<enactingFormula style="-uslm-lc:I658120"><i>  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</i></enactingFormula>
<section id="d135948e85" identifier="/us/pl/115/429/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>EARLY REPAYMENT OF CONSTRUCTION COSTS.</heading><subsection class="firstIndent0 fontsize10" id="y583f5338-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/429/s1/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>Notwithstanding section 213 of the Reclamation Reform Act of 1982 (<ref href="/us/usc/t43/s390mm">43 U.S.C. 390mm</ref>), any landowner within the Northport Irrigation District in the State of Nebraska (referred to in this section as the “District”) may repay, at any time, the construction costs of project facilities allocated to the landowner’s land within the District.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y583f5339-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/429/s1/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Applicability of Full-Cost Pricing Limitations</inline>.—</heading><content>On discharge, in full, of the obligation for repayment of all construction costs described in subsection (a) that are allocated to all land the landowner owns in the District in question, the parcels of land shall not be subject to the ownership and full-cost pricing limitations under Federal reclamation law (the Act of June 17, 1902, <ref href="/us/stat/32/388/ch1093">32 Stat. 388, chapter 1093</ref>), and Acts supplemental to and amendatory of that Act (<ref href="/us/usc/t43/s371/etseq">43 U.S.C. 371 et seq.</ref>), including the Reclamation Reform Act of 1982 (<ref href="/us/usc/t13/s390aa/etseq">13 U.S.C. 390aa et seq.</ref>).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y583f533a-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/429/s1/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Certification</inline>.—</heading><content>On request of a landowner that has repaid, in full, the construction costs described in subsection (a), the Secretary of the Interior shall provide to the landowner a certificate described in section 213(b)(1) of the Reclamation Reform Act of 1982 (<ref href="/us/usc/t43/s390mm/b/1">43 U.S.C. 390mm(b)(1)</ref>).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y583f533b-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/429/s1/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Effect</inline>.—</heading><chapeau>Nothing in this section—</chapeau><paragraph class="fontsize10" id="y583f533c-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/429/s1/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>modifies any contractual rights under, or amends or reopens, the reclamation contract between the District and the United States; or</content></paragraph>
<paragraph class="fontsize10" id="y583f533d-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/429/s1/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>modifies any rights, obligations, or relationships between the District and landowners in the District under Nebraska State law.</content></paragraph>
