<section id="d127700e92" identifier="/us/pl/115/89/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Veterans Apprenticeship and Labor Opportunity Reform Act</shortTitle>” or the “<shortTitle role="act">VALOR Act</shortTitle>”.</content></section>
<section id="d127700e105" identifier="/us/pl/115/89/s2" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>DESIGNATION OF STATE APPROVING AGENCIES FOR MULTI-STATE APPRENTICESHIP PROGRAMS.</heading><content class="firstIndent0 fontsize10" id="x13b96f8e-e82c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Paragraph (1) of subsection (c) of <ref href="/us/usc/t38/s3672">section 3672 of title 38, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction> to read as follows:<quotedContent><paragraph class="indentUp0 firstIndent0 fontsize10" id="y13b96f8f-e82c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1)</num><subparagraph class="inline" id="y13b96f90-e82c-11f0-a1e4-69761a48a15a"><num value="A">(A) </num><chapeau>The State approving agency for a multi-State apprenticeship program is—</chapeau><clause class="fontsize10" id="y13b96f91-e82c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>for purposes of approval of the program, the State approving agency for the State in which the headquarters of the apprenticeship program is located; and</content></clause>
<clause class="fontsize10" id="y13b96f92-e82c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>for all other purposes, the State approving agency for the State in which the apprenticeship program takes place.</content></clause>

<subparagraph class="indentUp0 firstIndent0 fontsize10" id="y13b96f93-e82c-11f0-a1e4-69761a48a15a" role="definitions" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>In this paragraph, the term ‘<term>multi-State apprenticeship program</term>’ means a non-Federal apprenticeship program operating in more than one State that meets the minimum national program standards, as developed by the Department of Labor.”</content></subparagraph>

<section id="d127700e145" identifier="/us/pl/115/89/s3" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>ELIMINATION OF CERTAIN CERTIFICATION REQUIREMENT FOR ASSISTANCE FOR APPRENTICESHIP AND OTHER ON-JOB TRAINING.</heading><content style="-uslm-lc:I658120">  <ref href="/us/usc/t38/s3680/c">Section 3680(c) of title 38, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="delete">striking</amendingAction> “<quotedText>shall have received—</quotedText>” and all that follows through “<quotedText>person’s certificate,</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>receives from the training establishment a certification</quotedText>”.</content></section>
