<section id="d127821e96" identifier="/us/pl/115/87/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">FEMA Accountability, Modernization and Transparency Act of 2017</shortTitle>”.</content></section>
<section id="d127821e106" identifier="/us/pl/115/87/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>REQUIREMENTS.</heading><subsection class="firstIndent0 fontsize10" id="y1699d23b-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/87/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>The Administrator of the Federal Emergency Management Agency shall ensure the ongoing modernization of the grant systems for the administration of assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<ref href="/us/usc/t42/s5121/etseq">42 U.S.C. 5121 et seq.</ref>) includes the following:</chapeau><paragraph class="fontsize10" id="y1699d23c-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/87/s2/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1699d23d-e82c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Online information.</p></sidenote><content>An online interface, including online assistance, for applicants to complete application forms, submit materials, and access the status of applications.</content></paragraph>
<paragraph class="fontsize10" id="y1699d23e-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/87/s2/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>Mechanisms to eliminate duplication of benefits.</content></paragraph>
<paragraph class="fontsize10" id="y1699d23f-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/87/s2/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>If appropriate, enable the sharing of information among agencies and with State, local, and tribal governments, to eliminate the need to file multiple applications and speed disaster recovery.</content></paragraph>
<paragraph class="fontsize10" id="y1699d240-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/87/s2/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>Any additional tools the Administrator determines will improve the implementation of this section.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y1699d241-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/87/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Implementation</inline>.—</heading><content>To the extent practicable, the Administrator shall deliver the system capabilities described in subsection (a) in increments or iterations as working components for applicant use.</content></subsection>

<section id="d127821e156" identifier="/us/pl/115/87/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>NO ADDITIONAL FUNDS AUTHORIZED.</heading><content style="-uslm-lc:I658120">  No additional funds are authorized to carry out the requirements of this Act. Such requirements shall be carried out using amounts otherwise authorized.</content></section>
