<section id="d138915e92" identifier="/us/pl/115/402/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Innovations in Mentoring, Training, and Apprenticeships Act</shortTitle>”.</content></section>
<section id="d138915e102" identifier="/us/pl/115/402/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa06907ea-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s1862i">42 USC 1862i note</ref>.</p></sidenote><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xa069560b-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Congress finds the following:</chapeau><paragraph class="fontsize10" id="ya069560c-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>To remain competitive in the global economy, foster greater innovation, and provide a foundation for shared prosperity, the United States needs a workforce with the right mix of skills to meet the diverse needs of the economy.</content></paragraph>
<paragraph class="fontsize10" id="ya069560d-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>Evidence indicates that the returns on investments in technical skills in the labor market are strong when students successfully complete their education and gain credentials sought by employers.</content></paragraph>
<paragraph class="fontsize10" id="ya069560e-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>The responsibility for developing and sustaining a skilled technical workforce is fragmented across many groups, including educators, students, workers, employers, Federal, State, and local governments, civic associations, and other stakeholders. Such groups need to be able to coordinate and cooperate successfully with each other.</content></paragraph>
<paragraph class="fontsize10" id="ya069560f-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>Coordination among students, community colleges, secondary and post-secondary institutions, and employers would improve educational outcomes.</content></paragraph>
<paragraph class="fontsize10" id="ya0695610-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s2/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>Promising experiments currently underway may guide innovation and reform, but scalability of some of those experiments has not yet been tested.</content></paragraph>
<paragraph class="fontsize10" id="ya0695611-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s2/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>Evidence suggests that integration of academic education, technical skills development, and hands-on work experience improves outcomes and return on investment for students in secondary and post-secondary education and for skilled technical workers in different career stages.</content></paragraph>
<paragraph class="fontsize10" id="ya0695612-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s2/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>Outcomes show that mentoring can increase STEM student engagement and the rate of completion of STEM post-secondary degrees.<page identifier="/us/stat/132/5344">132 STAT. 5344</page></content></paragraph>
</section>
<section id="d138915e153" identifier="/us/pl/115/402/s3" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>NATIONAL SCIENCE FOUNDATION STEM INNOVATION AND APPRENTICESHIP GRANTS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xa06a1963-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Section 3 of the Scientific and Advanced-Technology Act of 1992 (<ref href="/us/usc/t42/s1862i">42 U.S.C. 1862i</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="ya06a1964-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>by <amendingAction type="redesignate">redesignating</amendingAction> subsections (d) through (g) as subsections (g) through (j), respectively;</content></paragraph>
<paragraph class="fontsize10" id="ya06a1965-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>by <amendingAction type="insert">inserting</amendingAction> after subsection (c) the following:<quotedContent><subsection class="indentDown1 firstIndent0 fontsize10" id="ya06ab5a6-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">“(d) </num><heading class="fontsize10"><inline class="smallCaps">Grants for Associate Degree Programs in STEM Fields</inline>.—</heading><paragraph class="fontsize10" id="ya06ab5a7-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">In-demand workforce grants</inline>.—</heading><content>The Director shall award grants to junior or community colleges to develop or improve associate degree or certificate programs in STEM fields, with respect to the region in which the respective college is located, and an in-demand industry sector or occupation.</content></paragraph>
<paragraph class="fontsize10" id="ya06ab5a8-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Applications</inline>.—</heading><chapeau>In considering applications for grants under paragraph (1), the Director shall prioritize—</chapeau><subparagraph class="fontsize10" id="ya06ab5a9-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>applications that consist of a partnership between the applying junior or community college and individual employers or an employer consortia, or industry or sector partnerships, and may include a university or other organization with demonstrated expertise in academic program development;</content></subparagraph>
<subparagraph class="fontsize10" id="ya06ab5aa-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>applications that demonstrate current and future workforce demand in occupations directly related to the proposed associate degree or certificate program;</content></subparagraph>
<subparagraph class="fontsize10" id="ya06ab5ab-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>applications that include commitments by the partnering employers or employer consortia, or industry or sector partnerships, to offer apprenticeships, internships, or other applied learning opportunities to students enrolled in the proposed associate degree or certificate program;</content></subparagraph>
<subparagraph class="fontsize10" id="ya06ab5ac-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">“(D) </num><content>applications that include outreach plans and goals for recruiting and enrolling women and other underrepresented populations in STEM fields in the proposed associate degree or certificate program; and</content></subparagraph>
<subparagraph class="fontsize10" id="ya06ab5ad-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">“(E) </num><content>applications that describe how the applying junior or community college will support the collection of information and data for purposes of evaluation of the proposed associate degree or certificate program.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="indentDown1 firstIndent0 fontsize10" id="ya06ab5ae-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">“(e) </num><heading class="fontsize10"><inline class="smallCaps">Grants for STEM Degree Applied Learning Opportunities</inline>.—</heading><paragraph class="fontsize10" id="ya06ab5af-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Director shall award grants to institutions of higher education partnering with private sector employers or private sector employer consortia, or industry or sector partnerships, that commit to offering apprenticeships, internships, research opportunities, or applied learning experiences to enrolled students in identified STEM baccalaureate degree programs.</content></paragraph>
<paragraph class="fontsize10" id="ya06ab5b0-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Purposes</inline>.—</heading><chapeau>Awards under this subsection may be used—</chapeau><subparagraph class="fontsize10" id="ya06ab5b1-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>to develop curricula and programs for apprenticeship, internships, research opportunities, or applied learning experiences; or</content></subparagraph>
<subparagraph class="fontsize10" id="ya06ab5b2-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>to provide matching funds to incentivize partnership and participation by private sector employers and industry.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ya06ab5b3-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><heading class="fontsize10"><inline class="smallCaps">Applications</inline>.—</heading><chapeau>In considering applications for grants under paragraph (1), the Director shall prioritize—<page identifier="/us/stat/132/5345">132 STAT. 5345</page></chapeau><subparagraph class="fontsize10" id="ya06ab5b4-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><chapeau>applicants that consist of a partnership between—</chapeau><clause class="fontsize10" id="ya06ab5b5-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>the applying institution of higher education; and</content></clause>
<clause class="fontsize10" id="ya06ab5b6-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>individual employers or an employer consortia, or industry or sector partnerships;</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="ya06ab5b7-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>applications that demonstrate current and future workforce demand in occupations directly related to the identified STEM fields;</content></subparagraph>
<subparagraph class="fontsize10" id="ya06ab5b8-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>applications that include outreach plans and goals for recruiting and enrolling women and other underrepresented populations in STEM fields; and</content></subparagraph>
<subparagraph class="fontsize10" id="ya06ab5b9-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">“(D) </num><content>applications that describe how the institution of higher education will support the collection and information of data for purposes of the evaluation of identified STEM degree programs.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="indentDown1 firstIndent0 fontsize10" id="ya06ab5ba-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">“(f) </num><heading class="fontsize10"><inline class="smallCaps">Grants for Computer-based and Online STEM Education Courses</inline>.—</heading><paragraph class="fontsize10" id="ya06ab5bb-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Director of the National Science Foundation shall award competitive grants to institutions of higher education or nonprofit organizations to conduct research on student outcomes and determine best practices for STEM education and technical skills education through distance learning or in a simulated work environment.</content></paragraph>
<paragraph class="fontsize10" id="ya06ab5bc-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Research areas</inline>.—</heading><chapeau>The research areas eligible for funding under this subsection may include—</chapeau><subparagraph class="fontsize10" id="ya06ab5bd-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>post-secondary courses for technical skills development for STEM occupations;</content></subparagraph>
<subparagraph class="fontsize10" id="ya06ab5be-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>improving high-school level career and technical education in STEM subjects;</content></subparagraph>
<subparagraph class="fontsize10" id="ya06ab5bf-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>encouraging and sustaining interest and achievement levels in STEM subjects among women and other populations historically underrepresented in STEM studies and careers; and</content></subparagraph>
<subparagraph class="fontsize10" id="ya06ab5c0-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">“(D) </num><content>combining computer-based and online STEM education and skills development with traditional mentoring and other mentoring arrangements, apprenticeships, internships, and other applied learning opportunities.”</content></subparagraph>

</subsection>

<paragraph class="fontsize10" id="ya06ab5c1-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s3/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>in subsection (a)(3)(A), by <amendingAction type="delete">striking</amendingAction> the comma and <amendingAction type="insert">inserting</amendingAction> a semicolon;</content></paragraph>
<paragraph class="fontsize10" id="ya06ab5c2-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s3/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>in subsection (c)(1)(B)(iv), by <amendingAction type="delete">striking</amendingAction> “<quotedText>subsection (f)(3)</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>subsection (i)(3)</quotedText>”;</content></paragraph>
<paragraph class="fontsize10" id="ya06ab5c3-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s3/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><chapeau>in subsection (h), as redesignated—</chapeau><subparagraph class="fontsize10" id="ya06ab5c4-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s3/5/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>in the heading, by <amendingAction type="delete">striking</amendingAction> “<quotedText><headingText class="smallCaps">Limitation on Funding</headingText></quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText><headingText class="smallCaps">Funding</headingText></quotedText>”;</content></subparagraph>
<subparagraph class="fontsize10" id="ya06ab5c5-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s3/5/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>by <amendingAction type="insert">inserting</amendingAction> “<quotedText>(3) <headingText class="smallCaps">Limitation on funding</headingText>.—</quotedText>” before “<quotedText>To qualify</quotedText>” and indenting appropriately; and</content></subparagraph>
<subparagraph class="fontsize10" id="ya06ab5c6-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s3/5/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>by <amendingAction type="insert">inserting</amendingAction> before paragraph (3), as redesignated, the following:<quotedContent><paragraph class="indentDown1 fontsize10" id="ya06adcd7-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">Funding</inline>.—</heading><chapeau>The Director shall allocate out of amounts made available for the Education and Human Resources Directorate—</chapeau><subparagraph class="fontsize10" id="ya06adcd8-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>up to $5,000,000 to carry out the activities under subsection (d) for each of fiscal years 2019 through 2022, subject to the availability of appropriations;</content></subparagraph>
<subparagraph class="fontsize10" id="ya06adcd9-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>up to $2,500,000 to carry out the activities under subsection (e) for each of fiscal years 2019 through 2022, subject to the availability of appropriations; and<page identifier="/us/stat/132/5346">132 STAT. 5346</page></content></subparagraph>
<subparagraph class="fontsize10" id="ya06adcda-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>up to $2,500,000 to carry out the activities under subsection (f) for each of fiscal years 2019 through 2022, subject to the availability of appropriations.</content></subparagraph>

<section id="d138915e553" identifier="/us/pl/115/402/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa06b03f6-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s1862p">42 USC 1862p note</ref>.</p></sidenote><heading>RESEARCH ON EFFICIENCY OF SKILLED TECHNICAL LABOR MARKETS.</heading><subsection class="firstIndent0 fontsize10" id="ya06b2b07-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Efficiency of Skilled Technical Labor Markets</inline><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa06b2b08-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p></sidenote>.—</heading><content>The Director of the National Science Foundation, working through the Directorate of Social, Behavioral &amp; Economic Sciences, in coordination with the Secretary of Labor, shall support research on labor market analysis innovations, data and information sciences, electronic information tools and methodologies, and metrics.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ya06b2b09-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Skilled Technical Workforce</inline>.—</heading><paragraph class="fontsize10" id="ya06b2b0a-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s4/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Review</inline><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa06b2b0b-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Consultation.</p><p class="leftAlign firstIndent0 fontsize8" id="xa06b2b0c-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p></sidenote>.—</heading><content>The National Center for Science and Engineering Statistics of the National Science Foundation shall consult and coordinate with other relevant Federal statistical agencies, including the Institute of Education Sciences of the Department of Education, and the Committee on Science, Technology, Engineering, and Mathematics Education of the National Science and Technology Council established under section 101 of the America COMPETES Act of 2010 (<ref href="/us/pl/111/358">Public Law 111–358</ref>), to explore the feasibility of expanding its surveys to include the collection of objective data on the skilled technical workforce.</content></paragraph>
<paragraph class="fontsize10" id="ya06b2b0d-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s4/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Report</inline><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa06b2b0e-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Plan.</p></sidenote>.—</heading><content>Not later than 1 year after the date of enactment of this Act, the Director of the National Science Foundation shall submit to Congress a report on the progress made in expanding the National Center for Science and Engineering Statistics surveys to include the skilled technical workforce, including a plan for multi-agency collaboration to improve data collection and reporting of data on the skilled technical workforce.</content></paragraph>
<paragraph class="fontsize10" id="ya06b521f-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s4/b/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Definition of skilled technical workforce</inline>.—</heading><content>The term “<term> ‘skilled technical workforce’ </term>” means workers with high <page identifier="/us/stat/132/5347">132 STAT. 5347</page>
school diplomas and two-year technical training or certifications who employ significant levels of STEM knowledge in their jobs.</content></paragraph>

<section id="d138915e626" identifier="/us/pl/115/402/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>EVALUATION AND REPORT.</heading><subsection class="firstIndent0 fontsize10" id="ya06b9f40-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Evaluation</inline>.—</heading><paragraph class="fontsize10" id="ya06b9f41-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s5/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa06b9f42-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote>.—</heading><content>Not later than 2 years after the date of enactment of this Act, the Director of the National Science Foundation shall evaluate the grant programs established under subsections (d), (e), and (f) of section 3 of the Scientific and Advanced-Technology Act of 1992 (<ref href="/us/usc/t42/s1862i">42 U.S.C. 1862i</ref>), as amended by this Act.</content></paragraph>
<paragraph class="fontsize10" id="ya06b9f43-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s5/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Requirements</inline><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa06b9f44-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Assessments.</p></sidenote>.—</heading><chapeau>In conducting the evaluation under paragraph (1), the Director shall—</chapeau><subparagraph class="fontsize10" id="ya06b9f45-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s5/a/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>use a common set of benchmarks and assessment tools to identify best practices and materials developed or demonstrated by the research conducted pursuant to such grants and programs under subsection (f) of that section;</content></subparagraph>
<subparagraph class="fontsize10" id="ya06b9f46-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s5/a/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>include an assessment of the effectiveness of the grant programs in expanding apprenticeships, internships, and other applied learning opportunities offered by employers in conjunction with junior or community colleges, or institutions of higher education, as applicable;</content></subparagraph>
<subparagraph class="fontsize10" id="ya06b9f47-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s5/a/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>assess the number of students who participated in the grant programs; and</content></subparagraph>
<subparagraph class="fontsize10" id="ya06b9f48-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s5/a/2/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>assess the percentage of students participating in the grant programs who successfully complete their education programs.</content></subparagraph>

<subsection class="firstIndent0 fontsize10" id="ya06b9f49-e82f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/402/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Report on Evaluations</inline><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa06b9f4a-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Public information.</p><p class="leftAlign firstIndent0 fontsize8" id="xa06b9f4b-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="xa06b9f4c-e82f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">tions.</p></sidenote>.—</heading><content>Not later than 180 days after the date the evaluation under subsection (a) is complete, the Director of the National Science Foundation shall submit to Congress and the Secretary of Education, and make widely available to the public, a report on the results of the evaluation, including any recommendations for legislative action that could optimize the effectiveness of the grant programs.</content></subsection>
