<section id="d237630e92" identifier="/us/pl/115/98/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">United States Fire Administration, AFG, and SAFER Program Reauthorization Act of 2017</shortTitle>”.</content></section>
<section id="d237630e102" identifier="/us/pl/115/98/s2" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>REAUTHORIZATION OF THE UNITED STATES FIRE ADMINISTRATION.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xa8d90d13-e82b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Section 17(g)(1)(M) of the Federal Fire Prevention and Control Act of 1974 (<ref href="/us/usc/t15/s2216">15 U.S.C. 2216</ref> (g)(1)(M)) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="ya8d90d14-e82b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/98/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>by <amendingAction type="delete">striking</amendingAction> “<quotedText>fiscal year 2017</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>for each of fiscal years 2017 through 2023</quotedText>”; and</content></paragraph>

<section id="d237630e136" identifier="/us/pl/115/98/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>REAUTHORIZATION OF ASSISTANCE TO FIREFIGHTERS GRANTS PROGRAM AND THE FIRE PREVENTION AND SAFETY GRANTS PROGRAM.</heading><subsection class="firstIndent0 fontsize10" id="ya8d93426-e82b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/98/s3/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Sunset</inline>.—</heading><content>Section 33(r) of the Federal Fire Prevention and Control Act of 1974 (<ref href="/us/usc/t15/s2229/r">15 U.S.C. 2229(r)</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="delete">striking</amendingAction> “<quotedText>the date that is 5 years after the date of the enactment of the Fire Grants Reauthorization Act of 2012</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>September 30, 2024</quotedText>”.</content></subsection>

<subsection class="firstIndent0 fontsize10" id="ya8d9a95d-e82b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/98/s4/d" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Modification of Limitation</inline>.—</heading><content>Section 34(c)(2) of the Federal Fire Prevention and Control Act of 1974 (<ref href="/us/usc/t15/s2229a/c/2">15 U.S.C. 2229a(c)(2)</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="delete">striking</amendingAction> “<quotedText>prior to the date of enactment of this section</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>prior to the date of the application for the grant</quotedText>”.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ya8d9a95e-e82b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/98/s4/e" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Modification of Waiver Authority</inline>.—</heading><content>Section 34(d)(1)(B) of the Federal Fire Prevention and Control Act of 1974 (<ref href="/us/usc/t15/s2229a/d/1/B">15 U.S.C. 2229a(d)(1)(B)</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="delete">striking</amendingAction> “<quotedText>subsection (a)(1)(E) or subsection (c)(2)</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>subsection (a)(1)(E), (c)(2), or (c)(4)</quotedText>”.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ya8d9a95f-e82b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/98/s4/f" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">(f) </num><heading class="fontsize10"><inline class="smallCaps">Expansion of Staffing For Adequate Fire and Emergency Response Grant Program; Repeal of Authority for Certain Use of Grant Amounts Transferred to Assistance to Firefighters Grants Program</inline>.—</heading><chapeau>Section 34(a)(1)(B) of the Federal Fire Prevention and Control Act of 1974 (<ref href="/us/usc/t15/s2229a/a/1/B">15 U.S.C. 2229a(a)(1)(B)</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="ya8d9a960-e82b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/98/s4/f/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>by <amendingAction type="insert">inserting</amendingAction> “<quotedText>or to change the status of part-time or paid-on-call (as defined in section 33(a)) firefighters to full-time firefighters</quotedText>” after “<quotedText>firefighters</quotedText>”; and</content></paragraph>
<paragraph class="fontsize10" id="ya8d9a961-e82b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/98/s4/f/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>by <amendingAction type="delete">striking</amendingAction> “<quotedText>and to provide</quotedText>” and all that follows through “<quotedText>of crises</quotedText>”.</content></paragraph>

<section id="d237630e364" identifier="/us/pl/115/98/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa8d9a962-e82b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t15/s2229">15 USC 2229 note</ref>.</p></sidenote><heading>TRAINING ON ADMINISTRATION OF FIRE GRANT PROGRAMS.</heading><subsection class="firstIndent0 fontsize10" id="ya8d9d073-e82b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/98/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>The Administrator of the Federal Emergency Management Agency, acting through the Administrator of the United States Fire Administration, may develop and make widely available an electronic, online training course for members of the fire and emergency response community on matters relating to the administration of grants under sections 33 and 34 of the Federal Fire Prevention and Control Act of 1974 (<ref href="/us/usc/t15/s2229">15 U.S.C. 2229</ref> and 2229a).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ya8d9d074-e82b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/98/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Requirements</inline>.—</heading><chapeau>The Administrator of the Federal Emergency Management Agency shall ensure that any training developed and made available under subsection (a) is—</chapeau><paragraph class="fontsize10" id="ya8d9d075-e82b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/98/s5/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>tailored to the financial and time constraints of members of the fire and emergency response community; and</content></paragraph>
<paragraph class="fontsize10" id="ya8d9d076-e82b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/98/s5/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>accessible to all individuals in the career, combination, paid-on-call, and volunteer fire and emergency response community.<page identifier="/us/stat/131/2241">131 STAT. 2241</page></content></paragraph>

<section id="d237630e409" identifier="/us/pl/115/98/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa8d9d077-e82b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Fraud.</p><p class="leftAlign firstIndent0 fontsize8" id="xa8d9d078-e82b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s2229">22 USC 2229 note</ref>.</p></sidenote><heading>FRAMEWORK FOR OVERSIGHT AND MONITORING OF THE ASSISTANCE TO FIREFIGHTERS GRANTS PROGRAM, THE FIRE PREVENTION AND SAFETY GRANTS PROGRAM, AND THE STAFFING FOR ADEQUATE FIRE AND EMERGENCY RESPONSE GRANT PROGRAM.</heading><subsection class="firstIndent0 fontsize10" id="ya8da1e99-e82b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/98/s6/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa8da1e9a-e82b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Framework</inline>.—</heading><content>Not later than 90 days after the date of enactment of this Act, the Administrator of the Federal Emergency Management Agency, acting through the Administrator of the United States Fire Administration, shall develop and implement a grant monitoring and oversight framework to mitigate and minimize risks of fraud, waste, abuse, and mismanagement relating to the grants programs under sections 33 and 34 of the Federal Fire Prevention and Control Act of 1974 (<ref href="/us/usc/t15/s2229">15 U.S.C. 2229</ref> and 2229a).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ya8da1e9b-e82b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/98/s6/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Elements</inline>.—</heading><chapeau>The framework required under subsection (a) shall include the following:</chapeau><paragraph class="fontsize10" id="ya8da1e9c-e82b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/98/s6/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa8da1e9d-e82b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Guidance.</p></sidenote><content>Developing standardized guidance and training for all participants in the grant programs described in subsection (a).</content></paragraph>
<paragraph class="fontsize10" id="ya8da1e9e-e82b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/98/s6/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa8da1e9f-e82b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Assessments.</p></sidenote><content>Conducting regular risk assessments.</content></paragraph>
<paragraph class="fontsize10" id="ya8da1ea0-e82b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/98/s6/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa8da1ea1-e82b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Reviews.</p></sidenote><content>Conducting desk reviews and site visits.</content></paragraph>
<paragraph class="fontsize10" id="ya8da1ea2-e82b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/98/s6/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>Enforcement actions to recoup potential questionable costs of grant recipients.</content></paragraph>
<paragraph class="fontsize10" id="ya8da1ea3-e82b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/98/s6/b/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>Such other oversight and monitoring tools as the Administrator of the Federal Emergency Management Agency considers necessary to mitigate and minimize fraud, waste, abuse, and mismanagement relating to the grant programs described in subsection (a).</content></paragraph>
