<section id="d137648e102" identifier="/us/pl/115/414/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Good Accounting Obligation in Government Act</shortTitle>” or the “<shortTitle role="act">GAO–IG Act</shortTitle>”.</content></section>
<section id="d137648e115" identifier="/us/pl/115/414/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf85e3ae8-e82e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t31/s1105">31 USC 1105 note</ref>.</p></sidenote><heading>REPORTS ON OUTSTANDING GOVERNMENT ACCOUNTABILITY OFFICE AND INSPECTOR GENERAL RECOMMENDATIONS.</heading><subsection class="firstIndent0 fontsize10" id="yf85efe39-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s2/a" role="definitions" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Definition</inline>.—</heading><chapeau>In this section, the term “<term>agency</term>” means—</chapeau><paragraph class="fontsize10" id="yf85efe3a-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s2/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>a designated Federal entity, as defined in section 8G(a)(2) of the Inspector General Act of 1978 (<ref href="/us/usc/t5/app">5 U.S.C. App.</ref>);</content></paragraph>
<paragraph class="fontsize10" id="yf85efe3b-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s2/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>an establishment, as defined in section 12(2) of the Inspector General Act of 1978 (<ref href="/us/usc/t5/app">5 U.S.C. App.</ref>); and</content></paragraph>
<paragraph class="fontsize10" id="yf85efe3c-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s2/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>legislative branch agencies, including the Government Publishing Office, the Library of Congress, the Office of the Architect of the Capitol, and the United States Capitol Police.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf85efe3d-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Required Reports</inline>.—</heading><chapeau>In the annual budget justification submitted to Congress, as submitted with the budget of the President under <ref href="/us/usc/t31/s1105">section 1105 of title 31, United States Code</ref>, each agency shall include—</chapeau><paragraph class="fontsize10" id="yf85efe3e-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf85efe3f-e82e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Time period.</p></sidenote><content>a report listing each public recommendation of the Government Accountability Office that is designated by the Government Accountability Office as “open” or “closed, unimplemented” for a period of not less than 1 year preceding the date on which the annual budget justification is submitted;</content></paragraph>
<paragraph class="fontsize10" id="yf85efe40-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>a report listing each public recommendation for corrective action from the Office of Inspector General of the agency that—</chapeau><subparagraph class="fontsize10" id="yf85efe41-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s2/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>was published not less than 1 year before the date on which the annual budget justification is submitted; and</content></subparagraph>
<subparagraph class="fontsize10" id="yf85efe42-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s2/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>for which no final action was taken as of the date on which the annual budget justification is submitted; and</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf85efe43-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s2/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><chapeau>a report on the implementation status of each public recommendation described in paragraphs (1) and (2), which shall include—</chapeau><subparagraph class="fontsize10" id="yf85efe44-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s2/b/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><chapeau>with respect to a public recommendation that is designated by the Government Accountability Office as “open” or “closed, unimplemented”—<page identifier="/us/stat/132/5431">132 STAT. 5431</page></chapeau><clause class="fontsize10" id="yf85efe45-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s2/b/3/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>that the agency has decided not to implement, a detailed justification for the decision; or</content></clause>
<clause class="fontsize10" id="yf85efe46-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s2/b/3/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>that the agency has decided to adopt, a timeline for full implementation, to the extent practicable, if the agency determines that the recommendation has clear budget implications;</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="yf85efe47-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s2/b/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>with respect to a public recommendation for corrective action from the Office of Inspector General of the agency for which no final action or action not recommended has been taken, an explanation of the reasons why no final action or action not recommended was taken with respect to each audit report to which the public recommendation for corrective action pertains;</content></subparagraph>
<subparagraph class="fontsize10" id="yf85efe48-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s2/b/3/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>with respect to an outstanding unimplemented public recommendation from the Office of Inspector General of the agency that the agency has decided to adopt, a timeline for implementation;</content></subparagraph>
<subparagraph class="fontsize10" id="yf85efe49-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s2/b/3/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><chapeau>an explanation for any discrepancy between—</chapeau><clause class="fontsize10" id="yf85efe4a-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s2/b/3/D/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>the reports submitted under paragraphs (1) and (2);</content></clause>
<clause class="fontsize10" id="yf85efe4b-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s2/b/3/D/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>the semiannual reports submitted by the Office of Inspector General of the agency under section 5 of the Inspector General Act of 1978 (<ref href="/us/usc/t5/app">5 U.S.C. App.</ref>); and</content></clause>
<clause class="fontsize10" id="yf85efe4c-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s2/b/3/D/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>reports submitted by the Government Accountability Office relating to public recommendations that are designated by the Government Accountability Office as “open” or “closed, unimplemented”; and</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="yf85efe4d-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s2/b/3/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf85efe4e-e82e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Time period.</p></sidenote><content>for the first 12 months after a public recommendation is made, if the agency is determining whether to implement the public recommendation, a statement describing that the agency is doing so, which shall exempt the agency from the requirements under subparagraphs (B) and (C) with respect to that public recommendation.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf85efe4f-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Copies of Submissions</inline>.—</heading><content>Each agency shall provide a copy of the information submitted under subsection (b) to the Government Accountability Office and the Office of Inspector General of the agency.</content></subsection>

<section id="d137648e267" identifier="/us/pl/115/414/s3" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>TIMELINE FOR AGENCY STATEMENTS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xf85f2560-e82e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  <ref href="/us/usc/t31/s720/b">Section 720(b) of title 31, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="yf85f2561-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>in paragraph (1), by <amendingAction type="delete">striking</amendingAction> “<quotedText>61st</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>181st</quotedText>”; and<page identifier="/us/stat/132/5432">132 STAT. 5432</page></content></paragraph>
<paragraph class="fontsize10" id="yf85f2562-e82e-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/414/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>in paragraph (2), by <amendingAction type="delete">striking</amendingAction> “<quotedText>60</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>180</quotedText>”.</content></paragraph>
