<section id="d112994e92" identifier="/us/pl/116/160/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Charging Helps Agencies Realize General Efficiencies Act</shortTitle>” or the “<shortTitle role="act">CHARGE Act</shortTitle>”.</content></section>
<section id="d112994e105" identifier="/us/pl/116/160/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x456f1990-e828-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadlines.</p></sidenote><heading>PAYMENT BY CHARGE CARD FOR CHARGING FEDERAL ELECTRIC MOTOR VEHICLES.</heading><subsection class="firstIndent0 fontsize10" id="y45702b01-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/160/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this Act—</chapeau><paragraph class="fontsize10" id="y45702b02-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/160/s2/a/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the term “<term>Administrator</term>” means the Administrator of General Services;</content></paragraph>
<paragraph class="fontsize10" id="y45702b03-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/160/s2/a/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>the term “<term>charge card</term>”—</chapeau><subparagraph class="fontsize10" id="y45702b04-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/160/s2/a/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>means a card, plate, coupon book, or other means existing for the purpose of obtaining money, property, labor, or services; and</content></subparagraph>
<subparagraph class="fontsize10" id="y45702b05-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/160/s2/a/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><chapeau>includes—</chapeau><clause class="fontsize10" id="y45702b06-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/160/s2/a/2/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>a card issued under the GSA SmartPay program; and</content></clause>
<clause class="fontsize10" id="y45702b07-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/160/s2/a/2/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>a Fleet Services card;</content></clause>
</subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y45702b08-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/160/s2/a/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><chapeau>the term “<term>covered electric motor vehicle</term>” means a passenger carrier that is—</chapeau><subparagraph class="fontsize10" id="y45702b09-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/160/s2/a/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>a passenger motor vehicle; and</content></subparagraph>
<subparagraph class="fontsize10" id="y45702b0a-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/160/s2/a/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>an electric motor vehicle;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y45702b0b-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/160/s2/a/4" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>the term “<term>electric motor vehicle</term>” has the meaning given the term in section 601 of the Energy Policy Act of 1992 (<ref href="/us/usc/t42/s13271">42 U.S.C. 13271</ref>);</content></paragraph>
<paragraph class="fontsize10" id="y45702b0c-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/160/s2/a/5" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>the term “<term>electric motor vehicle charging station</term>” means a battery-charging station that permits the transfer of electric energy (by conductive or inductive means) to a battery or other storage device in an electric motor vehicle; and</content></paragraph>
<paragraph class="fontsize10" id="y45702b0d-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/160/s2/a/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>the terms “Federal agency” and “passenger carrier” have the meanings given those terms in <ref href="/us/usc/t31/s1344/h">section 1344(h) of title 31, United States Code</ref>.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y45702b0e-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/160/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Guidance</inline>.—</heading><chapeau>Not later than 180 days after the date of enactment of this Act, the Administrator shall issue guidance to clarify that each Federal agency may, in accordance with <ref href="/us/usc/t31/s1344">section 1344 of title 31, United States Code</ref>—</chapeau><paragraph class="fontsize10" id="y45702b0f-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/160/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>charge a covered electric motor vehicle at a commercial electric motor vehicle charging station; and<page identifier="/us/stat/134/754">134 STAT. 754</page></content></paragraph>
<paragraph class="fontsize10" id="y45702b10-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/160/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>pay for a transaction described in paragraph (1) with a charge card.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y45702b11-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/160/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Issuance of Charge Cards</inline>.—</heading><content>Not later than 180 days after the date of enactment of this Act, the Administrator shall issue to each Federal agency a charge card for each covered electric motor vehicle of the Federal agency that may be used by an officer or employee of the Federal agency to pay for charging the covered motor vehicle in accordance with the guidance issued under subsection (b).</content></subsection>
