<section id="d124467e102" identifier="/us/pl/115/99/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Combating Human Trafficking in Commercial Vehicles Act</shortTitle>”.</content></section>
<section id="d124467e112" identifier="/us/pl/115/99/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x94f6914e-e82b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t49/s102">49 USC 102 note</ref>.</p></sidenote><heading>HUMAN TRAFFICKING PREVENTION COORDINATOR.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x94f6b85f-e82b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  The Secretary of Transportation shall designate an official within the Department of Transportation who shall—</chapeau><paragraph class="fontsize10" id="y94f6b860-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>coordinate human trafficking prevention efforts across modal administrations in the Department of Transportation and with other departments and agencies of the Federal Government; and</content></paragraph>
<paragraph class="fontsize10" id="y94f6b861-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>in coordinating such efforts, take into account the unique challenges of combating human trafficking within different transportation modes.</content></paragraph>
</section>
<section id="d124467e134" identifier="/us/pl/115/99/s3" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>EXPANSION OF OUTREACH AND EDUCATION PROGRAM.</heading><content style="-uslm-lc:I658120">  <ref href="/us/usc/t49/s31110/c/1">Section 31110(c)(1) of title 49, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following: “<quotedText>The program authorized under this subsection may support, in addition to funds otherwise available for such purposes, the recognition, prevention, and reporting of human trafficking, while deferring to existing resources, as practicable.</quotedText>”.</content></section>
<section id="d124467e151" identifier="/us/pl/115/99/s4" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>EXPANSION OF COMMERCIAL DRIVER’S LICENSE FINANCIAL ASSISTANCE PROGRAM.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x94f6df72-e82b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  <ref href="/us/usc/t49/s31313/a/3">Section 31313(a)(3) of title 49, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="y94f6df73-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s4/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>in subparagraph (D), by <amendingAction type="delete">striking</amendingAction> “<quotedText>or</quotedText>” at the end;</content></paragraph>
<paragraph class="fontsize10" id="y94f6df74-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s4/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>by <amendingAction type="redesignate">redesignating</amendingAction> subparagraph (E) as subparagraph (F); and</content></paragraph>
<paragraph class="fontsize10" id="y94f6df75-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s4/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>by <amendingAction type="insert">inserting</amendingAction> after subparagraph (D) the following:<quotedContent><subparagraph class="fontsize10" id="y94f6df76-e82b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">“(E) </num><content>support, in addition to funds otherwise available for such purposes, the recognition, prevention, and reporting of human trafficking; or”</content></subparagraph>

</section>
<section id="d124467e200" identifier="/us/pl/115/99/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>ESTABLISHMENT OF THE DEPARTMENT OF TRANSPORTATION ADVISORY COMMITTEE ON HUMAN TRAFFICKING.</heading><subsection class="firstIndent0 fontsize10" id="y94f86617-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Establishment</inline>.—</heading><content>The Secretary shall establish an advisory committee on human trafficking.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y94f86618-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Membership</inline>.—</heading><paragraph class="fontsize10" id="y94f86619-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Composition</inline>.—</heading><content>The Committee shall be composed of not more than 15 external stakeholder members whose diverse experience and background enable them to provide balanced points of view with regard to carrying out the duties of the Committee.</content></paragraph>
<paragraph class="fontsize10" id="y94f8661a-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x94f8661b-e82b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Appointments.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Selection</inline>.—</heading><chapeau>The Secretary shall appoint the external stakeholder members to the Committee, including representatives from—</chapeau><subparagraph class="fontsize10" id="y94f8661c-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>trafficking advocacy organizations;</content></subparagraph>
<subparagraph class="fontsize10" id="y94f8661d-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>law enforcement; and</content></subparagraph>
<subparagraph class="fontsize10" id="y94f8661e-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/b/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>trucking, bus, rail, aviation, maritime, and port sectors, including industry and labor.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y94f8661f-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Periods of appointment</inline>.—</heading><content>Members shall be appointed for the life of the Committee.</content></paragraph>
<paragraph class="fontsize10" id="y94f86620-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Vacancies</inline>.—</heading><content>A vacancy in the Committee shall be filled in the manner in which the original appointment was made and shall not affect the powers or duties of the Committee.</content></paragraph>
<paragraph class="fontsize10" id="y94f86621-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/b/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><heading class="fontsize10"><inline class="smallCaps">Compensation</inline>.—</heading><content>Committee members shall serve without compensation.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y94f86622-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x94f86623-e82b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Authority</inline>.—</heading><content>Not later than 9 months after the date of enactment of this Act, the Secretary shall establish and appoint all members of the Committee.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y94f86624-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Duties</inline>.—</heading><paragraph class="fontsize10" id="y94f86625-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Recommendations for the department of transportation</inline>.—</heading><chapeau>Not later<sidenote><p class="leftAlign firstIndent0 fontsize8" id="x94f86626-e82b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote> than 18 months after the date of enactment of this Act, the Committee shall make recommendations to the Secretary on actions the Department can take to help combat human trafficking, including the development and implementation of—</chapeau><subparagraph class="fontsize10" id="y94f86627-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/d/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x94f86628-e82b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Strategies.</p></sidenote><content>successful strategies for identifying and reporting instances of human trafficking; and</content></subparagraph>
<subparagraph class="fontsize10" id="y94f86629-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/d/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>recommendations for administrative or legislative changes necessary to use programs, properties, or other resources owned, operated, or funded by the Department to combat human trafficking.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y94f8662a-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Best practices and recommendations</inline>.—</heading><subparagraph class="fontsize10" id="y94f8662b-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/d/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Committee shall develop recommended best practices for States and State and local transportation stakeholders to follow in combating human trafficking.</content></subparagraph>
<subparagraph class="fontsize10" id="y94f8662c-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/d/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Development</inline>.—</heading><content>The best practices shall be based on multidisciplinary research and promising, evidence-based models and programs.</content></subparagraph>
<subparagraph class="fontsize10" id="y94f8662d-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/d/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x94f8662e-e82b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Strategies.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Content</inline>.—</heading><chapeau>The best practices shall be user-friendly, incorporate the most up-to-date technology, and include the following:</chapeau><clause class="fontsize10" id="y94f8662f-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/d/2/C/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>Sample training materials.</content></clause>
<clause class="fontsize10" id="y94f86630-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/d/2/C/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>Strategies to identify victims.</content></clause>
<clause class="fontsize10" id="y94f86631-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/d/2/C/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><chapeau>Sample protocols and recommendations, including—</chapeau><subclause class="fontsize10" id="y94f86632-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/d/2/C/iii/I" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>strategies to collect, document, and share data across systems and agencies;<page identifier="/us/stat/131/2244">131 STAT. 2244</page></content></subclause>
<subclause class="fontsize10" id="y94f86633-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/d/2/C/iii/II" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">(II) </num><content>strategies to help agencies better understand the types of trafficking involved, the scope of the problem, and the degree of victim interaction with multiple systems; and</content></subclause>
<subclause class="fontsize10" id="y94f86634-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/d/2/C/iii/III" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="III">(III) </num><content>strategies to identify effective pathways for State agencies to utilize their position in educating critical stakeholder groups and assisting victims.</content></subclause>
</clause>
</subparagraph>
<subparagraph class="fontsize10" id="y94f86635-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/d/2/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><heading class="fontsize10"><inline class="smallCaps">Informing states of best practices</inline>.—</heading><content>The Secretary shall ensure that State Governors and State departments of transportation are notified of the best practices and recommendations.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y94f86636-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Reports</inline>.—</heading><chapeau>Not later than 2 years after the date of enactment of this Act, the Secretary shall—</chapeau><paragraph class="fontsize10" id="y94f88d47-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/e/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>submit a report on the actions of the Committee described in subsection (d) to—</chapeau><subparagraph class="fontsize10" id="y94f88d48-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/e/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Committee on Commerce, Science, and Transportation of the Senate; and</content></subparagraph>
<subparagraph class="fontsize10" id="y94f88d49-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/e/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Committee on Transportation and Infrastructure of the House of Representatives; and</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y94f88d4a-e82b-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/99/s5/e/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x94f88d4b-e82b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Public information.</p><p class="leftAlign firstIndent0 fontsize8" id="x94f88d4c-e82b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Web posting.</p></sidenote><content>make the report under paragraph (1) publicly available both physically and online.</content></paragraph>
</subsection>
