<section id="d235005e101" identifier="/us/pl/116/115/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7d11bc17-e82a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s1861">42 USC 1861 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Supporting Veterans in STEM Careers Act</shortTitle>”.</content></section>
<section id="d235005e116" identifier="/us/pl/116/115/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7d11bc18-e82a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s1862t">42 USC 1862t note</ref>.</p></sidenote><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x7d11e329-e82a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  In this Act:</chapeau><paragraph class="fontsize10" id="y7d11e32a-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s2/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Director</inline>.—</heading><content>The term “<term>Director</term>” means the Director of the National Science Foundation.</content></paragraph>
<paragraph class="fontsize10" id="y7d11e32b-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s2/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Foundation</inline>.—</heading><content>The term “<term>Foundation</term>” means the National Science Foundation.</content></paragraph>
<paragraph class="fontsize10" id="y7d11e32c-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s2/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">STEM</inline>.—</heading><content>The term “<term>STEM</term>” has the meaning given the term in section 2 of the America COMPETES Reauthorization Act of 2010 (<ref href="/us/usc/t42/s6621">42 U.S.C. 6621 note</ref>).</content></paragraph>
<paragraph class="fontsize10" id="y7d11e32d-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s2/4" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Veteran</inline>.—</heading><content>The term “<term>veteran</term>” has the meaning given the term in <ref href="/us/usc/t38/s101">section 101 of title 38, United States Code</ref>.</content></paragraph>

<section id="d235005e172" identifier="/us/pl/116/115/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>SUPPORTING VETERANS IN STEM EDUCATION AND COMPUTER SCIENCE.</heading><subsection class="firstIndent0 fontsize10" id="y7d1342be-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7d1342bf-e82a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s1862t">42 USC 1862t</ref>.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Supporting Veteran Involvement in Scientific Research and STEM Education</inline>.—</heading><content>The Director shall, through the research and education activities of the Foundation, encourage veterans to study and pursue careers in STEM and computer science, in coordination with other Federal agencies that serve veterans.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y7d1342c0-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7d1342c1-e82a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="x7d1342c2-e82a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s1862t">42 USC 1862t</ref>.</p></sidenote><inline class="smallCaps">Veteran Outreach Plan</inline>.—</heading><chapeau>Not later than 180 days after the date of enactment of this Act, the Director shall submit to the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a plan for how the Foundation can enhance its outreach efforts to veterans. Such plan shall—</chapeau><paragraph class="fontsize10" id="y7d1342c3-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s3/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>report on the Foundation’s existing outreach activities;</content></paragraph>
<paragraph class="fontsize10" id="y7d1342c4-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s3/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>identify the best method for the Foundation to leverage existing authorities and programs to facilitate and support veterans in STEM careers and studies, including teaching programs; and</content></paragraph>
<paragraph class="fontsize10" id="y7d1342c5-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s3/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>include options for how the Foundation could track veteran participation in research and education programs of the Foundation, and describe any barriers to collecting such information.<page identifier="/us/stat/134/107">134 STAT. 107</page></content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y7d1342c6-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s3/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7d1342c7-e82a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s1862t">42 USC 1862t</ref>.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">National Science Board Indicators Report</inline>.—</heading><content>The National Science Board shall provide in its annual report on indicators of the state of science and engineering in the United States any available and relevant data on veterans in science and engineering careers or education programs.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y7d1342c8-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s3/d" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Robert Noyce Teacher Scholarship Program Update</inline>.—</heading><chapeau>Section 10 of the National Science Foundation Authorization Act of 2002 (<ref href="/us/usc/t42/s1862n–1">42 U.S.C. 1862n–1</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="y7d1342c9-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s3/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>in subsection (a)(5)—</chapeau><subparagraph class="fontsize10" id="y7d1342ca-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s3/d/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>in subparagraph (A), by <amendingAction type="delete">striking</amendingAction> “<quotedText>and</quotedText>” at the end;</content></subparagraph>

<paragraph class="fontsize10" id="y7d1369f2-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s3/h/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7d1369f3-e82a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Establishment.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Director of the Office of Science and Technology Policy shall establish, or designate, an interagency working group to improve veteran and military spouse equity and representation in STEM fields.</content></paragraph>
<paragraph class="fontsize10" id="y7d1369f4-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s3/h/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Duties</inline><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7d1369f5-e82a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Strategic plan.</p></sidenote> of interagency working group.—</heading><chapeau>An interagency working group established under paragraph (1) shall develop and facilitate the implementation by participating agencies of a strategic plan, which shall—</chapeau><subparagraph class="fontsize10" id="y7d1369f6-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s3/h/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>specify and prioritize short- and long-term objectives;</content></subparagraph>
<subparagraph class="fontsize10" id="y7d1369f7-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s3/h/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>specify the common metrics that will be used by Federal agencies to assess progress toward achieving such objectives;</content></subparagraph>
<subparagraph class="fontsize10" id="y7d1369f8-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s3/h/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>identify barriers veterans face in reentering the workforce, including a lack of formal STEM education, career guidance, and the process of transferring military credits and skills to college credits;</content></subparagraph>
<subparagraph class="fontsize10" id="y7d1369f9-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s3/h/2/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>identify barriers military spouses face in establishing careers in STEM fields;</content></subparagraph>
<subparagraph class="fontsize10" id="y7d1369fa-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s3/h/2/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>describe the approaches that each participating agency will take to address administratively the barriers described in subparagraphs (C) and (D); and</content></subparagraph>
<subparagraph class="fontsize10" id="y7d1369fb-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s3/h/2/F" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="F">(F) </num><content>identify any barriers that require Federal or State legislative or regulatory changes in order to be addressed.</content></subparagraph>

<paragraph class="fontsize10" id="y7d1369fc-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s3/h/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Report</inline>.—</heading><chapeau>The Director of the Office of Science and Technology Policy shall—</chapeau><subparagraph class="fontsize10" id="y7d1369fd-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s3/h/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7d1369fe-e82a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote><content>not later than 1 year after the date of enactment of this Act, submit to Congress the strategic plan required under paragraph (2); and</content></subparagraph>
<subparagraph class="fontsize10" id="y7d1369ff-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s3/h/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>include in the annual report required by section 101(d) of the America COMPETES Reauthorization Act of 2010 (<ref href="/us/usc/t42/s6621/d">42 U.S.C. 6621(d)</ref>) a description of any progress made in carrying out the activities described in paragraph (2) of this subsection.</content></subparagraph>

<paragraph class="fontsize10" id="y7d136a00-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s3/h/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Sunset</inline>.—</heading><content>An interagency working group established under paragraph (1) shall terminate on the date that is 3 years after the date that it is established.</content></paragraph>

<section id="d235005e584" identifier="/us/pl/116/115/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>COMPTROLLER GENERAL OF THE UNITED STATES STUDY AND REPORT ON BARRIERS FACED BY STUDENT VETERANS PURSUING DEGREES IN SCIENCE, TECHNOLOGY, ENGINEERING, OR MATH.</heading><subsection class="firstIndent0 fontsize10" id="y7d13b821-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7d13b822-e82a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Study</inline>.—</heading><content>Not later than August 1, 2022, the Comptroller General of the United States shall complete a study on academic success rates of student veterans pursuing covered degrees and barriers faced by such students in pursuing such degrees.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y7d13b823-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7d13b824-e82a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Assessments.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Elements</inline>.—</heading><chapeau>The study required by subsection (a) shall include the following:</chapeau><paragraph class="fontsize10" id="y7d13b825-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s4/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>Assessment of available information on the percentage or number of student veterans pursuing a covered degree with educational assistance furnished under <ref href="/us/usc/t38/ch33">chapter 33 of title 38, United States Code</ref>.</content></paragraph>
<paragraph class="fontsize10" id="y7d13b826-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s4/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>Assessment of available information on the percentage or number of such students who pursue a covered degree and do not obtain such degree in four or fewer academic years.<page identifier="/us/stat/134/109">134 STAT. 109</page></content></paragraph>
<paragraph class="fontsize10" id="y7d13b827-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s4/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>Identification of the reasons that such students do not obtain such degree in four or fewer academic years and whether such reasons are barriers to obtaining such degrees.</content></paragraph>
<paragraph class="fontsize10" id="y7d13b828-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s4/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7d13b829-e82a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="x7d13b82a-e82a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">tions.</p></sidenote><content>Development of recommendations for legislative or administrative action to better align the educational assistance furnished under <ref href="/us/usc/t38/ch33">chapter 33 of title 38, United States Code</ref>, with the needs of such students and address the reasons identified under paragraph (3).</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y7d13b82b-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s4/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Report</inline>.—</heading><content>Not later than August 1, 2022, the Comptroller General shall submit to Congress a report on the findings of the Comptroller General with respect to the study completed under subsection (a), along with recommendations for such legislative or administrative action as the Comptroller General considers appropriate.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y7d13b82c-e82a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/116/115/s4/d" role="definitions" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Definition of Covered Degree</inline>.—</heading><content>In this section, the term “<term>covered degree</term>” means a standard, undergraduate college degree in a field listed under <ref href="/us/usc/t38/s3320/b/4/A/i">section 3320(b)(4)(A)(i) of title 38, United States Code</ref>.</content></subsection>
