<section id="d252272e92" identifier="/us/pl/115/43/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Securing our Agriculture and Food Act</shortTitle>”.</content></section>
<section id="d252272e102" identifier="/us/pl/115/43/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>COORDINATION OF FOOD, AGRICULTURE, AND VETERINARY DEFENSE AGAINST TERRORISM.</heading><subsection class="firstIndent0 fontsize10" id="y4aebc3aa-e82e-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/43/s2/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>Title V of the Homeland Security Act of 2002 (<ref href="/us/usc/t6/s311/etseq">6 U.S.C. 311 et seq.</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following new section:<quotedContent><section class="centered fontsize12" id="y4aebeabb-e82e-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658143"><num class="fontsize12" value="528">“SEC. 528. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x4aebeabc-e82e-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t6/s321q">6 USC 321q</ref>.</p></sidenote><heading class="fontsize12">COORDINATION OF DEPARTMENT OF HOMELAND SECURITY EFFORTS RELATED TO FOOD, AGRICULTURE, AND VETERINARY DEFENSE AGAINST TERRORISM.</heading><subsection class="firstIndent0 fontsize10" id="y4aebeabd-e82e-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">“(a) </num><heading class="fontsize10"><inline class="smallCaps">Program Required</inline>.—</heading><content>The Secretary, acting through the Assistant Secretary for Health Affairs, shall carry out a program to coordinate the Department’s efforts related to defending the food, agriculture, and veterinary systems of the United States against terrorism and other high-consequence events that pose a high risk to homeland security.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y4aec11ce-e82e-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><heading class="fontsize10"><inline class="smallCaps">Program Elements</inline>.—</heading><chapeau>The coordination program required by subsection (a) shall include, at a minimum, the following:</chapeau><paragraph class="fontsize10" id="y4aec11cf-e82e-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>Providing oversight and management of the Department’s responsibilities pursuant to Homeland Security Presidential Directive 9–Defense of United States Agriculture and Food.</content></paragraph>
<paragraph class="fontsize10" id="y4aec11d0-e82e-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>Providing oversight and integration of the Department’s activities related to veterinary public health, food defense, and agricultural security.</content></paragraph>
<paragraph class="fontsize10" id="y4aec11d1-e82e-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><content>Leading the Department’s policy initiatives relating to food, animal, and agricultural incidents, and the impact of such incidents on animal and public health.</content></paragraph>
<paragraph class="fontsize10" id="y4aec11d2-e82e-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><content>Leading the Department’s policy initiatives relating to overall domestic preparedness for and collective response to agricultural terrorism.</content></paragraph>
<paragraph class="fontsize10" id="y4aec11d3-e82e-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">“(5) </num><content>Coordinating with other Department components, including U.S. Customs and Border Protection, as appropriate, <page identifier="/us/stat/131/885">131 STAT. 885</page>
on activities related to food and agriculture security and screening procedures for domestic and imported products.</content></paragraph>
<paragraph class="fontsize10" id="y4aec11d4-e82e-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">“(6) </num><content>Coordinating with appropriate Federal departments and agencies.</content></paragraph>
<paragraph class="fontsize10" id="y4aec11d5-e82e-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">“(7) </num><content>Other activities as determined necessary by the Secretary.</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="y4aec11d6-e82e-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">“(c) </num><heading class="fontsize10"><inline class="smallCaps">Rule of Construction</inline>.—</heading><content>Nothing in this section may be construed as altering or superseding the authority of the Secretary of Agriculture or the Secretary of Health and Human Services.”</content></subsection>

<subsection class="firstIndent0 fontsize10" id="y4aec11d7-e82e-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/43/s2/b" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Clerical Amendment</inline>.—</heading><chapeau>The table of contents in section 1(b) of the Homeland Security Act of 2002 <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="y4aec11d8-e82e-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/43/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>by <amendingAction type="delete">striking</amendingAction> the items relating to sections 523, 524, 525, 526, and 527; and</content></paragraph>
<paragraph class="fontsize10" id="y4aec11d9-e82e-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/43/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>by <amendingAction type="insert">inserting</amendingAction> after the item relating to section 522 the following:<?GPOvSpace 04?>
