<section id="d231292e92" identifier="/us/pl/116/148/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.<sidenote><p><ref href="/us/usc/t42/s1305">42 USC 1305 note</ref>.</p></sidenote></heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Emergency Aid for Returning Americans Affected by Coronavirus Act</shortTitle>”.</content></section>
<section id="d231292e108" identifier="/us/pl/116/148/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>INCREASE IN AGGREGATE PAYMENTS FOR FISCAL YEAR 2020.</heading><subsection class="firstIndent0 fontsize10" id="ye9a20266-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/148/s2/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>Section 1113(d) of the Social Security Act (<ref href="/us/usc/t42/s1313/d">42 U.S.C. 1313(d)</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="delete">striking</amendingAction> “<quotedText>fiscal years 2017 and 2018</quotedText>” and all that follows through the period and <amendingAction type="insert">inserting</amendingAction> “<quotedText>fiscal year 2020, the total amount of such assistance provided during such fiscal year shall not exceed $10,000,000.</quotedText>”.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ye9a22977-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/148/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Emergency Designation</inline>.—</heading><paragraph class="fontsize10" id="ye9a22978-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/148/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The amounts provided by the amendment made by this section are designated as an emergency requirement pursuant to section 4(g) of the Statutory Pay-As-You-Go Act of 2010 (<ref href="/us/usc/t2/s933/g">2 U.S.C. 933(g)</ref>).</content></paragraph>
<paragraph class="fontsize10" id="ye9a22979-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/148/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Designation in senate</inline>.—</heading><content>In the Senate, this section and the amendment made by this section are designated as an emergency requirement pursuant to section 4112(a) of H. Con. Res. 71 (115th Congress), the concurrent resolution on the budget for fiscal year 2018.</content></paragraph>

<section id="d231292e165" identifier="/us/pl/116/148/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe9a2297a-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Determination.</p><p class="leftAlign firstIndent0 fontsize8" id="xe9a2297b-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s1313">42 USC 1313 note</ref>.</p></sidenote><heading>LIMIT ON DIRECT CONTACT WITH REPATRIATED INDIVIDUALS DURING COVID–19 EMERGENCY PERIOD.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xe9a2297c-e828-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  During the emergency period described in section 1135(g)(1)(B) of the Social Security Act (<ref href="/us/usc/t42/s1320b–5/g/1/B">42 U.S.C. 1320b–5(g)(1)(B)</ref>), in providing temporary assistance under section 1113 of such Act (<ref href="/us/usc/t42/s1313">42 U.S.C. 1313</ref>), no employee of the Administration for Children and Families of the Department of Health and Human Services shall have direct, in-person contact with an individual specified in section 1113(a)(1) of such Act (<ref href="/us/usc/t42/s1313/a/1">42 U.S.C. 1313(a)(1)</ref>), except in the case of a uniformed member of the Regular Corps or the Ready Reserve Corps of the Commissioned Corps of the Public Health Service (as described in section 203 of the Public Health Service Act (<ref href="/us/usc/t42/s204">42 U.S.C. 204</ref>)) in an active duty status who, as determined by the Secretary of Health and Human Services, has—</chapeau><page identifier="/us/stat/134/662">134 STAT. 662</page>
<paragraph class="fontsize10" id="ye9a2508d-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/148/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>received appropriate training on infection prevention and control; and</content></paragraph>
<paragraph class="fontsize10" id="ye9a2508e-e828-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/148/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>access to appropriate personal protective equipment.</content></paragraph>
