<section id="d133692e89" identifier="/us/pl/115/45/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xbb18eade-e82d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t2/s1901">2 USC 1901 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Wounded Officers Recovery Act of 2017</shortTitle>”.</content></section>
<section id="d133692e104" identifier="/us/pl/115/45/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>PAYMENTS FROM UNITED STATES CAPITOL POLICE MEMORIAL FUND FOR EMPLOYEES KILLED IN THE LINE OF DUTY OR SUSTAINING SERIOUS LINE-OF-DUTY INJURIES.</heading><subsection class="firstIndent0 fontsize10" id="ybb19600f-e82d-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/45/s2/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Authorizing Payments From Fund</inline>.—</heading><chapeau><ref href="/us/pl/105/223/s2">Section 2 of Public Law 105–223</ref> (<ref href="/us/usc/t2/s1952">2 U.S.C. 1952</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="ybb196010-e82d-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/45/s2/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>in the section heading, by <amendingAction type="insert">inserting</amendingAction> “<quotedText>and certain other united states capitol police employees</quotedText>” before the period at the end;</content></paragraph>
<paragraph class="fontsize10" id="ybb196011-e82d-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/45/s2/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>by <amendingAction type="delete">striking</amendingAction> “<quotedText>Subject to the regulations</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>(a) <headingText class="smallCaps">In General</headingText>.—Except to the extent used or reserved for use under subsection (b) and subject to the regulations</quotedText>”; and</content></paragraph>
<paragraph class="fontsize10" id="ybb196012-e82d-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/45/s2/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>by <amendingAction type="add">adding</amendingAction> at the end the following new subsection:<quotedContent><subsection class="indentDown1 firstIndent0 fontsize10" id="ybb196013-e82d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><heading class="fontsize10"><inline class="smallCaps">Payments for Employees Killed in the Line of Duty or Sustaining Serious Line-of-duty Injuries</inline>.—</heading><chapeau>In addition to the amounts paid under subsection (a), and in accordance with the regulations issued under section 4(b), amounts in the Fund may be paid to—</chapeau><paragraph class="fontsize10" id="ybb196014-e82d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>families of employees of the United States Capitol Police who were killed in the line of duty; or</content></paragraph>
<paragraph class="fontsize10" id="ybb196015-e82d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>employees of the United States Capitol Police who have sustained serious line-of-duty injuries.”</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="ybb196016-e82d-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/45/s2/b" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Regulations of Capitol Police Board</inline>.—</heading><chapeau><ref href="/us/pl/105/223/s4">Section 4 of Public Law 105–223</ref> (<ref href="/us/usc/t2/s1954">2 U.S.C. 1954</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="ybb196017-e82d-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/45/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>by <amendingAction type="delete">striking</amendingAction> “<quotedText>The Capitol Police Board</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>(a) <headingText class="smallCaps">In General</headingText>.—The Capitol Police Board</quotedText>”; and</content></paragraph>
<paragraph class="fontsize10" id="ybb196018-e82d-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/45/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>by <amendingAction type="add">adding</amendingAction> at the end the following new subsection:<quotedContent><subsection class="indentDown1 firstIndent0 fontsize10" id="ybb198729-e82d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><heading class="fontsize10"><inline class="smallCaps">Regulations Governing Payments for Employees Killed in the Line of Duty or Sustaining Serious Line-of-duty Injuries</inline>.—</heading><chapeau>In carrying out subsection (a), the Capitol Police Board shall issue specific regulations governing the use of the Fund for making payments to families of employees of the United States Capitol Police who were killed in the line of duty and employees of the United States Capitol Police who have sustained <page identifier="/us/stat/131/957">131 STAT. 957</page>
serious line-of-duty injuries (as authorized under section 2(b)), including regulations—</chapeau><paragraph class="fontsize10" id="ybb19872a-e82d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>establishing the conditions under which the family of an employee or an employee is eligible to receive such a payment;</content></paragraph>
<paragraph class="fontsize10" id="ybb19872b-e82d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>providing for the amount, timing, and manner of such payments; and</content></paragraph>
<paragraph class="fontsize10" id="ybb19872c-e82d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><content>ensuring that any such payment is in addition to, and does not otherwise affect, any other form of compensation payable to the family of an employee or the employee, including benefits for workers’ compensation under <ref href="/us/usc/t5/ch81">chapter 81 of title 5, United States Code</ref>.”</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="ybb19872d-e82d-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/45/s2/c" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Treatment of Amounts Received in Response to Incident of June 14, 2017</inline>.—</heading><content>The second sentence of <ref href="/us/pl/105/223/s1">section 1 of Public Law 105–223</ref> (<ref href="/us/usc/t2/s1951">2 U.S.C. 1951</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="delete">striking</amendingAction> “<quotedText>deposit into the Fund</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>deposit into the Fund, including amounts received in response to the shooting incident at the practice for the Congressional Baseball Game for Charity on June 14, 2017,</quotedText>”.</content></subsection>
