<section id="d129855e98" identifier="/us/pl/115/68/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xc8017963-e82c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s2151">22 USC 2151 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Women, Peace, and Security Act of 2017</shortTitle>”.</content></section>
<section id="d129855e113" identifier="/us/pl/115/68/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xc801c784-e82c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Congress makes the following findings:</chapeau><paragraph class="fontsize10" id="yc801c785-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>Around the world, women remain under-represented in conflict prevention, conflict resolution, and post-conflict peace building efforts.</content></paragraph>
<paragraph class="fontsize10" id="yc801c786-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>Women in conflict-affected regions have achieved significant success in—</chapeau><subparagraph class="fontsize10" id="yc801c787-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s2/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>moderating violent extremism;</content></subparagraph>
<subparagraph class="fontsize10" id="yc801c788-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s2/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>countering terrorism;</content></subparagraph>
<subparagraph class="fontsize10" id="yc801c789-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s2/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>resolving disputes through nonviolent mediation and negotiation; and</content></subparagraph>
<subparagraph class="fontsize10" id="yc801c78a-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s2/2/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>stabilizing societies by enhancing the effectiveness of security services, peacekeeping efforts, institutions, and decisionmaking processes.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yc801c78b-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>Research suggests that peace negotiations are more likely to succeed and to result in durable peace agreements when women participate in the peace process.</content></paragraph>
</section>
<section id="d129855e155" identifier="/us/pl/115/68/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>SENSE OF CONGRESS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xc801ee9c-e82c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  It is the sense of Congress that—</chapeau><paragraph class="fontsize10" id="yc801ee9d-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the meaningful participation of women in conflict prevention and conflict resolution processes helps to promote more inclusive and democratic societies and is critical to the long-term stability of countries and regions;</content></paragraph>
<paragraph class="fontsize10" id="yc801ee9e-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the political participation, and leadership of women in fragile environments, particularly during democratic transitions, is critical to sustaining lasting democratic institutions; and</content></paragraph>
<paragraph class="fontsize10" id="yc801ee9f-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s3/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>the United States should be a global leader in promoting the meaningful participation of women in conflict prevention, management, and resolution, and post-conflict relief and recovery efforts.<page identifier="/us/stat/131/1203">131 STAT. 1203</page></content></paragraph>

<section id="d129855e181" identifier="/us/pl/115/68/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xc801eea0-e82c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s2152j">22 USC 2152j</ref>.</p></sidenote><heading>STATEMENT OF POLICY.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xc80214b1-e82c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  It shall be the policy of the United States to promote the meaningful participation of women in all aspects of overseas conflict prevention, management, and resolution, and post-conflict relief and recovery efforts, reinforced through diplomatic efforts and programs that—</chapeau><paragraph class="fontsize10" id="yc80214b2-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s4/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>integrate the perspectives and interests of affected women into conflict-prevention activities and strategies;</content></paragraph>
<paragraph class="fontsize10" id="yc80214b3-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s4/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>encourage partner governments to adopt plans to improve the meaningful participation of women in peace and security processes and decision-making institutions;</content></paragraph>
<paragraph class="fontsize10" id="yc80214b4-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s4/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>promote the physical safety, economic security, and dignity of women and girls;</content></paragraph>
<paragraph class="fontsize10" id="yc8023bc5-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s4/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>support the equal access of women to aid distribution mechanisms and services;</content></paragraph>
<paragraph class="fontsize10" id="yc8023bc6-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s4/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>collect and analyze gender data for the purpose of developing and enhancing early warning systems of conflict and violence;</content></paragraph>
<paragraph class="fontsize10" id="yc8023bc7-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s4/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>adjust policies and programs to improve outcomes in gender equality and the empowerment of women; and</content></paragraph>
<paragraph class="fontsize10" id="yc8023bc8-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s4/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>monitor, analyze, and evaluate the efforts related to each strategy submitted under section 5 and the impact of such efforts.</content></paragraph>
</section>
<section id="d129855e229" identifier="/us/pl/115/68/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xc8023bc9-e82c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s2152j-1">22 USC 2152j-1</ref>.</p></sidenote><heading>UNITED STATES STRATEGY TO PROMOTE THE PARTICIPATION OF WOMEN IN CONFLICT PREVENTION AND PEACE BUILDING.</heading><subsection class="firstIndent0 fontsize10" id="yc802d80a-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xc802d80b-e82c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadlines.</p><p class="leftAlign firstIndent0 fontsize8" id="xc802d80c-e82c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">President.</p><p class="leftAlign firstIndent0 fontsize8" id="xc802d80d-e82c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Consultation.</p><p class="leftAlign firstIndent0 fontsize8" id="xc802d80e-e82c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Public information.</p></sidenote><inline class="smallCaps">Requirement</inline>.—</heading><chapeau>Not later than one year after the date of the enactment of this Act, and again four years thereafter, the President, in consultation with the heads of the relevant Federal departments and agencies, shall submit to the appropriate congressional committees and make publicly available a single government-wide strategy, to be known as the Women, Peace, and Security Strategy, that provides a detailed description of how the United States intends to fulfill the policy objectives in section 4. The strategy shall—</chapeau><paragraph class="fontsize10" id="yc802d80f-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s5/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>support and be aligned with plans developed by other countries to improve the meaningful participation of women in peace and security processes, conflict prevention, peace building, transitional processes, and decisionmaking institutions; and</content></paragraph>
<paragraph class="fontsize10" id="yc802d810-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s5/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>include specific and measurable goals, bench­marks, performance metrics, timetables, and monitoring and evaluation plans to ensure the accountability and effectiveness of all policies and initiatives carried out under the strategy.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yc802d811-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Specific Plans for Departments and Agencies</inline>.—</heading><chapeau>Each strategy under subsection (a) shall include a specific implementation plan from each of the relevant Federal departments and agencies that describes—</chapeau><paragraph class="fontsize10" id="yc802d812-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s5/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the anticipated contributions of the department or agency, including technical, financial, and in-kind contributions, to implement the strategy; and</content></paragraph>
<paragraph class="fontsize10" id="yc802d813-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s5/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the efforts of the department or agency to ensure that the policies and initiatives carried out pursuant to the strategy are designed to achieve maximum impact and long-term sustainability.<page identifier="/us/stat/131/1204">131 STAT. 1204</page></content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yc802d814-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s5/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Coordination</inline>.—</heading><content>The President should promote the meaningful participation of women in conflict prevention, in coordination and consultation with international partners, including, as appropriate, multilateral organizations, stakeholders, and other relevant international organizations, particularly in situations in which the direct engagement of the United States Government is not appropriate or advisable.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yc802d815-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s5/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Sense of Congress</inline>.—</heading><chapeau>It is the sense of Congress that the President, in implementing each strategy submitted under subsection (a), should—</chapeau><paragraph class="fontsize10" id="yc802d816-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s5/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>provide technical assistance, training, and logistical support to female negotiators, mediators, peace builders, and stakeholders;</content></paragraph>
<paragraph class="fontsize10" id="yc802d817-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s5/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>address security-related barriers to the meaningful participation of women;</content></paragraph>
<paragraph class="fontsize10" id="yc802d818-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s5/d/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>encourage increased participation of women in existing programs funded by the United States Government that provide training to foreign nationals regarding law enforcement, the rule of law, or professional military education;</content></paragraph>
<paragraph class="fontsize10" id="yc802d819-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s5/d/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>support appropriate local organizations, especially women’s peace building organizations;</content></paragraph>
<paragraph class="fontsize10" id="yc802d81a-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s5/d/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>support the training, education, and mobilization of men and boys as partners in support of the meaningful participation of women;</content></paragraph>
<paragraph class="fontsize10" id="yc802d81b-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s5/d/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>encourage the development of transitional justice and accountability mechanisms that are inclusive of the experiences and perspectives of women and girls;</content></paragraph>
<paragraph class="fontsize10" id="yc802d81c-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s5/d/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>expand and apply gender analysis, as appropriate, to improve program design and targeting; and</content></paragraph>
<paragraph class="fontsize10" id="yc802d81d-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s5/d/8" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><content>conduct assessments that include the perspectives of women regarding new initiatives in support of peace negotiations, transitional justice and accountability, efforts to counter violent extremism, or security sector reform.</content></paragraph>
</subsection>
</section>
<section id="d129855e348" identifier="/us/pl/115/68/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xc802d81e-e82c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s2152j-2">22 USC 2152j-2</ref>.</p></sidenote><heading>TRAINING REQUIREMENTS REGARDING THE PARTICIPATION OF WOMEN IN CONFLICT PREVENTION AND PEACE BUILDING.</heading><subsection class="firstIndent0 fontsize10" id="yc8034d4f-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s6/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Foreign Service</inline>.—</heading><chapeau>The Secretary of State, in conjunction with the Administrator of the United States Agency for International Development, shall ensure that all appropriate personnel (including special envoys, members of mediation or negotiation teams, relevant members of the civil service or Foreign Service, and contractors) responsible for or deploying to countries or regions considered to be at risk of, undergoing, or emerging from violent conflict obtain training, as appropriate, in the following areas, each of which shall include a focus on women and ensuring meaningful participation by women:</chapeau><paragraph class="fontsize10" id="yc8034d50-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s6/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>Conflict prevention, mitigation, and resolution.</content></paragraph>
<paragraph class="fontsize10" id="yc8034d51-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s6/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>Protecting civilians from violence, exploitation, and trafficking in persons.</content></paragraph>
<paragraph class="fontsize10" id="yc8034d52-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s6/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>International human rights law and international humanitarian law.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yc8034d53-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s6/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Department of Defense</inline>.—</heading><chapeau>The Secretary of Defense shall ensure that relevant personnel receive training, as appropriate, in the following areas:</chapeau><paragraph class="fontsize10" id="yc8034d54-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s6/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>Training in conflict prevention, peace processes, mitigation, resolution, and security initiatives that specifically <page identifier="/us/stat/131/1205">131 STAT. 1205</page>

<paragraph class="fontsize10" id="yc8034d55-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s6/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>Gender considerations and meaningful participation by women, including training regarding—</chapeau><subparagraph class="fontsize10" id="yc8034d56-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s6/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>international human rights law and international humanitarian law, as relevant; and</content></subparagraph>
<subparagraph class="fontsize10" id="yc8034d57-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s6/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>protecting civilians from violence, exploitation, and trafficking in persons.</content></subparagraph>

<section id="d129855e420" identifier="/us/pl/115/68/s7" style="-uslm-lc:I658141"><num class="fontsize12" value="7">SEC. 7. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xc8034d59-e82c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s2152j-3">22 USC 2152j-3</ref>.</p></sidenote><heading>CONSULTATION AND COLLABORATION.</heading><subsection class="firstIndent0 fontsize10" id="yc803746a-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s7/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>The Secretary of State and the Administrator of the United States Agency for International Development may establish guidelines or take other steps to ensure overseas United States personnel of the Department of State or the United States Agency for International Development, as the case may be, consult with appropriate stakeholders, including local women, youth, ethnic, and religious minorities, and other politically under-represented or marginalized populations, regarding United States efforts to—</chapeau><paragraph class="fontsize10" id="yc803746b-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s7/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>prevent, mitigate, or resolve violent conflict; and</content></paragraph>
<paragraph class="fontsize10" id="yc803746c-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s7/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>enhance the success of mediation and negotiation processes by ensuring the meaningful participation of women.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yc803746d-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s7/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Collaboration and Coordination</inline>.—</heading><content>The Secretary of State should work with international, regional, national, and local organizations to increase the meaningful participation of women in international peacekeeping operations, and should promote training that provides international peacekeeping personnel with the substantive knowledge and skills needed to ensure effective physical security and meaningful participation of women in conflict prevention and peace building.</content></subsection>

<section id="d129855e458" identifier="/us/pl/115/68/s8" style="-uslm-lc:I658141"><num class="fontsize12" value="8">SEC. 8. </num><heading>REPORTS TO CONGRESS.</heading><subsection class="firstIndent0 fontsize10" id="yc803c28e-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s8/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Briefing</inline>.—</heading><content>Not later than 1 year after the date of the first submission of a strategy required under section 5, the Secretary of State, in conjunction with the Administrator of the United States Agency for International Development and the Secretary of Defense, shall brief the appropriate congressional committees on existing, enhanced, or newly established training carried out pursuant to section 6.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yc803c28f-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s8/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xc803c290-e82c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">President.</p></sidenote><inline class="smallCaps">Report on Women, Peace, and Security Strategy</inline>.—</heading><chapeau>Not later than 2 years after the date of the submission of each strategy required under section 5, the President shall submit to the appropriate congressional committees a report that—</chapeau><paragraph class="fontsize10" id="yc803c291-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s8/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>summarizes and evaluates the implementation of such strategy and the impact of United States diplomatic efforts and foreign assistance programs, projects, and activities to promote the meaningful participation of women;</content></paragraph>
<paragraph class="fontsize10" id="yc803c292-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s8/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>describes the nature and extent of the coordination among the relevant Federal departments and agencies on the implementation of such strategy;</content></paragraph>
<paragraph class="fontsize10" id="yc803c293-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s8/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>outlines the monitoring and evaluation tools, mechanisms, and common indicators to assess progress made on the policy objectives set forth in section 4; and</content></paragraph>
<paragraph class="fontsize10" id="yc803c294-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s8/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>describes the existing, enhanced, or newly established training carried out pursuant to section 6.<page identifier="/us/stat/131/1206">131 STAT. 1206</page></content></paragraph>

<section id="d129855e507" identifier="/us/pl/115/68/s9" style="-uslm-lc:I658141"><num class="fontsize12" value="9">SEC. 9. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xc803c295-e82c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s2152j-4">22 USC 2152j-4</ref>.</p></sidenote><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xc80437c6-e82c-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  In this Act:</chapeau><paragraph class="fontsize10" id="yc80437c7-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s9/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Appropriate congressional committees</inline>.—</heading><chapeau>The term “<term>appropriate congressional committees</term>” means—</chapeau><subparagraph class="fontsize10" id="yc80437c8-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s9/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Committee on Foreign Relations, the Committee on Armed Services, and the Committee on Appropriations of the Senate; and</content></subparagraph>
<subparagraph class="fontsize10" id="yc80437c9-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s9/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Committee on Foreign Affairs, the Committee on Armed Services, and the Committee on Appropriations of the of the House of Representatives.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yc80437ca-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s9/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Relevant federal departments and agencies</inline>.—</heading><chapeau>The term “<term>relevant Federal departments and agencies</term>” means—</chapeau><subparagraph class="fontsize10" id="yc80437cb-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s9/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the United States Agency for International Development;</content></subparagraph>
<subparagraph class="fontsize10" id="yc80437cc-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s9/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Department of State;</content></subparagraph>
<subparagraph class="fontsize10" id="yc80437cd-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s9/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>the Department of Defense;</content></subparagraph>
<subparagraph class="fontsize10" id="yc80437ce-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s9/2/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>the Department of Homeland Security; and</content></subparagraph>
<subparagraph class="fontsize10" id="yc80437cf-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s9/2/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>any other department or agency specified by the President for purposes of this Act.</content></subparagraph>

<paragraph class="fontsize10" id="yc80437d0-e82c-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/68/s9/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Stakeholders</inline>.—</heading><content>The term “<term>stakeholders</term>” means non-governmental and private sector entities engaged in or affected by conflict prevention and stabilization, peace building, protection, security, transition initiatives, humanitarian response, or related efforts.</content></paragraph>
