<section id="d114901e92" identifier="/us/pl/116/153/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Veteran Treatment Court Coordination Act of 2019</shortTitle>”.</content></section>
<section id="d114901e102" identifier="/us/pl/116/153/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>SENSE OF CONGRESS.</heading><content style="-uslm-lc:I658120">  It is the sense of Congress that veterans treatment courts are a successful program aimed at helping veterans charged with nonviolent crimes receive the help and the benefits for which the veterans are entitled.</content></section>
<section id="d114901e109" identifier="/us/pl/116/153/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x9d72fd8b-e828-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t34/s10651a">34 USC 10651a</ref>.</p></sidenote><heading>VETERAN TREATMENT COURT PROGRAM.</heading><subsection class="firstIndent0 fontsize10" id="y9d73249c-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/153/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x9d73249d-e828-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Grants.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Establishment</inline>.—</heading><chapeau>Subject to the availability of appropriations, in coordination with the Secretary of Veterans Affairs, the Attorney General shall establish and carry out a Veteran Treatment Court Program to provide grants and technical assistance to court systems that—</chapeau><paragraph class="fontsize10" id="y9d73249e-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/153/s3/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>have adopted a Veterans Treatment Court Program; or</content></paragraph>
<paragraph class="fontsize10" id="y9d73249f-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/153/s3/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x9d7324a0-e828-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Notice.</p></sidenote><content>have filed a notice of intent to establish a Veterans Treatment Court Program with the Secretary.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y9d7324a1-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/153/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Purpose</inline>.—</heading><content>The purpose of the Veterans Treatment Court Program established under subsection (a) is to ensure the Department of Justice has a single office to coordinate the provision of grants, training, and technical assistance to help State, local, and Tribal governments to develop and maintain veteran treatment courts.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y9d7324a2-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/153/s3/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Programs Included</inline>.—</heading><content>The Veterans Treatment Court Program established under subsection (a) shall include the grant programs relating to veterans treatment courts carried out by the Attorney General pursuant to sections 2991 and 3021 of the Omnibus Crime Control and Safe Streets Act of 1968 (<ref href="/us/usc/t34/s10651">34 U.S.C. 10651</ref>, 10701) or any other provision of law.<page identifier="/us/stat/134/689">134 STAT. 689</page></content></subsection>
<subsection class="firstIndent0 fontsize10" id="y9d7324a3-e828-11f0-a1e4-69761a48a15a" identifier="/us/pl/116/153/s3/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Regulations</inline>.—</heading><content>The Attorney General shall promulgate regulations to carry out this section.</content></subsection>
