensures the streamlining of data reporting.</content></paragraph>
<paragraph class="fontsize10" id="y22d64a01-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s6/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x22d64a02-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Publication.</p><p class="leftAlign firstIndent0 fontsize8" id="x22d64a03-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Web posting.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Disclosure</inline>.—</heading><content>The Attorney General shall disclose and publish annually, including on the website of the Department of Justice, the name of each Tribal, State, or local law enforcement agency that the Attorney General has determined has submitted the information requested under paragraph (1) for the fiscal year in which the report was published.</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="y22d64a04-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s6/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Inclusion of Gender in Missing and Unidentified Persons Statistics</inline>.—</heading><content>Beginning in the first<sidenote><p class="leftAlign firstIndent0 fontsize8" id="x22d64a05-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Effective date.</p></sidenote> calendar year after the date of enactment of this Act, and annually thereafter, the Federal Bureau of Investigation shall include gender in its annual statistics on missing and unidentified persons published on its public website.</content></subsection>

<section id="d229886e819" identifier="/us/pl/116/165/s7" style="-uslm-lc:I658141"><num class="fontsize12" value="7">SEC. 7. </num><heading>IMPLEMENTATION AND INCENTIVE.</heading><subsection class="firstIndent0 fontsize10" id="y22d69826-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/165/s7/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Grant Authority</inline>.—</heading><content>Section 2101(b) of the Omnibus Crime Control and Safe Streets Act of 1968 (<ref href="/us/usc/t34/s10461/b">34 U.S.C. 10461(b)</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><paragraph class="fontsize10" id="y22d69827-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="23">“(23) </num><content>To develop, strengthen, and implement policies, protocols, and training for law enforcement regarding cases of missing or murdered Indians, as described in section 5 of Savanna’s Act.</content></paragraph>
<paragraph class="fontsize10" id="y22d69828-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="24">“(24) </num><content>To compile and annually report data to the Attorney General related to missing or murdered Indians, as described in section 6 of Savanna’s Act.”</content></paragraph>
